About this file
This Statement of Work outlines the Bureau of Land Management's requirement for winter delivery of Jet A fuel to a remote tank location in Alaska's National Petroleum Reserve. The BLM Arctic District Office needs 1,100 gallons of Jet A fuel delivered to their Ikpikpuk tank (located at 70 27.290, -154 20.071) to support helicopter operations in summer 2025. The tank has a 3,000-gallon capacity but is only accessible via overland transport during winter months or helicopter sling loading of 55-gallon drums in summer.
The contractor must arrange overland delivery of filtered Jet A fuel suitable for helicopter use, obtain required NPR-A travel permits, follow all best management practices and stipulations, and complete delivery before the typical April 15 winter travel closure. The opportunity is set aside for small businesses under NAICS code 324110 (1,500 employee size standard). The solicitation will be available on SAM.gov around January 10, 2025, with offers due January 27, 2025. The procurement will be conducted under FAR Parts 12 and 13, with Lisa Brune serving as the BLM Contracting Officer.
