Statement of Work Bradley Reactive Armor Tile Wooden

Boxes

1. Scope

The following document provides the requirements and specifications for the procurement of M3A2 (1,300 EA), M4A2 (1,400 EA), M5A2 (8,100 EA), M6A1 (900 EA), and M7A1 (700 EA) wooden boxes.

2. Requirements

2.1. General

This section provides general requirements for M3A2 (1,300 EA), M4A2 (1,400 EA), M5A2 (8,100 EA), M6A1 (900 EA), and M7A1 (700 EA) wooden boxes.

2.1.1. Boxes must be to military specs MIL‐A‐2550

2.1.2. Boxes must be to military specs MIL‐DTL‐2427H (AR) 05 September 2007 or superseding edition.

2.1.2.1. IAW MIL‐DTL‐2427 Type II‐ top opening with two rope handles

2.1.2.2. IAW MIL‐DTL‐2427 Class II‐ With hardware, with two cover cleats. Drawings 8796520‐swivel assembly; 8976523‐hasp; and 8796524‐hinge provided with this SOW.

2.1.2.3. IAW MIL‐DTL‐2427 Grade A‐ Preservative and heat‐treated boxes for the unrestricted overseas shipment or long‐term storage and handling of ammunition or explosive ammunition components.

2.2. Specific

2.2.1. M3A2 boxes must be built to the measurement of inside dimensions

14.26 inches in length by 15.17 inches in width by 13.66 inches in height and outside dimensions 17.26 inches in length by 16.67 inches in width by

16.16 inches in height.

2.2.2. M3A2 boxes inside tolerance must be within +/‐ 1/8.

2.2.3. M3A2 boxes first article testing must pass Performance Oriented Packaging

(POP) test IAW Department of Transportation's title 49 CFR; Performance Oriented Packaging Standards, Section 178 by a government approved Performance Oriented Packaging (POP) Test laboratory. Test will be to a weight at least 10% greater than the actual gross weight to be marked on the tested container. The POP test report shall be generated by the Manufacturer/Laboratory following the test. The report must be kept on file by the contractor and submitted as required by the Contract Date Requirement List.

2.2.4. M3A2 boxes will be marked/stenciled IAW drawing 8796522‐Marking Diagram and Sealing for Wood Packing Boxes and drawing 12590203‐Packing and Marking for Box, Wood for Tile, Armor, M3 or Tile, Armor M3A1, or Tile

Armor, M3A2. (Provided upon award)

2.2.5. M4A2 boxes must be built to the measurement of inside dimensions 18.19 inches in length by 15.17 inches in width by 13.66 inches in height and outside dimensions 21.19 in length by 16.67 inches in width by 16.16 inches in height.

2.2.6. M4A2 boxes inside tolerance must be within +/‐ 1/8.

2.2.7. M4A2 boxes first article testing must pass Performance Oriented Packaging

(POP) test IAW Department of Transportation’s title 49 CFR; Performance Oriented Packaging Standards, Section 178 by a government approved Performance Oriented Packaging (POP) Test laboratory. Test will be to a weight at least 10% greater than the actual gross weight to be marked on the tested container. The POP test report shall be generated by the Manufacturer/Laboratory following the test. The report must be kept on file by the contractor and submitted as required by the Contract Date Requirement List.

2.2.8. M4A2 boxes will be marked/stenciled IAW drawing 8796522‐Marking Diagram and Sealing for Wood Packing Boxes and drawing 12561422‐Packing and Marking for Box, Wood for Tile, Armor, M4A1 or Tile, Armor, M4A2.

2.2.9. M5A2 boxes must be built to the measurement of inside dimensions 14.32 inches in length by 13 inches in width by 16.57 inches in height and outside dimensions 17.19 inches in length by 14.5 inches in width by 18.75 inches in height.

2.2.8. M5A2 boxes inside tolerance must be within +/‐ 1/8.

2.2.9. M5A2 boxes first article testing must pass Performance Oriented Packaging

(POP) test IAW Department of Transportation's title 49 CFR; Performance Oriented Packaging Standards, Section 178 by a government approved Performance Oriented Packaging (POP) Test laboratory. Test will be to a weight at least 10% greater than the actual gross weight to be marked on the tested container. The POP test report shall be generated by the Manufacturer/Laboratory following the test. The report must be kept on file by the contractor and submitted as required by the Contract Date Requirement List.

2.2.10. M5A2 boxes will be marked/stenciled IAW drawing 8796522‐Marking Diagram and Sealing for Wood Packing Boxes and drawing 12590207‐Packing and Marking for Box, Wood for Tile, Armor, M5 or Tile, Armor M5A1, or Tile Armor, M5A2. (Provided upon award)

2.2.11. M6A1 boxes will be built to the measurement of inside dimensions 17‐3/8” in length by 8‐5/16” in width by 12‐9/16” in height and outside dimensions 20‐ 1/4” in length by 9‐13/16” in width by 14‐3/4” in height.

2.2.12. M6A1 boxes inside tolerance must be + 1/8.

2.2.13. M6A1 boxes first article testing must pass Performance Oriented Packaging

(POP) test IAW Department of Transportation’s title 49 CFR; Performance Oriented Packaging Standards, Section 178 by a government approved

Performance Oriented Packing (POP) Test Laboratory. Test will be to a weight at least 10% greater than the actual gross weight to be marked on the tested container. The POP test report shall be generated by the Manufacturer/Laboratory following the test. The report must be kept on file by the contractor and submitted as required by the Contract Date Requirement List.

2.2.14. M6A1 boxes will be marked/stenciled IAW drawing 8796522‐Marking Diagram and Sealing for Wood Packing Boxes and drawing 12590331‐Packing and Marking for Box, Wood for Tile, Armor, M6 or Tile, Armor, M6A1.

2.2.15. M7A1 boxes must be built to the measurements of inside dimensions 33‐ 5/16” in length by 8‐5/16” in width by 12‐9/16” in height and outside dimensions 36‐3/16” in length by 9‐13/16” in width by 14‐3/4” in height.

2.2.16. M7A1 boxes inside tolerance must be + 1/8.

2.2.17. M7A1 boxes first article testing must pass Performance Oriented Packaging

(POP) test IAW Department of Transportation’s title 49 CFR; Performance Oriented Packaging Standards, Section 178 by a government approved Performance Oriented Packing (POP) Test Laboratory. Test will be to a weight at least 10% greater than the actual gross weight to be marked on the tested container. The POP test report shall be generated by the Manufacturer/Laboratory following the test. The report must be kept on file by the contractor and submitted as required by the Contract Date Requirement List.

3. Installation

3.1. Wooden boxes must come fully assembled.

4. Proposal, Drawings, Documentation, and Data

4.1. Proposal (Prior to Award)

4.1.1. A detailed description is required prior to award. The Anniston Munition Center (ANMC) Planning team will validate and verify/approve the drafted drawing before award is granted. In order to meet this review requirement, the vendor shall submit with their proposal a detailed technical description of each item. The vendor’s description submittal shall account for each one of the required product features located in this qualifying statement. The description shall also clearly portray/describe how each item will function. Conceptual drawings that are not detail “as built” drawings are required for submittal with the detailed description. Drawing must provide overall height, width, and length dimensions. It should depict the locations of key components. If there is a picture of the equipment or portions of the M3A2, M4A2, M5A2, M6A1, and M7A1 wooden boxes, such as component assembly picture(s) should be included with the data. It is advantageous for the contractor to supply as much data as possible as the government will use this to approve the proposed equipment, as related to this purchase description, for production and/or purchase.

5. Acceptance Review

Upon shipment of components to ANMC, an acceptance review by government personnel will be conducted. If the boxes or its components are found to be unacceptable, those components shall be shipped back to the contractor/manufacturer for repair and/or replacement. It is the sole purview of the ANMC personnel to waive the necessity of these reviews.

6. Quality Assurance Provisions

6.1. Responsibility for Inspection

Unless otherwise specified in the contract or purchase description the contractor is responsible for the performance of all inspection requirements specified herein.

Except as otherwise specified the contractor may use their own facilities or any commercial laboratory acceptable to the government. The government reserves the right to witness or separately perform any of the inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. The contractor shall notify the contracting officer at least 15 working days prior to shipment so a government representative(s) can make arrangements to be present to perform an acceptance inspection if necessary. Final acceptance of the contract shall be the responsibility of the government contracting officer.

6.2. Quality Management

Contractor must show proof of internal quality management system in accordance with MIL‐I‐45208A or ISO 9001: 2000 or an equivalent quality management system.

The contractor shall certify and maintain substantiating evidence that the product meets the provided drawing specification, and quality assurance requirements. This includes manufacture and welding requirements. The manufacturer may use their own inspection facility or any commercial facility agreeable to the government. The government reserves the right to witness the inspections of all components of this system for conformity of specifications.

6.3. Warranty

Contractor shall provide a warranty against defective material, parts, and workmanship for a period no less than 2 years from final commissioning date.

7. Notes

7.1. Intended Use

When government drawings, specifications, or other data are used for any purpose other than in connection with definitely related Government Procurement Operations, the Unites States Government thereby incurs no responsibility or any obligation whatsoever. The fact that the government may have furnished, formulated, or in any way, supplied the said drawings, specifications, or other data, is not to be regarded by implication, or otherwise in any manner licensing the holder or any other person, or corporation, or conveying any rights or permission to manufacture, use, or sell any patented invention that may be in any way related thereto.
