PART 1 - PROJECT OVERVIEW

A. NOTICES

1. Project Information

B. INTRODUCTION

1. Contract Work:

This contract is for well redevelopment and a well variable frequency drive (VFD) control replacement. The work consists of well rehabilitation of Wells #3 and includes updating the VFD controls of Well #1 with an additive proposal for a well rehabilitation of Well #1.

The Contractor shall comply with all industry standard best practices and materials.

2. Hatchery Operations:

Hatchery operations will continue during the performance of this contract. The Contracting Officer may require the Contractor to schedule work during a time which would least interfere with the Hatchery operations.

Due to water conditions for fish production operations, redevelopment of Well #1 and # 3 must be done in the time period of February 1 to April 30th. During this time Well # 3 can be down without seriously affecting fish rearing operations. The Contractor shall coordinate with the Hatchery Staff and mutually decide on the best days during this time frame to perform the work.

The Contractor shall exercise care and shall perform his work diligently. If it becomes necessary to interrupt any function of the Hatchery, the Contractor shall notify the Hatchery Manager and/or the Assistant Hatchery Manager and shall not proceed in such interruptions until such time as the Hatchery Manager makes provisions for and approves such operations. No work shall be performed which could contaminate the water supply or cause harm or death to the existing fish population.

Well #1 and #3 shall not be simultaneously placed out of operation. One of these wells must continue to supply water to the hatchery while the other well is being redeveloped. Redevelopment must be performed and completed one well at a time. Do not redevelop more than one well at the same time.

PART 2 – SCOPE OF SERVICES

A.

1. SCOPE

Existing Well Information:

The geology of the White River National Fish Hatchery site is composed primarily of sand and gravel. A thin layer of topsoil is followed by sand, gravel and boulders down to about thirty feet below ground surface. The next ten feet is fine to medium water bearing sand with silt.

The principal aquifer lies in a band of coarse sand and gravel which lies between 40 and 50 feet below surface. Between the 50-foot level and bedrock at 60 feet is broken stone, silt, and sand.

The well system consists of well #1 approximately 133 yards from the White River, while Well #3 is located adjacent to the river. Well #3 is influenced by surface water as indicated by their temperature cycles, which follow seasonal temperature changes, but highs and lows are less extreme than and delayed in timing from those of surface water. A site plan of the well locations is provided in Appendix 1, and site photos in Appendix 2.

Wells #1 and #3 are designed as 36-inch diameter excavation and gravel-pack incorporated with a 24-inch inner casing and stainless-steel screen. Ten feet of screen is used. A typical cross section drawing of the well design is included in Appendix 3.

The following table summarizes the two wells discussed at White River National Fish Hatchery under this contract:

The flow delivery is the amount the wells are producing presently. The submersible pumps for wells #1 and #3 are operated with a variable frequency drive controller.

The submersible pumps within wells #1 and #3 are Gould model 14RJMC, 1 stage, equipped with Hitachi 40 horsepower, 3 phase, 460-volt motors. Each pump is rated to deliver approximately 1,200 gallons per minute against a total dynamic head of 80 feet at an efficiency of approximately 70 percent.

The pumps are connected to a 10" discharge.

Existing VFD Control Information:

Well #1 currently operates using a Danfoss VLT 5000 Aqua. This system has a switch to bypass the VFD when necessary. See appendix 2 for photos and more information.

Well #3 Redevelopment and Testing (Base Bid Item):

The Contractor shall provide including but not limited to:

Supply all labor, equipment, materials, chemicals, and supplies necessary to clean, and redevelop the existing well.

Assess the existing wells: The Contractor shall inspect and document the conditions of the well.

As a minimum, this proposal shall evaluate the casings and well screens for damage and for the presence of mechanical blockage, chemical encrustation, and bacteriological plugging. Video of the wells should be conducted before and after redevelopment along with a written description of the condition of each well including, but not limited to the condition of the column pipe, well casing, and well screen. Additionally, the Contractor shall provide the Government with written assessment data and a tailored plan for addressing findings from the assessment, and for restoring the wells to design depth and performance.

Restore water flow volume to original gallons per minute as much as possible, and of quality and clarity. Redevelopment shall include restoring design flow volume and includes making the wells clean to their original design depth until no traces of gravel, sand, silt, clay or chemicals remain in the pump discharge water. Contractor is responsible for all costs of laboratory testing.

Evaluate condition of well components: Remove existing well motors, pumps, shafts, and column pipes, as needed, to assess well and component condition for the wells. Above-ground components shall, at a minimum, have corrosion and loose paint removed, and will be repainted per industry standard. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the well components, they shall provide a technical and price proposal for Government consideration. (Well column pipe, shafts, well motors, pumps, or spider bearings may be replaced at this time if required.) Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional work, beyond the repair work allowance.

Well Commissioning: Reconnect all electrical, control and utilities. In conjunction with hatchery personnel, perform function testing. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the wells, they shall provide a technical and price proposal for Government consideration. Should the Government accept the

For the purpose of the Contractor’s proposal, assume a nominal amount of both mechanical and chemical processes will be required to remove blockage and restore the aquifer’s ability to provide design capacity and water quality. The Contractor shall provide details on what treatment is included in their bid. However, actual selection for treatment and disinfection shall be based on well evaluation and analysis of the water samples. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the wells, they shall provide a technical and price proposal for Government consideration. Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional treatment.

Evaluate Spare Pumps and Motors:

The Contractor shall provide including but not limited to:

Evaluate the condition and working order of the spare pumps and motors in storage at the hatchery.

Well # 1 and #3 spare parts were repaired and put on the shelf in 2016.

If any of the spare motors or pumps need repairs to become operational, please provide the government with an estimate for repairs.

Variable Frequency Drive Replacement and Testing (Base Bid Item):

Furnish and install a Danfoss VLT HVAC Drive VFD with bypass and transfer switch or approval equal.

Furnish and install a new dV/dT filter.

Testing and commissioning of the new VFD by manufacturer’s representative.

The Contractor shall provide including but not limited to:

Supply all labor, equipment, materials and supplies necessary to replace the variable frequency drive for Well #1 as per State of Vermont regulations and industry standard.

If additive proposal is awarded this replacement must occur while Well #1 is being redeveloped as to limit the time this Well is offline.

The existing VFD for Well #1 shall be disposed of.

If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully replace the VFD, they shall provide a technical and price proposal for Government consideration. Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional work, beyond the repair work allowance.

Well Redevelopment Sequence and Schedule:

The Contractor shall provide including but not limited to:

1. Evaluate condition of the spare pumps, and motors stored at the hatchery. There are spare parts from previous well redevelopment projects, at the time of the redevelopments these motors were inspected and repaired and in good working condition. The parts were stored on station in case a well went down.

2. Redevelop Well #1 (If additive proposal is awarded). Well #1 should be back online by the end of March 2026 due to the different temperature regimes of Well #1 and Well #3.

3. Redevelop Well # 3. Once Well #1 is back online the hatchery staff will need a few days to temper the water before Well # 3 is turned off. They will mix the water from Wells #1 and #3 as the temperature between the wells can be as much as a 10-degree differential.

4. Variable Frequency Drive Replacement. Replace Variable Frequency Drive following State of

Vermont regulations and industry standards. This replacement must be done while Well #1 is being redeveloped (if additive proposal is awarded) to limit the time this well is offline.

At no time during the well redevelopment project shall there be more than one well off and being redeveloped at a time.

Well #1 Redevelopment and Testing (Additive Bid Item):

The Contractor shall provide including but not limited to:

Supply all labor, equipment, materials, chemicals, and supplies necessary to clean, and redevelop the existing well.

2. ADMINISTRATIVE REQUIREMENTS

1. Environmental Protection. All work shall be accomplished in such a manner that all waste materials, pollutants, and potential pollutants shall be completely disposed of in accordance with all applicable Federal, State, and local regulations. At no time shall operations be attempted or permitted where or when such operations present a possibility of fouling the hatchery facility with waste materials, pollutants, or potential pollutants.

2. Work Site Safety. The Contractor shall be solely responsible for ensuring that all their on-site activities and equipment conform fully to all standards of the Department of Labor, Occupational Safety and Health Administration (OSHA) 29 CFR 1926 and 1910. Additionally, the contractor shall adhere to all applicable Federal standards, nationally recognized building codes, and nationally recognized safety codes such as the National Fire Protection Association (NFPA), and other nationally recognized consensus standards. The NFPA 101, Life Safety Code, will be used as the minimum criteria for life-safety features, and the NFPA 70, National Electrical Code (NEC), will be used as the minimum criteria for electrical installation.

The Contractor shall notify the Contracting Officer of all accidents that have occurred at the project site.

The Contractor shall submit an accident report to the Contracting Officer for any accident that involves lost time by the injured employee regardless of whether professional medical treatment was required or not.

3. Inadvertent Discovery. In the unlikely event an inadvertent discovery of cultural material is discovered during the project all work in the vicinity will cease and Shane Hanlon, Hatchery Manager, will be contacted immediately. Hatchery staff will take appropriate action to identify and determine significance of find before work in the area can continue. Work outside the immediate area can continue as planned.

Cultural material includes but not limited to; glass, ceramic, bone, brick, etc.

4. PROJECT SUBMITTALS

Well Redevelopment:

The following information is required from the Contractor, but not limited to:

Construction Schedule: Submit the proposed work schedule for approval within 15 days after award of contract prior to any work being started. Itemize each principal component/phase of work and the calendar days of anticipated performance. Submit a revised schedule any time the actual work progress lags the scheduled time by more than 5 calendar days.

Well logs Pump test data (before and after redevelopment) Flow rate data (before and after redevelopment) Daily records Video inspection log (before and after redevelopment) Written technical approach for well rehabilitation and redevelopment.

Itemized assessment of all well pump material removed from the existing wells, and a fee proposal for performing any recommended additional work. Should the Government accept the the additional repair work.

5. INSPECTIONS AND ACCEPTANCE

The services/work performed under this contract are subject to observation and review by the USFWS.
