SOLICITATION NARRATIVE
1. The Army Contracting Command – Rock Island (ACC-RI) hereby issues the solicitation, W9098S22Q0112, for the procurement of Foam Seal Kit at Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). This solicitation is issued in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).
CLOSING DATE/TIME: CLOSING DATE AND TIME FOR THIS SOLICITATION IS 27 SEP 2022 BY 10AM CENTRAL
TIME.
Quotes must be received prior to the closing date and time in the solicitation to be considered for award. The Government intends to award one (1) Firm Fixed Price (FFP) Contract to the lowest price, responsive, and responsible contractor whose quote conforms to the terms and conditions of the solicitation, and represents the lowest total evaluated price. Therefore, the Offeror’s quote should be complete and contain the Offeror’s best price and meet all required delivery terms at time of quote submission. Offeror’s responsibility will be determined as outlined in FAR 9.104-1. The Government intends to evaluate the quotes and issue an award without discussions with Offerors (except for clarifications as described in FAR 15.306(a)).
Quotes shall be prepared and authorized by a person(s) regularly employed by the offeror. The quote shall state the name of each person(s) contributing to the authorship of the quote, the person(s) position/title, phone number, and an email address for the person who should be contacted if an award is to be made. The quote should be prepared and written in a clear, concise, legible, and practical manner. In addition, the quote shall be written in English and should be specific and complete as described in the solicitation.
Offerors are cautioned to ensure their quote is fully complete, a complete quote submission includes (but not limited to) the Offeror’s price, must meet all requirements specified, and all required fill-ins under this solicitation. Pricing should be documented directly on the CLIN information on the SF 1449 form, all clauses that require fill-ins should be completed, and the authorized preparer shall sign and date the solicitation prior to submission. Any Offeror submitting a quote agrees by submission that their quote and the prices contained therein will be valid for a period of 60 calendar days after receipt of final quotes. Quote submission shall be sent electronically to Contract Specialist, Lynn Baker, at lynn.d.baker8.civ@army.mil.
2. Certificate of Conformance (COC) – FAR 52.246-15 is required with delivery.
3. This requirement has a drawing. To request a copy of the drawing please go to SAM.gov, Solicitation W9098S22Q0112. When you request the drawing it is very important that you include your CAGE Code. **Please note, the person requesting the drawing thru SAM.gov must be the same person that is registered in the Joint Certification Program (JCP), which shows that a Militarily Critical Technical Data Agreement is on file with Defense Logistics Information Services (DLIS).
If you have issues, please contact the Federal Service Desk (FSD) help desk at 866-606-8220.
In addition, if you have questions concerning Contract Opportunities go to the following website: https://sam.gov/. You will need to click on the “About Contract Opportunities” link. This will take you into a new SAM.gov webpage that provides information on Contractor Opportunities “Contractor Resources”.
4. PLEASE NOTE: Offerors must complete the following provisions if vendor has not updated the System for Award Management (SAM) for these provisions, then must be filled out in quote. Failure to comply may result in your quote being considered non-compliant.
- FAR 52.204-24 – Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (August 2020)
5. Payment will be made by the Defense Finance and Accounting Service (DFAS) via Wide Area Workflow (WAWF) System. Only electronic invoices submitted through WAWF will be accepted. All other formats will be rejected. See Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 and 252.232-7006 for additional invoicing guidance.
6. On time delivery is very critical. Therefore, contractor(s) must adhere to the delivery requirements indicated in the subsequent award. Failure to comply with the contractual delivery schedule in the subsequent award may result in termination of the order or require consideration if the Government elects to extend the delivery. The Government is not required to extend the delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc. are not considered acceptable delays/excuses for failing to meet the delivery schedule in the subsequent award.
It is the responsibility of the contractor to ensure that they are providing quality products that conform to the subsequent award terms and conditions as well as meet the required delivery schedule. Delivery of non-conforming products results in delivery/acceptance delays and ultimately increased cost to the Government.
Early delivery is authorized and is encouraged in the subsequent award, but must be approved and coordinated in advance of the due date with the Contract Specialist and/or Contracting Officer designated in the subsequent contract. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and Contracting Officer designated in the contract at least 10 days prior to being late.
Such notification shall include the contractor’s reasons for delay, proposed revised delivery schedule, and the contractor’s offered consideration for the delay should the Government elect to extend.
All deliveries shall be shipped to the following address:

All visitors, to include transportation and freight providers, official and unofficial, are highly encouraged to pre-register their visitors at least three (3) business days prior to their visit. Pre-registering of visitors allows for the NCIC-III background check to be conducted before the individual(s) visit(s) RIA, reducing the wait time necessary to complete the check upon arrival.
All visitors must complete a Visitor Access Request Form. Access Request Forms should be emailed or faxed prior to the delivery. The Visitor Access Request Form can be found at http://www.usagria.army.mil/AccessRequests.
Follow the instructions on How to Obtain a Visitor Pass. All first time visitors must process through the Moline Gate Visitor Center.

Drivers Licenses that have written on the top of them, “NOT FOR FEDERAL IDENTIFICATION PURPOSES” are also non-compliant.
These non-compliant driver’s license or state issued identification cards may still be presented at the Rock Island Visitor Control Center, but they must be accompanied by one of the following secondary forms of identification before a records check is conducted and installation access is granted:

(ii) Examples.

This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
