STATEMENT OF WORK
Design-Build
Feed House Building Rehabilitation
Lamar Fish Technology Center (FTC)
Lamar, Pennsylvania
I. PROJECT DESCRIPTION
A. The Contractor firm shall provide design, engineering, construction, and construction services for the rehabilitation of the Feed House building at the Lamar Fish Technology Center, Lamar, Pennsylvania.
The Feed House Building was originally constructed in 1951 and is an existing building measuring approximately 52’ x 34’ (1,768 square feet). The current use for the building is to store feed and equipment.
The rehabilitation of the Feed House building is required so that it can serve as an isolation facility to house wild-sourced eggs obtained from the Great Lakes, with an emphasis for Coregonine fish restoration. Isolation would allow for necessary fish health inspections before incorporation into a hatchery for production, research, or distribution to other hatchery facilities.
An isolation system would allow separation of incoming fish from the rest of the facility, treat incoming and effluent water to maintain the integrity of the watershed and protect the species in isolation. Inclusion of a recirculation system within the isolation facility would minimize discharge, reduce water consumption needs, and allow for greater temperature control which may be increasingly important for hatching conditions for deep water Coregonines. Partitioning of systems for management of eggs and fish pre and post fish health testing, which is important due to the use of hatchery propagation for multiple species within the Great Lakes for restoration.
Demolition of the existing building interior is being performed by the Government. All hazardous materials have been removed from the building.
B. The location of the project work site is at the Lamar Fish Technology Center, 308 Washington Avenue, Lamar, PA 16848. To visit the site of work, contact Lamar’s on site representative Meredith Bartron, Complex Manager at 570-660-1193, or email Meredith_bartron@fws.gov., of the FWS LAMAR NFH AND NE FSHRY CTR, 227 Washington Ave., Lamar, PA 16848. The Contractor shall make prior arrangements with the Facility Manager to gain access to inspect the building.
C. Some pictures of the existing building are in the Appendix to this document.
D. The Contractor shall provide a progress design drawing set as the design develops, for review and approval by the Government. Final design drawings for construction use shall be provided after approval by the Government.

E. Provide all building rehabilitation design concepts for review and approval before starting design work.
F. The Contractor by this statement of work shall provide all planning, design development, construction drawings, specifications and final approved documents suitable for the construction work required for the rehabilitation work.
G. The Contractor shall perform work under this work statement in two distinct phases as listed below:
1. Phase I – Design: Planning and design for the building rehabilitation work.
The design will be reviewed by the hatchery, and phase II construction work can proceed only after the design is acceptable to the hatchery, and is within the project construction budget.
2. Phase II – Construction work.
H. The Contractor shall submit a cost proposal for Phase I Design and Phase II Construction services as defined within this statement of work. The proposal shall include a cost breakdown for all components of the design and construction work, so the Government can decide which options to award to meet budget requirements.
I. The U.S. Fish and Wildlife Service will work with the Contractor during the design work for this project.
J. Contractor Experience
The design build contractor shall have design and construction experience in the development of aquaculture systems for fish hatcheries. The contractor shall have knowledge and experience in fish health and aquaculture technology based on water resources, incorporating state of the art pumping, filtration and aeration technologies.
The experience shall also include freshwater aquaculture, re-circulating indoor water systems, tank production units, and system retrofit where applicable.
II. SCOPE OF SERVICES
A. The contractor shall visit the site of work, meet with Lamar personnel, and provide a proposal to perform the design and construction work. The Contractor shall furnish all labor, materials, supervision, equipment, tools, and all other necessary resources to construct the project as detailed in the drawings and specifications, and according to the contract terms and conditions for the project.
B. Some of the required work for the rehabilitation of the building includes, but is not limited to the following items:
Design the required building modifications Replace windows and doors as determined by the design Replacement of ceiling Bring all electrical, lighting and mechanical systems up to current building codes and for expected building needs Repair and trench the concrete floor to accommodate water lines (inflow, recirculation, and effluent), that are covered by a grate so they are accessible.
Provide all required production water supply lines, connecting to two available water supply sources. Test the water at both sources to provide information on the quality of the water supply sources, and the water treatment methods that will be required.
A water line is to be added from the nearby Dissolved Gasses building. This is referenced as the “Spring line”.
Another water line could be added to supply water from Fishing Creek with connection point to be determined.
It is expected that a sufficient water supply of 40 gallons per minute would be available. Water would be expected to be able to be turned on/off fully or partially combined from the two sources. Provide the cost and future maintenance requirements for a small water treatment system for the Feed House building, using water from the two possible sources to raise freshwater fish.
The hatchery is looking for a small scale economical water treatment system, with low maintenance to treat the water supply. The design shall incorporate all the water treatment components that would be required to treat the water, to meet fish health requirements.
Provide all required effluent lines. Effluent lines would run from the building to the nearby existing effluent channel.
C. Provide all required tanks, egg jars, ultraviolet (UV) water treatment systems (four units total), drum filters (four units total), alarms for culture systems, and all associated culture equipment that will be required.
It is estimated that (eight) 6-foot fiberglass tanks (would need to be plumbed in and concurrent to 2-3 foot tanks)
It is estimated that (eight) 2-3 foot fiberglass tanks (would need to be plumbed in and concurrent to 6 foot tanks)
Water lines in the sub floor, with grating to be easily accessed
Design and construct a separate egg incubation room, with troughs or tanks to hold hatching systems (Cichlid hatching systems or jars-flexibility). This isolation would be needed until parents of eggs cleared fish health inspections. Egg room would not need a recirculation system, and will only be flow through. Tank room would be where the recirc system would be in place
Two UV and Drum filters for inflow treatment (primary and backup)
The contractor shall provide all the water treatment system design parameters required to treat the water based on water test results from the Fishing Creek water and Spring water. The hatchery has calculated that 284 millijoules per square centimeter is the hatchery’s estimate of the exposure dose treatment of the UV system. Drum filters would need to screen to 18 microns. The contractor shall confirm that these are the appropriate values for the treatment of the water.
Two UV and Drum filters for effluent treatment (primary and backup)
Determine effluent treatment requirements. Drum filter could be 30 micron (estimate), to be confirmed by the Contractor. Contractor to determine the UV dosage requirements.
Water source mixing area (head box) to allow for mixing of Fishing Creek water supply and Spring water supply. Provide oxygen injection system as part of the tank room components.
Small lab bench area for assays/egg counting/feed weighting.
Chiller for egg incubation room, no chiller needed for post-hatch
Access door. Coordinate the location of the door with the hatchery.
Garage door for forklift access into building (tanks, moving fish...), as well as egress. Two garage doors currently exist, one or both may be retained based on design.
Heating system for air temperature in winter months. Needed in egg incubation room and the main room.
