1.0 General. Piling Pier Repair and Install
1.08 General Safety Requirements and COVID-19 Consideration
A. Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29 CFR 1926 for the duration of this contract.
B. Contractor personnel shall adhere to CDC, Department of Interior, and State and Local COVID-19 guidelines. Proper social distancing and hygiene such as hand washing/sanitizing and frequently touched surface disinfection procedures should be followed. Contractor is responsible for providing their own cleaning/sanitizing products. Refuge POC will verify these guidelines at the start of the contract and any time this guidance changes.
1.1 Introduction. The Presquile National Wildlife Refuge (NWR) Piling Pier Repair and Install project is intended to address a recently failed piling on the pier that provides the primary access for public use and station operations. Included in the project is install of six (6) pilings to the north of the pier to serve as a nearshore slip for storing the recently acquired twin-engine work barge. See appendix A and B.
1.2 Background. The James River’s Turkey Island Cut-off is a navigation feature constructed by the War Department in 1934 to reduce waterborne travel time and eliminate expensive channel management.
Prior to the construction of the cut, passage extended around Presquile Swamp, a six-mile oxbow in the original channel of the James River. The peninsula, located in the northeastern-most portion of Chesterfield County was severed to facilitate the new, more efficient route. Since the mid 1930’s a ferry has been tethered by cable to help bridge the 700-foot distance between the mainland to the south and the island to the north. In 2021 the ferry system was replaced with a 14’ x 30’ self-propelled barge.
Since acquisition the barge has be temporarily docked adjacent to the islands western boat dock and pier. The existing docking location structure was not constructed to accommodate the large craft and has resulted in pier damage as a result of extreme high-water events. See appendix E.
The 1,329-acre island is entirely owned by the US Government, managed by the Department of the Interior’s Fish and Wildlife Service (FWS). The only means of public access is via boat and use of the floating dock/stationary pier.
1.3 Objectives.
To restore safe, secure, and reliable access to Presquile NWR for refuge operations and public programming.
To repair the northwestern-most pier piling by driving like sized piling to refusal. Once repaired the piling will ultimately allow for reconnection with the pier decking and cross ties.
Piling Repair and Install Statement of Work (SOW)
To construct a secure docking/loading slip for the FWS’s self-propelled, twin-engine work barge on the western edge of the refuge, to the north of the existing pier.
1.4 Scope.
The project is made-up of two actions necessary to support multiple purposes associated with water-based access to and from Presquile NWR. Each project involves the awarded contractor to drive free-standing piling(s) straight into the ground at specific location(s). No additional hardware or supplies are required aside from the actual pilings.
Pier Piling Repair-
The northwestern-most piling of the island’s stationary pier is to be repaired/replaced to accommodate reinstallation to the pier decking structure. The existing piling will likely need to be removed and re-driven to align with the other pier pilings. The piling will be driven into the ground to refusal. If the piling requires replacement, the replacement must be 8-inch diameter and 30’ long. See appendix C.
Barge Slip (6-piling) Install-
Six, 8-inch diameter pilings, ranging in between 20’ and 30 ‘- long, will be installed to the specifications identified on accompanying site plan. The installation of the pilings are to be spaced appropriately to accommodate the FWS’s 14’ x 30’ self-propelled work barge along the nearshore area to the north of (but not connected to) the island’s existing pier and floating dock. The six free-standing pilings will be i driven into the ground to refusal. See attachment D.
1.5 Contract Type. Firm Fixed Price
1.6 Place of Performance/Hours of Operation
The location of the work will largely be on the western shoreline of the island of Presquile National Wildlife Refuge (Chester, Virginia) within the waters of the James River. Should stockpiling of materials (pilings) be required, limited use and access will be accommodated through secured gate entry along a gravel road off of Bermuda Hundred Road (4700 Bermuda Hundred Road, Chester). The entry point can be accessed through advanced coordination with FWS. Northside (Island-side) ferry ramp work can be accessed via boat. The distance between the two project sites is approximately 100-feet. The construction and delivery elements of the contract are to occur within a one-month time frame of August 30, 2022 and September 30, 2022. A potential for extension is possible, but not preferred.
There are no limits regarding the hours of operation.
Piling Repair and Install Statement of Work (SOW)
1.7 Period of Performance. Upon date of award, the project can be initiated immediately (in following protocol outlined in this document). Duration of the actual, on-the-ground work (repair and install activities) is anticipated to be one to two days. Dependent on the date of award, construction activities are anticipated to occur between August 30, 2022, and September 30, 2022. Public use programming is scheduled to begin in August, and it is hoped the project will be complete and safe public access to the wildlife refuge is restored shortly after initiation of the program season. An extension to the end date may be granted for this project, but FWS would prefer not to do so given the immediate need for safe access.
The time of year restriction:
*Federal and State Regulatory Restriction- Feb 15 through June 30 (actual date to be determined by COE permit)- The purpose is to avoid negative impacts to anadromous fish populations during key phonologic periods of their annual life cycle.
