About this file
This amendment to solicitation w52p1j20r5009 provides answers to 32 contractor questions to clarify requirements for the Repair Building 56 Masonry Pointing project. The Department of the Army Materiel Command Joint Munitions Command seeks masonry repair and repointing services at Building 56 at the Rock Island Arsenal in Illinois. Services include mortar removal, crack injection, stone replacement, and related work. The pre-construction conference will be held approximately 10-14 days after award, which is anticipated for 31 July 2020. The period of performance assumes no weather delays, though existing mortar removal may continue in colder periods if conditions allow other work. The estimated value is $250,000 to $500,000 for the base requirement and option. Contractors must follow standoff and safety protocols and are responsible for providing generators, portable restrooms, and determining repair locations and quantities.

AMENDMENT 0002 NARRATIVE
The purpose of this amendment is the following:
1. To answer the following Contractor questions:
Q1: What is anticipated date of award of the contract?
A1: The anticipated award date of this contract is 31 July 2020
Q2: What is anticipated date of NTP?
A2: The NTP is usually signed and issued at the Pre‐Construction Conference, this usually occurs about 10‐ 14 days after the award.
Q3: If the period of performance pushes into cold weather months, will work be paused for completion until spring 2021?
A3: The period of performance assumes no "bad‐weather" days. If conditions are outside of the range prescribed for mortar installation or crack injection, etc, period of performance will be adjusted.
Existing mortar removal may continue during colder periods.
Q4: Is the project estimate of $250,000 ‐ $500,000 for the base requirement only? Or does include Option 1?
A4: Project estimate range includes both the Base and Option.
Q5: Paragraph 3.10 on page 6 of the SOW describes stand‐off requirements. Please clarify if use of equipment such as manlifts necessitates placement of the lift within 33' of the building is permitted given such manlifts are moved outside of the 33' perimeter when not used and attended by crew?
A5: Equipment may be placed inside stand‐off distance while in use or monitored (breaks), but must be moved at the end of each workday. Staging area to be coordinated with COR.
Q6: How does the 33' stand‐off rule apply to scaffold used for building access? Is use of scaffold permitted?
A6: If Contractor chooses to use scaffolding for crew access, a snow fence or other suitable barrier must be used to prevent access to scaffolding by unauthorized personnel. In addition, Contractor shall conduct a walk‐through of the scaffolding at the start of each workday to ensure no suspicious items have been placed in locations not readily visible due to scaffolding.
Q7: Are there tunnels or underground utilities around the perimeter of the building that would prevent use of manlift that weigh in the range 40,000 lbs? If so, can that information be provided? If so, is it possible to span those areas with steel road plates to facilitate use of the manlifts?
A7: There are no underground tunnels preventing use of a lift in the project area. There is an abandoned tunnel SW of the project site, but this is not near enough to the building to affect work or access.
Q8: Can the project superintendent serve as SSHO and QC supervisor as well?
A8: The Specs state that the Contractor Quality Control Manager (QCM) can be the SSHO on this project, and that the QCM may perform the duties of project superintendent, but I don't see any mention if the Superintendent can serve as all 3. That being said, if one contract employee can handle the duties of all three, then we have no issues. However; if all duties are not being effectively carried out, they are subject to dismissal for either or all of the 3 positions (refer to Project Specs, pages 24‐26).
Q9: Are work zones around the building required to be fenced to prevent non‐contractor access to those area? If so, is orange snow fence acceptable? Or is chain linked fence required?
A9: Refer to #6 above. Scaffolding must be fenced off. Man‐lifts are not required to be fenced‐off, but entry access must be protected from overhead falling objects.
Q10: Are employees permitted to bring privately owned vehicles to site? Or are only contractor vehicles permitted to transport contractor employees?
A10: Employees can bring POVs to the site if space within the staging area allows, otherwise they will need to park POVs in a separate, approved laydown/parking area (within 3 blocks of project site) and use Contractor vehicles to get to the site.
Q11: Is there access to electric within the building for contractor use? Or should contractor plan to supply electric requirements by means of generators?
A11: Contractor should plan to provide generators.
Q12: Where are locations for connections to water?
A12: There is one connection for water on the northwest side of Building 56.
Q13: Are there restrooms available for contractor use or should contractor plan for use temporary sanitary port‐o‐jons?
A13: Contractor should plan to use port‐o‐jons.
Q14: Project specification contains provisions for masonry cleaning. SOW documents do not designate cleaning of the building. Please confirm no masonry cleaning is to be performed on this project?
A14: Masonry is required to be rinsed of mortar dust prior to installation of new mortar in order to help new mortar adhere. Cleaning of the masonry with a cleaning product is only necessary where required for removal of caulking or other materials which may prevent installation of mortar. General site clean‐ up at the end of the project also required.
Q15: Project specification contains provisions for brick replacement. SOW documents do not designate brick replacement on this project. Please confirm no brick replacement is to be performed on this .
A15: This specification covers instances on the island where some stone may have been replaced with brick or terra cotta. There are no instances of this condition on this project.
Q16: Project specification contains provisions for terra cotta replacement. SOW documents do not designate any terra cotta replacement. Please confirm no terra cotta replacement is to be performed on this project?
A16: This specification covers instances on the island where some stone may have been replaced with brick or terra cotta. There are no instances of this condition on this project.
Q17: Type of stone to be utilized for replacement/repairs is not identified in project specifications or SOW. Can type of stone on the building be identified by historical records?
A17: The existing stone in Bldg 56 is identified in several historical documents as ashlar limestone, though the striated layer appearance of the stone actually suggests sandstone. The Garrison has been unable to locate records of where this stone was quarried. Contractor shall submit samples of replacement stone for approval.
Q18: Is the original quarry for this building stone known? If so, can this information be provided?
A18: The existing stone in Bldg 56 is identified in several historical documents as ashlar limestone, though the striated layer appearance of the stone actually suggests sandstone. The Garrison has been unable to locate records of where this stone was quarried. Contractor shall submit samples of replacement stone for approval.
Q19: Stone for the building appears from the photos to be a locally quarried limestone. Can this be confirmed?
A19: Stone for many similar buildings on the island was quarried in either Joliet, IL or Anamosa, IA.
However, the appearance of the stone on this building differs from these buildings where the stone source is known. Refer to #17 above.
Q20: Have there been previous repairs on adjacent buildings that utilized replacement stone that matched this stone? If so, what type of stone was used?
A20: There have been previous repairs on both this and other buildings, though none of these replacement stones match the layered appearance of the original stone in this building, which suggests sandstone rather than limestone. Refer to #17 above.
Q21: If stone on B56 is not actively quarried or commercially available for repairs, will the closest matching stone be accepted for dutchman repairs and stone replacement repairs?
A21: Contractor shall make every effort, and the Garrison project managerwill assist, in attempting to locate a matching replacement stone. If no suitable replacement stone is able to be procured, the Garrison will approve the most closely‐matching submitted sample.
Q22: If there are lead time delays in acquiring matching stone for the project outside contractor control, is that an excusable reason for extension of the period of performance?
A22: If the Contractor begins working to match the stone at the start of the project and doesn't wait until they are done removing mortar and ready to begin patching and pointing, they "should not" have any issues with delay due to the replacement stone. That said, if they document their research for the stone and a delay occurs, we could reasonably offer them a delay based on the amount of time they can prove they've been searching, but unsuccessful in their attempt.
Q23: Base Bid and Option 1 specify 100 SF and 200 SF of deteriorated masonry repair by replacement respectively. When considering dutchman repair or stone replacement what is the smallest unit that will tracked? For example, if there is a 5"x5"area that needs a dutchman that is 25 square inches which is 17% of 1 SF. The one 5"x5" dutchman will take equivalently as long to execute as a 1'x1'= 1 SF stone dutchman repair. Costs for both are a near wash but one is nearly 6 times as many if there are an abundance of small repairs to meet the 100 SF requirement. If stone repairs and replacements will be larger or entire stones that are 1‐2 SF minimum this is less of concern. Will the minimum unit counted be 1 SF? Or how will use of the 100 SF and 200 SF be tracked?
A23: Small repairs of less than 1/2 SF will be rounded up to 1/2 SF (ex. ¼ SF tracked as ½ SF). Any repair above 1 SF will be rounded up to the nearest foot (ex. 1 ¼ SF tracked as 2 SF).
Q24: No quantities for fracture/crack repairs are noted in the SOW. What quantity of fracture/crack repair should be included for Base Bid and Option 1?
A24: Linear feet of crack injection repair is not a bidded quantity item, and won't be tracked. The Contractor is simply responsible for repairing all cracks in order to prevent water infiltration into the building. This quantity is unknown, and may change depending upon the stress placed on the stone during the course of re‐pointing. Historically (during the course of the last couple projects), our architect estimates that about 1% of the stone on each building has required crack injection.
For Bldg 56, this rough approximation would equate to about 360 lf of crack injection repair.
Q25: What is the minimum length that will be used to track LF repairs of fractures?
A25: Linear feet of crack injection repair is not a bidded quantity item, and won't be tracked. The Contractor is simply responsible for repairing all cracks in order to prevent water infiltration into the building.
Q26: No quantities for anchor bolt removal and patching are included in the SOW. What quantity of anchor bolt removal/patching should be included for Base Bid and Option 1?
A26: This quantity is unknown, but our architect estimates about 20 anchor bolts to be on the building, corresponding to about 10sf of patching for the purposes of anchor bolt removal.
Q27: Who is responsible for survey of the building and determining locations and types of stone dutchman/replacement repairs? Is survey of the building the responsibility of the contractor independent of the COR?
A27: The Contractor shall survey the building and submit recommendations of prioritizing Dutchman repairs to the COR. Quantities and locations where this work will be performed will then be at the discretion of the COR.
Q28: Project specification contains provisions for use of stone consolidants. SOW documents do not designate use of stone consolidants. Please confirm no stone consolidant is to be performed on this project?
A28: Stone consolidant is not required for this project unless recommended by the replacement stone quarry/manufacturer upon installation.
Q29: Project specification contains provisions for use of water repellent treatments. SOW documents do not designate use of water repellent treatments. Please confirm no water repellent treatment is to be performed on this project?
A29: Water repellent treatment is not required for this project unless recommended by the replacement stone quarry/manufacturer upon installation.
Q30: Project specification contains provisions for retooling masonry in situ. SOW documents do not designate any retooling of masonry in situ for the project. Please confirm no masonry retooling in situ is to be performed on this project?
A30: The Contractor will be required to retool masonry in accordance with revised Attachment 0002 ‐ SOW Appendix 1 ‐ Project Specifications, dated 10 June 2020, when masonry becomes loose in the course of mortar removal. This is not a common condition at the RIA stone buildings, and is not expected in any substantial quantities for this project.
Q31: Project specification contains provisions for sealant replacement. SOW documents do not designate any sealant replacement on the project. Please confirm no sealant replacement is to be performed on this project?
A31: The window sealant is not required to be removed. Should the sealant be damaged during the mortar removal process, it must be replaced by the Contractor.
Q32: Is US Heritage the sole source for mortar on this job?
A32: We cannot force the Contractor to use a specific supplier for the mortar, so they will need to have a historic architect/conservator recommend the mortar mix. That said, if the awarded Contractor uses the same mix that is specified in the attachment, we will approve it without seeking conservator recommendation/endorsement.
2. To incorporate revised Attachment 0002 ‐ SOW Appendix 1 ‐ Project Specifications, dated 10 June
2020.
3. There has been no change to the solicitation bid due date of 22 June at 10 AM CST.
4. All other terms and conditions remain unchanged.
