About this file
The document is a Statement of Need for the U.S. Geological Survey (USGS) Woods Hole Coastal & Marine Science Center, detailing a procurement for a Rayfin Single Channel Inspection (SCI) Camera system. The agency requires an underwater camera system to upgrade digital seafloor mapping capabilities for coastal and inland waterways, with specific technical requirements including a 12.3MP CMOS sensor, Ethernet camera control, 4K video capabilities, 500-meter depth rating, and integrated position/data logging features.
The related federal contract opportunity (Solicitation Number 140G0125Q0226) is a Request for Quote scheduled for release on 09/11/2025, with quotes due by 09/16/2025 and an anticipated contract award date of 9/18/2024. The procurement is for an underwater camera to be delivered to Woods Hole, MA within 90 days of order receipt. The solicitation falls under NAICS code 334511 with a size standard of 1,350 employees, and requires vendor registration in the System for Award Management (SAM). Responses may be emailed to rlanderson@usgs.gov, with the procurement managed by the Department of the Interior's US Geological Survey Office of Acquisitions and Grants.

Statement of Need: Rayfin Single Channel Inspection Camera Brand Name or Equal
Introduction:
The U. S. Geological Survey (USGS) Woods Hole Coastal & Marine Science Center (WHCMSC) has the need to procure a Rayfin Single Channel Inspection (SCI) Camera as part of the Sea Bed Observation Sediment Sampling System upgrade. The Aquorea Mk3 LED lamps/strobes and MantaRay Parallel Lasers have also been identified as a need as they are critical parts of the Rayfin (SCI) Camera system. The proposed procurement is needed to upgrade the capability of digital seafloor mapping of U.S. near shore coastal waters and inland waterways using high definition position and time tagged still photographs and video. Collection of high definition time and position tagged still photographs and video data, when coupled with an understanding of sub-surface geology, is fundamental to USGS research and provides a framework for addressing coastal erosion, coastal evolution, shoreline/coastal response to large-scale storm systems, offshore resources, and sediment transport studies. The Aquorea Mk3 LED and MantaRay Parallel Lasers interface directly with the Rayfin SCI Camera to provide the user control of the system components through the same software package. The Rayfin SCI Camera provides power to the Aquorea Mk3 LED and MantaRay parallel lasers simplifying system design and lowering the overall cost for components. The ability for the Aquorea Mk3 to operate as both an LED and a still photo strobe is unique to the system and fills a need that would otherwise require two different pieces of equipment, representing a cost savings to the government.
The WHSC requires the Sea Bed Observation Sediment Sampling System of which the Rayfin Single Channel Inspection Camera system is a critical component to conduct digital photographic and video mapping of our coastal oceans, estuaries and coastal shoreline. The addition to the existing system is a more cost-efficient means to maintain these capabilities than procuring an entirely new system.
