PAVING REHABILITATION

SECTION 01000
GENERAL REQUIREMENTS
PART 1 - GENERAL
1.01 DESCRIPTION OF WORK
A. Work under this contract consists of the resurfacing of the entrance road, parking area, and kiosk pad at the Petit Manan Point unit of the Petit Manan National Wildlife Refuge. It also includes reconstruction and repaving of a washed-out roadway section, along with drainage improvements to reduce future washouts and promote long-term pavement stability.
B. Road Resurfacing
- Clean and prepare the existing asphalt surface for overlay.
- Apply asphalt resurfacing layer with a 2” leveling base course and 1 1/2” top course of pavement to the entrance road.
- Total resurfacing area: 673 linear feet by 17 feet wide.
- Compact and grade surface to provide a crown or appropriate cross slope for drainage.
- Tie resurfaced areas into adjacent pavement smoothly.
- All work shall conform to Maine DOT or FHWA standards for materials and installation.
Washed-Out Section Repair and Paving
- Excavate and remove all loose and unsuitable material in the washed-out area.
- Rebuild the road base with 6 inch thick compacted aggregate in layers to ensure stability.
- Dimensions of area to be reconstructed: 58 feet long by 4 feet wide.
- Apply new asphalt pavement over the compacted base to match the adjacent road surface.
- Blend new pavement with resurfaced roadway for seamless transition.
Parking Area Resurfacing
- Prepare and resurface the existing asphalt surface of the main parking area, measuring 50 feet by 112 feet.
- Ensure proper drainage slope to direct runoff away from the parking area.
- Tie in with kiosk area and roadway surfaces.
Kiosk Area Resurfacing
- Resurface the paved kiosk area, measuring 17 feet 6 inches by 24 feet 6 inches.
- Ensure smooth transitions and proper grading for ADA accessibility.
Drainage and Ditching Improvements
- Improve drainage ditch along the northern edge of the entrance road to enhance runoff management.
- Line the ditch with geotextile fabric and angular stone riprap for erosion control and durability.
- Grade ditch for continuous, positive drainage flow to suitable outfall.
- Minimize impacts to natural vegetation and surrounding wildlife habitat.
1.02 INSPECTION OF THE SITE
A. Prospective bidders are encouraged to visit the areas of work.
B. The Petit Manan Point division of Petit Manan National Wildlife Refuge is located at the end of Pigeon Hill Road, Steuben, Maine 04680. The refuge office is located at 14 Water Street, Milbridge, Maine 04658

1.04 SEQUENCE OF CONSTRUCTION AND COORDINATION
A. The Petit Manan National Wildlife Refuge will continue operations during the performance of the contract.
B. When closure of the work areas is required during the construction work, the closure must be approved at least 48 hours in advance by the Refuge Manager or his designee. Closures shall be made for as brief a time period as possible, and shall occur only when necessary to safely and satisfactorily perform the work.
C. The Contractor shall exercise care and perform his work diligently. If it becomes necessary to interrupt any function of the refuge, the Contractor shall notify the Refuge Manager and shall not proceed in such interruptions until such time as the Refuge Manager makes provisions for, and approves such operations.
D. All work under this contract shall be performed during normal Refuge operating hours of 8:00 a.m. to 4:30 p.m., Monday through Friday. No work shall be performed on Saturdays, Sundays, or legal holidays unless approved at least 48 hours in advance by the Refuge Manager and by the
Contracting Officer.
E. SAFETY REQUIREMENTS
1. The Contractor shall be responsible for strict compliance with all provisions of Occupational
Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926.

SECTION 01300
SUBMITTALS
1.01
A. Prior to installation of any item specified in individual sections as requiring submittal, the
Contractor shall submit and receive written approval per the procedures outlined below.
1.02 SUBMITTALS REQUIRED
A. Manufacturer’s literature required:
Prior to the start of construction, submit information for the following items:
1) Paving Materials
2) Gravel base materials
3) Rip rap stone materials
4) Geotextile fabric

SECTION 01700
PROJECT CLOSEOUT
1.01 FINAL CLEANING
A. Clean surfaces exposed to view; remove debris and foreign substances.
B. Remove waste and surplus materials, rubbish and construction facilities from the site. At time of final inspection, project shall be thoroughly clean and ready for use.
1.02 DAMAGE TO EXISTING FACILITY
A. Prior to final acceptance by the Government, the Contractor shall repair or otherwise return to original condition any parts of the new or existing facilities which have been damaged during construction by Contractor.
B. Repair or replacement of extensively damaged facilities or areas will be determined by the Refuge.
SECTION 02203
GRAVEL MATERIALS
1.01 SECTION INCLUDES
A. Furnishing gravel base course materials to rebuild the road base at the washed out section repair area, before paving.
1.02 REFERENCES
A. Maine Department of Transportation, Specifications, latest edition.
1.03 SUBMITTALS
A. Submit certificate from supplier certifying materials for gravel meet requirement of these specifications.
B. Submit copy of latest gradation analysis and test data for materials proposed for use.
PART 2 PRODUCTS
A. Gravel materials shall consist of crushed stone or gravel. Materials shall be obtained from sources provided by the contractor, and shall be free from loam or other organic matter, trash and debris.
Gravel materials shall meet the specification and gradation requirements of the Maine
Department of Transportation, Specifications, Section 703.20.
PART 3 EXECUTION
3.01 GRAVEL PLACEMENT
A. Gravel materials shall be placed and compacted.
B. Compacting. Place the gravel materials, and compact the gravel equal to or greater than
95 percent of its maximum density, as determined by AASHTO T 99, Method C.
Section 02204
Geotextile Fabric And Rip Rap Stone
A. Geotextile fabric shall be non-woven, and comply with the requirements of AASHTO M 288
Table 1 - Geotextile Strength Property Requirements, Class 3, for grab strength, tear strength, and puncture strength.
B. Materials and Fabrication requirements:
1. Minimum grab strength 200 pounds
2. Minimum tear strength 75 pounds
3. Minimum puncture strength 700 pounds
C. Rip rap stone shall be angular and rough, and consist of hard, sound durable rock that will not disintegrate by exposure to water or weather. Stone for riprap shall be angular and rough. The maximum allowable length to width ratio will be 3:1. Stone for riprap may be obtained from quarries or by screening oversized rock from earth borrow pits. The minimum stone size (10 lbs) shall have an average dimension of 5 inches. The maximum stone size (200 lbs) shall have an average dimension of approximately 12 inches. Fifty percent of the stones by volume shall have an average dimension greater than 9 inches (50 lbs).
SECTION 02510
ASPHALT CONCRETE PAVING
PART 1 GENERAL
1.01 SCOPE OF WORK
A. The work of this section consists of furnishing all labor, materials, service and incidentals necessary to furnish and install pavement as described in the specifications.
1.02 REFERENCES
A. The publications listed below form a part of this specification to the extent referenced.
The publications are referred to within the text by the basic designation only. The
Maine Department of Transportation (Maine DOT) outlines its standard specifications for asphalt paving in the March 2020 edition of their Standard Specifications document. These specifications are detailed in Division 400 - Pavements, which encompasses several sections pertinent to asphalt paving:
Bituminous Materials
• Section 401 - Hot Mix Asphalt Pavement: This section specifies the requirements for furnishing and placing Hot Mix Asphalt (HMA) pavement. It covers materials, mixture composition, temperature requirements, equipment, preparation of existing surfaces, spreading and finishing, surface tolerances, and quality assurance provisions.

1.03 SUBMITTALS
A. Job Mix Formula
1. Type and size of aggregate showing conformity with these specifications including test results showing complete sieve analysis showing percent passing sieves noted herein.
2. Type, grade and percentage of bitumen. The percentage of bitumen will be the net amount calculated on the basis of total weight of mix exclusive of water solvent.

3. The temperature at which the mixture will be delivered to the job.
B. Suppliers certifications for asphalt concrete.
C. Submit one legible copy of each delivery ticket for all material delivered to the construction site.
D. Submit analysis of Base Material in conformance with section 01300.
1.04 QUALITY ASSURANCE
A. Provide work and materials in accordance with applicable requirements of MEDOT.
PART 2 PRODUCTS
2.01 Bituminous Pavements
Physical properties of bituminous pavements shall conform to this section.
A. Bituminous Pavements shall not contain reclaimed asphalt pavement or slag. Aggregate for bituminous pavements shall be broken stone. All pavements shall be compacted in accordance with MEDOT Section 400 and as necessary to meet required density.
B. Base Course, Type I-2
Materials for construction of the Base Course shall be in accordance with MEDOT
Sections 401.
C. Surface Course, Type I-5
Materials for construction of the Surface Course shall be in accordance with MEDOT
Sections 403.
2.02 Tack Coat
A. Tack Coat material shall comply with MEDOT Section 409 and shall be grade RS-1 and shall be installed in accordance with MEDOT Section 403 at a rate of 0.10 gallons per square yard. To be used where new pavement overlays or abuts existing pavement.
PART 3 EXECUTION
3.01 Surface Preparation
A. All areas to receive pavement shall be free of all vegetative material, trash, leaves, weeds, or other deleterious matter. The use of defoliants or herbicides is strictly prohibited.
B. All areas to receive pavement shall have all contact surfaces coated with a bituminous tack coat. The application rate shall be 0.30 gallons per square yard.
3.04 Bituminous Concrete Paving
A. Bituminous concrete paving shall consist of one 1 1/2" thick layer of Base Course and one 1 ½" thick layer of Top Course in accordance with Section 400 of MEDOT specifications except as herein modified.
B. Submission of the job mix formula for the bituminous concrete shall be the responsibility of the Contractor and shall be submitted to the Contracting Officer for approval at least
10 days prior to pavement construction. Bituminous pavement mixture shall be spread within the temperature ranges indicated above.
C. Properly protect new paving, buildings, plantings and other objects against splashing and splattering from asphalt and bitumen during preparation and installation of pavement.
Any materials so damaged shall be removed and replaced or cleaned to the satisfaction of the Contracting Officer at no additional cost to the Government.
