About this file

This document is a Technical Evaluation Criteria file for a National Park Service contract for pruning services in the National Mall and Logan Circle area. The government will award the contract based on three primary evaluation factors: Technical Approach, Experience, and Pricing. For Technical Approach, offerors must demonstrate the ability to perform statement of work tasks and include an Arborist ISA Certification for on-site work. The Experience factor requires documentation of at least one similar project completed within the past five years, with monetary value, scope, and complexity comparable to the current opportunity.

Pricing will be evaluated for reasonableness, with the Purchase Order Total Price serving as the primary metric. Offerors must complete the attached pricing sheet, and the selected firm's price will be obligated as the award amount. The pricing terms mandate that final negotiated prices remain valid for a minimum of 60 calendar days. The solicitation (140P2125Q0250) is issued by the Department of the Interior National Park Service and focuses on pruning services, hazard mitigation pruning, and maintenance at Logan Circle and the National Mall.

NAMA Technical Evaluation Criteria

EVALUATION

The government will make an award to the responsible offeror whose offer conforms to the solicitation and represents the best value to the government. All evaluation factors and significant subfactors that will affect contract award, and their relative importance are clearly stated below. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price as outlined below.

Factor 1 – Technical Approach Offerors will be evaluated on their demonstration of ability to perform the tasks in the statement of work. A technical narrative and schedule that adequately describe a plan to address the SOW requirements will be given an acceptable rating. Must include Arborist ISA Certification that will be on work site.

Factor 2 – Experience The Government will review experience documentation submitted to confirm work of similar monetary value, scope, complexity, completed within the past five years. An “acceptable” rating will be given for offerors successfully documenting successful completion of at least one project that is deemed similar in all aspects. The Government may consider relevant past performance or experience information available from the quotation, CPARS, or other sources.

Factor 3 – Pricing Price will be evaluated for reasonableness. Quotes shall include a completed copy of the attached pricing sheet. The Purchase Order (PO) Total Price noted on the Pricing Sheet will be used in price evaluation. Should your firm be selected, the Purchase Order Total Price will be obligated as the Purchase Order award amount.

Final negotiated prices shall be valid for a minimum of 60 calendar days from the date submitted.
