The project, identified as Project No. 5R-MA-1301-100.0, will be constructed under a single prime contract with no site work included in scope. The renovation work encompasses building construction and renovation across multiple divisions including concrete, wood, thermal and moisture protection, doors and windows, finishes, fire suppression, plumbing, HVAC, electrical, communications, and electronic safety and security systems.

Key administrative requirements include submission of a startup construction schedule within seven days of the Notice to Proceed, followed by a detailed CPM (Critical Path Method) schedule within 30 days using activity-on-node format with individual activities not exceeding 20 days unless approved. The Contractor must coordinate all work through a web-based project management software system and submit applications for payment monthly by the last day of each month, with draft copies due seven days prior. Work is restricted to 7:00 a.m. to 5:00 p.m., Monday through Friday, with weekend work only permitted under extenuating circumstances with Contracting Officer approval. The Contractor must maintain the existing building in weathertight condition throughout construction, keep driveways and entrances clear for Government use and emergency vehicles, and provide 72-hour advance notice for activities affecting Government operations. Coordination requirements include preconstruction conferences, weekly progress meetings, preinstallation conferences before major construction activities, and submittal of schedules of values, coordination drawings, daily reports, material location reports, and equipment operation and maintenance data. All submittals must be made electronically via the web-based project management software in PDF format, with initial review allowing 15 days and resubmittal review also allowing 15 days.
