About this file
This document is a Statement of Work (SOW) for a federal contract opportunity related to the removal of salt cedar (Tamarisk spp.) within the Salt Plains National Wildlife Refuge in Oklahoma. The project requires the extraction of all live and dead salt cedar trees within a designated area of approximately 528 acres, with the potential to expand up to 700 acres based on funding availability. The work must be completed between contract award and June 2025. The contractor will be responsible for extracting the trees, including the root crowns, and stacking them for burning by the refuge staff. Minor soil disturbance is expected, but any deep holes or tracks must be backfilled. The optimal work period is typically July through September and January through March, due to potential flooding during other times. This contract opportunity is a combined synopsis/solicitation for commercial items, and will be awarded as a single fixed-price contract. The requirement is set aside for small businesses under NAICS code 238910, Site Preparation Contractors, with a $19 million size standard.

Scope of Work
Salt Plains NWR
Salt Cedar Mechanical Removal: Salt Flats
Introduction
Salt Plains NWR has the need for salt cedar (Tamarisk spp.) removal within Priority Area 2 on the saline flat also known as salt flats (see attached project map). This project area is along the west branch of the Salt Fork of Arkansas River south of State Highway 11. The salt cedar has previously been chemically treated 4 years prior. The project calls for the extraction of all trees
(primarily salt cedar) alive and dead within the designated area. A minimum of 400 acres expanding to a possible 700 contiguous acres subject to availability of funding, and at Refuge discretion will be awarded based on price per acre. All work will be performed from the time the contract is issued to June 2025.
Site Description
The project area is on Salt Plains National Wildlife Refuge near Cherokee, Oklahoma (see area map). Project area location lies south of State Highway 11 and is mostly saline flats along the west branch of the Salt Fork of Arkansas River. The location consists of braided riverine habitat and small isolated saline flats. The location can be inundated during periods of heavy rainfall.
Access will be on refuge from State Highway 11.
Treatment Needs for Salt Cedar Removal
The treatment needs for salt cedar removal is to extract all trees (primarily salt cedar) above ground biomass and associated root crowns at minimum 6” below ground level. The extracted trees will be stacked for burning in either a continuous linear or large piles and with minimal soil within the piles. Burning of piles will be conducted by refuge staff and is not part of this contract. Disturbance of soils by equipment is expected, but deep disturbances or holes will be backfilled. Most tracks and small divots are acceptable.
The polygon of project area is approximately 528 acres with ~60% tree coverage (see attached map). Area is prone to flooding and access is weather dependent. Optimal months are normally
July through September, and January through March.
