1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
The WASO-WCP and the National Park Service (NPS), National Center for Preservation Technology and Training (NCPTT), proposes to enter into a purchase order on a basis other than full and open competition in the acquisition of a UV Irradiator accessory to increase the capabilities of a Pyrolysis-Gas Chromatography-Mass Spectrometer already at the center, and expand their ability to analyze the weathering by-products of UV radiation on cultural heritage materials.

Explain: A UV Irradiator accessory for Py-GCMS is needed that:
· Compatible with Frontier Py-3030D-110 multi-shot pyrolizer attached to a ThermoFisher GCMS.
· 280-450 nm wavelength range at end of fiberoptic cable
· Light intensity of Xe arc lamp >60 mW/cm2 at 365 nm and >700 mW/cm2 in wavelength range of 280 - 450 nm
· Controllable light intensity by 1% increments

· Comes with a UV light source, optical fiber cable for sampling, an He/Air rapid pressure stabilizer, an Ultra ALLOY metal capillary column, and liquid nitrogen Dewar for use at instrument Instrument specific training is needed:
· On-site set-up/delivery training by qualified instructor to teach the basics of accessory installation, use and maintenance
· On-site familiarity training for switching the system between UV-Py-GCMS and Py- GCMS
Pyrolysis Gas Chromatography-Mass Spectrometry instruments are used in industry for a variety of purposes. First, they are used in characterizing long-chain complex polymers and other chemicals. Second, they are used in the identification of trace changes in these complex chemical structures. Third, these instruments are used for quality control of products to ensure that rubbers, plastics, and other products meet compositional requirements. The addition of a UV Irradiator to this system allows for on-line weathering of these materials and further understanding of how these products degrade over time; this is used for ensuring quality of products and formulations.
NPS undertakes a wide variety of material research through its National Center for Preservation Technology and Training. NCPTT would use the UV-Py-GCMS in a non-typical way. In many of its studies, NCPTT staff use the Py-GCMS system to characterize unknown compounds, trace the changes in materials over the course of weathering experiments, and conducting research on commercially available products sold in the historical conservation sector. The addition of UV to the system would make it possible to add trace volatile analysis and in-line weathering product characterization to our suite of analyses. The potential for further research into organic and inorganic materials and treatments at both the macro- and micro-scales necessitates the flexibility of an instrument that has this UV capability.
Because of the current Py-GCMS system at NCPTT, researchers have a unique set of specifications needed to ensure that the accessory meets the needs of the center and is compatible with the current instrument.
Only the Frontier Labs PY-1047Xe-110 UV Irradiator meets the research needs of the Center and is compatible with the Py-GCMS instrument already installed.
Due to the constraints of the accessory needing to be compatible with NCPTT’s current system (a Frontier Py-3030D-110 multi-shot pyrolizer attached to a Thermo Scientific Trace 1310 Gas Chromatograph- ISQLT Mass Spectrometer), only one product meets the needs of adding a UV Irradiation accessory to the system—the Frontier Micro UV Irradiator (PY-1047Xe-110 UV Irradiator).
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
A request for information was conducted during market research April 1-June 4, which revealed that adequate competition exists in the market place to allow purchase of a brand name product from a peculiar manufacturer through one or more vendors. A solicitation will be issued through SAM.GOV.
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
