STATEMENT OF WORK
T’siya Day School
Professional Contract Staffing Services
1.0 BACKGROUND
The Bureau of Indian Education (BIE) is seeking a staffing services contract to support the T'siya Day School (TDS) in Zia Pueblo, New Mexico, for the following school years (SY): 2025-26, to support special education students and self-contained students with autism. TDS is a K-6th-grade school, serving approximately 55 students. It is operated by the Bureau of Indian Education, under the direction of the Associate Deputy Director, Bureau Operated Schools, and the Albuquerque Education Resource Center (ABQ ERC).
The T'siya Day School
The T’siya Day School (TDS) is located in T’siya, NM, which is a Pueblo Tribal community. TDS serves the specific educational needs of the T’siya Day Pueblo community’s children. Health and safety are the top priorities as we establish effective learning programs to guide and support students from childhood through adolescence. T’siya Day School’s constant connection to the Pueblo community will nurture all students as they develop academically, socially, emotionally, and spiritually.
The TDS is home to the Zia Suns. The mission is to make sure all students are educated in a holistic approach, academically, socially, and culturally. All students have access to high-quality learning resources and modalities for success in all academic settings. TDS tries to welcome students to an exciting learning environment where every day presents a new opportunity to grow. As the students soar and reach new academic heights, their futures become brighter. From childhood to adolescence, TDS students discover and develop a wide range of academic interests, skills, and talents.
The TDS academic programs help preserve tribal customs and build upon T’siya Day School’s history.
TDS embraces the Keres language, Zia pueblo arts, culture, and traditions. Qualified and experienced teaching staff help students to prepare and adjust to society’s continued technological advances while embracing all aspects of their true identities and ancestry. TDS understands the unique learning and teaching strategies necessary for the growth of its community. Eager children enter the doors of our learning center and exit them as leaders. As of February 2025, TDS has approximately 10 Special Education Students with an Individual Education Plan (IEP), who range from mild to moderate cases of other health impaired.
1.1 PURPOSE OF THE CONTRACT
The purpose of this contract is to procure the staffing services of a Special Education Teacher at the T’siya Day School located in Zia Pueblo, New Mexico. The contractor shall furnish under a labor-hours contract the necessary personnel, labor, travel, materials, equipment, and services to perform the tasks and responsibilities outlined below.
2.0 SCOPE OF WORK: TASKS AND RESPONSIBILITIES
2.1 CONTRACTOR/VENDOR RESPONSIBILITIES
The contractor will provide professional staffing services for a Special Education Teacher.
2.1.2 The Contractor shall be responsible for providing professional staffing services to include the following:

a. Recruit, screen, and interview potential applicants to fill the position within 15 days of award of the contract.
b. Validate that the potential applicant meets the minimum qualifications for the Contract Special Education Teacher.
c. Present potential applicants to BIE for final approval before proceeding with hiring.
d. Schedule an interview with the applicant, Principal of TDS, and the Education Program
Administrator for the ABQ ERC.
e. All potential applicants must have the skills, competencies, and experience as defined in the
Position Description (See Section 12.3).
f. Present a complete applicant package for the potential applicant (See Section 12.2 & 12.3 for what must be included in a complete applicant package).
g. Upon BIE’s approval, hire and assign the person to perform the type of work described in the
Position Description under the supervision of the TDS Principal and COR.
h. Status of Contract SPED Teacher “Nonpersonal Services”: This is a nonpersonal service contract for temporary help service, for which the contractor is an independent contractor. The Government may evaluate the quality of professional and administrative services provided, but retains no control over the contractor staff. The Contractor shall indemnify the Government from any liability-producing act or omission by the Contractor, its staff, and agents occurring during contract performance. The contractor shall maintain liability insurance, in a coverage amount acceptable by the Contracting Officer, which is no less than the amount usually prevailing within the local community. The Contract SPED Teachers will remain exclusive employees of the staffing firm. Because the Contract SPED Teacher are not employees of the BIE or TDS, the Contract SPED Teacher are excluded from participating in any fringe benefit plans or programs of the BIE or TDS, including, but not limited to, health, sickness, accident or dental coverage, life insurance, disability benefits, severance, accidental death and dismemberment coverage, unemployment insurance coverage, workers’ compensation coverage, and pension or Thrift Savings Plan (401(k)) benefit(s). Thus, the staffing firm is the common law employer of Contract SPED Teachers, and is responsible for the following:
i. Pay Contract SPED Teachers’ wages and provide them with the benefits that the staffing firm offers to them, if any.
j. Pay, withhold, and transmit payroll taxes; provide unemployment insurance and workers’ compensation benefits; and handle unemployment and workers’ compensation claims involving Contract SPED Teachers.
k. Require Contract SPED Teachers to sign agreements acknowledging that they are not entitled to holidays, vacations, disability benefits, insurance, pensions, or retirement plans, or any other benefits offered or provided by the BIE; and
l. Require Contract SPED Teachers to sign confidentiality agreements before they begin their assignments to the BIE.
m. Comply with federal, state and local labor and employment laws applicable to Contract SPED Teachers, including the Immigration Reform and Control Act of 1986; the Internal Revenue Code (“Code”); the Employee Retirement Income Security Act (“ERISA”); the Health Insurance Portability and Accountability Act (“HIPAA”); the Family Medical Leave Act; Title VII of the Civil Rights Act of 1964; the Americans with Disabilities Act; the Fair Labor Standards Act; the Consolidated Omnibus Budget Reconciliation Act (“COBRA”); the Uniformed Services Employment and Reemployment Rights Act of 1994; and, the Patient Protection and Affordable Care Act (ACA).
n. Comply with all provisions of the ACA applicable to Contract SPED Teachers, including the employer shared responsibility provisions relating to the offer of “minimum essential coverage” to “full-time” employees.
o. Facilitate the federal background check with assigned BIE Security Personnel and the BIE, TDS point of contact, to ensure Contract SPED Teacher completes the federal onboarding, vetting and

Contract SPED Teacher must receive a preemployment determination and/or a favorable clearance before they can enter on duty at the TDS. An enter on duty date will not be established until TDS receives the approval from BIE Security.
p. Make reasonable efforts to provide a similarly qualified replacement in case the Contract SPED Teacher does not report to work. A replacement must be identified within 15 business days.
q. Fill the Contract SPED Teacher position without creating expectations of long-term employment.
The length of placement at TDS will be short-term but is contingent upon when BIE selects, hires, and onboards a permanent BIE staff person to fill the position.
r. Require Contract SPED Teacher to provide on-site services at the TDS.
s. Require Contract SPED Teacher to participate in required school staff meetings and required BIE training as identified by the TDS Administration.
t. Ensure Contract SPED Teacher is provided with the lodging, transport, and other tools required for the provision of the services.
u. Ensure the Contract SPED Teacher does not claim additional hours worked unless expressly agreed by BIE, TDS’ authorized representative in advance of the additional hours being worked.
v. Identify a Project Manager to coordinate contract activities. The Project Manager is not a chargeable labor category under the contract.
w. Invoice monthly.
2.2 SPECIAL EDUCATION TEACHER POSITION DESCRIPTION
2.2.1 TASKS AND JOB DUTIES
The SPED Teacher shall perform the following tasks and job duties under IDEA, Section 504, and 25 Code of Federal Regulations Part 39 – Indian School Equalization Program (ISEP). This shall include:
A. Teaching and Instruction
i. Provide instruction at the professional level as a classroom, team, or remedial/special services teacher.
ii. Conduct classes using a variety of skills and techniques appropriate for learning-disabled students.
iii. Prepare daily lesson plans and teach students by selecting, developing, adapting, and implementing appropriate instructional methods.
iv. Create lessons and utilize Schoology, minimally once or twice per week, to partially implement support for student learning.
v. Continuously evaluate individual and group progress, redesigning instruction as necessary.
vi. Manage classroom instruction to promote positive self-image and effective behavioral management.
vii. Apply teaching approaches to address specialized learning difficulties.
viii. Relate subject matter to students' learning levels, interests, and backgrounds.
ix. Select, develop, administer, and interpret various assessment and evaluation instruments.
x. Maintains personal knowledge of and an interest in each student to facilitate rapport which will enable the designed program to be most effective.
xi. Instructs educators in methods and techniques to use with their students.
xii. Facilitate professional development to education personnel that incorporates evidence-based strategies, research, and modeling of instructional practices which foster therapeutic learning environments in their classrooms.
B. Case Management
i. Review student files and Individual Education Plan (IEP) information to understand each
T’siya Day School – SPED Teacher | 4 student’s needs.
ii. Collaborate with related service providers (e.g., occupational therapist, speech language therapist, social worker, physical therapist, and school psychologist).
iii. Serve as a Case Manager.
iv. Prepare and submit service logs for services provided under IEP.
v. Maintain service logs for ancillary providers.
vi. Overseeing the IEPs in Native American Student Information System (NASIS).
vii. Meeting with the General Education Teacher regularly.
viii. Compile, maintain, file, and secure all reports, records, and other required documents – both hard copy case files and digital case files in NASIS.
C. Child Find
i. Lead activities to identify students who may need special education services.
D. IEP Facilitation and Oversight
i. Lead and facilitate IEP meetings with school staff on a monthly basis.
ii. Lead and facilitate IEP meetings with parents, guardians, and families
iii. Prepare and deliver progress reports and confer with parents and other concerned individuals.
iv. Participate in mandatory parent/teacher conferences and IEP meetings.
v. Follow applicable regulations, curriculum, and state standards.
vi. Maintain and ensure the integrity of the assessment and criteria of evaluation data. Ensure all materials and data are submitted within established timelines.
E. Planning & Organization
i. Develop and maintain a schedule that plans for services and meetings, including but not limited to triennial evaluations, initial evaluations, site visits, observation of students, and required documentation needed to proceed such as assessment plan and consent to evaluate.
ii. Designs therapy program based on student's Individual Education Plan (IEP) consistent with IDEA and agency guidelines.
F. Administrative and Professional Development
i. Provide on-site services at T’siya Day School according to the school calendar.
ii. Complete required online trainings to access BIE systems and establish a BIE email.
iii. Participate in required school staff meetings and BIE training.
iv. Maintain control of the class and handle discipline independently, except for extreme cases.
v. Establish a learning environment and classroom management system.
vi. Utilize both general and special education materials and techniques designed for learning-disabled students.
G. Documentation and Reporting
i. Complete evaluation and compliance reports as required by federal and state education agencies.
ii. Collaborates with administrators in preparing routine special education reports, including but not limited to special education data collection reports and program reviews.
H. Parent Connection and Parent Communication
i. Meet with students and families.
ii. Confer with parents and other concerned persons regarding progress, behavior, and

iii. Conduct surveys to maintain parent connection and communication.
I. Communication:
i. Meet with Supervisor and case manager to discuss the student’s caseload and any upcoming scheduled evaluations.
2.2.2 Conditions of Employment
a. Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
b. Must be able to obtain and maintain a background clearance.
c. Must obtain and maintain valid state driver's license.
2.2.3 Educational Qualifications: Experience, Education Certifications, and Licensures and
Preferred Qualifications
A. Experience:
i. Minimum of 2-5 years working as a Special Education Teacher.
ii. Direct experience working with autistic students.
B. Education:
i. Bachelor’s degree (or higher) from an accredited institution.
C. Certification and Licensure:
i. Certification by the state of New Mexico’s Department of Public Education.
i. Emergency, provisional, or conditional certificates may be accepted if issued by
New Mexico’s teacher licensure department.
ii. Valid State Teacher certification for appropriate grade levels (K-6) with a Special
Education endorsement (required to obtain and maintain).
iii. Must meet the certification standards for the position in the State where the position is located.
D. Preferred Qualifications:
i. Certified Autism Specialist (CAS) or Autism Direct Support Certification.
ii. Demonstrated autism-informed training.
iii. Experience working in Native Communities.
iv. Skills in functional behavioral assessment and preparing behavioral intervention plans
(BIPs).
3.0 GENERAL REQUIREMENTS
3.1 PERIOD OF PERFORMANCE
Base Year: September 1, 2025, through August 31, 2026.
3.2 PLACE OF PERFORMANCE
Onsite at the T’siya Day School Address: 1000 Borrego Canyon Road Zia Pueblo, NM 87053 Remote work is not authorized.
3.3 HOURS OF OPERATION AND ESTIMATED WORK HOURS

School Work Hours Monday – Friday: 7:30am to 4:00pm MDT except for Holidays, Snow Days, or other school closure events
• Service Hours: Services will occur during school hours and be evaluated as needed throughout the school year. A minimum of 8 hours is required per day, with hours varying to meet school and student needs. Service hours will include summer school and/or the extended school year, if needed.
• Work Schedule: The school day for students is from 8:00 AM to 3:30 PM Mountain Time. The Contract SPED Teacher must be on-site from 7:30 AM to 4:00 PM MDT, working a minimum of 8 hours per day to support the full school day. A 30-minute lunch break is included but not chargeable.
• Hours and Availability: Hours are estimated based on government need, with no guarantee that all hours will be requested or worked. The Contract SPED Teacher will follow the school calendar and work on all open school days. Leave and vacation must align with the school calendar.
• Leave Procedures: If leave is needed during a school day, the Contract SPED Teacher must follow TDS leave procedures and submit a leave request in advance to the TDS principal. Leave is granted only if approved by the principal.
• Additional Responsibilities: The Contract SPED Teacher must accommodate the calendar for staff development days, parent-teacher conferences, IEP meetings, professional learning communities, etc., as requested by the TDS principal.
• School Closures: The Contract SPED Teacher is not expected to work on days the school is closed for holidays, snow days, or other closure events as outlined on the TDS calendar.
3.4 TRAVEL
The contractor shall be required to travel to and from his/her home to the school daily. Travel time and travel costs are not an allowable cost reimbursement under the contract and is considered a regular expense to the individual.
4.0 CONTRACTOR PERSONNEL ONBOARDING TIMEFRAME
The Contractor is responsible for recruiting Contract SPED Teacher with the necessary level of expertise to support the tasks and requirements in this Statement of Work. The Contractor will provide only candidates whose experience and education meets or exceeds the minimum requirements outlined in Section 12.3. The following outlines the key steps and projected timeframes, for the Contractor and BIE to onboard and vet the Contract SPED Teacher to TDS.
• The Contractor shall identify and provide potential candidates for the position, within 5-days of Contract Award.
• The Government will review the applicant package to ensure it meets the minimum requirements of the contract. BIE will review the package within two business days of receiving it from the Contractor. If the potential candidate meets all the basic minimum requirements of the position, BIE will notify the Contractor.
• BIE and the Contractor will schedule a call with the candidate, the school and the ABQ ERC for an interview.
• The Contractor must submit the BIE Personnel Security Intake Package (PERSEC Intake) within 5-business days after the government gives the approval to proceed with the potential candidates.
• The background check process may take up to 4 to 6 weeks.
• Contract SPED Teacher are required to report to TDS within two weeks of the BIE Personnel
Security Office providing a favorable background check and an entering on duty date.

4.1 WORK ENVIRONMENT
Most of the work is done in a school-environment and on the TDS school campus, although the SPED teacher will be required to participate in field trips, if needed and determined by the school Principal.
4.2 PERSONAL CONTACTS
Personal contacts are with students, co-workers, Area/Agency employees, Federal and non-Federal agencies, parents, other professional educators, social services agencies, law enforcement agencies, and community members, who work at or in partnership with TDS.
4.3 SUPERVISORY CONTROL ON-SITE
General supervision of the Contract SPED Teacher at the TDS will be received from the TDS Principal or designee. The TDS Principal will help to make assignments and set priorities for the school. It will be important for Contract SPED Teacher to keep the TDS Principal always informed. For example, if the individual will be absence or need leave, to notify the TDS Principal, in advance, as much as possible.
The TDS Principal will also provide professional advice, upon request, when deemed necessary, and in unusual situations. The Contract SPED Teacher’s performance will be evaluated through general observations and in-person conferences with the TDS Principal and/or Contracting Officer Representative.
5.0 SECURITY
Background Investigations are required for the position. All contract positions with duties and responsibilities involving regular contact with or control over Indian children are subject to a background investigation and determination of suitability for employment. Accordingly, all such positions require a favorable background screening by the Bureau of Indian Education (BIE), Personnel Security and Suitability Program and a favorable background investigation by the Defense Counterintelligence Service Agency (DCSA). There are additional clearance requirements for Contractors working in school locations. Contractor personnel under this contract, are required to submit to suitability clearance procedures, and shall not commence work under the contract until the COR and/or Government Contract Officer have cleared them to be on site. All Contract SPED Teacher must be United States citizens. The information collected during this effort is considered unclassified, sensitive; therefore, Moderate Risk Public Trust, is the sensitivity level. The Contractor will be provided access to BIE computers and information. The Contractor shall report suspected computer security breaches at TDS as soon as the breach is received, heard of, or found to the Indian Affairs Information Technology (IAIT) help desk.
The Contractor shall adhere to government requirements on IT usage and access to service IA users, equipment, and software; under no circumstance is the Contractor permitted to make use of Government computer systems, information, equipment, software, supplies, or accounts for purposes other than the performance of this contract. Personal or Contractor-owned computers are not permitted on any of the government networks. The Contractor shall abide by United States Federal policies and procedures, the DOI policies and procedures, IA policies and procedures, and court orders.
6.0 DATA RIGHTS & DOCUMENT OWNERSHIP
The Government requires unlimited rights in any material first produced in the performance of this SOW, in accordance with the FAR clause at 52.217-14. The BIE shall have unlimited rights to, and ownership of all deliverables provided under this SOW. The Contractor, agrees, that any TDS student, staff, or parent data, collected in support of this agreement, will not be used, or shared. The implementation and outcome data collected, analyzed, and used in support of the Contract Requirements, Tasks and Deliverables are explicitly for the benefit of the BIE, TDS. Upon the expiry or termination of the service contract, the Service Provider will return to BIE any property, documentation, records, or confidential information which is the property of BIE.
7.0 CONFIDENTIALITY & PRIVACY ACT

The BIE recognizes that Contract SPED Teacher, may have access to confidential information concerning BIE, TDS, TDS Students, Families, and other community members in the fulfillment of their job duties.
Contract SPED Teacher agree to maintain the confidentiality of all such Confidential Information.
In particular, and without limiting the foregoing, the BIE acknowledges and understands the confidential information to which Contract SPED Teacher will gain access is the confidential and proprietary information of the BIE and TDS. Thus, Contract SPED Teacher agree:
• not to disclose any confidential information to anyone other than an employee of the BIE, TDS who has a need to know such information.
• Prevent any unauthorized use or disclosure of the confidential TDS student, family, or employee information.
• Promptly notify the BIE, TDS of any unauthorized use of which the Contract SPED Teacher or staffing firm learns of.
• To use such confidential information for the sole purpose of fulfilling the performance under the
SOW.
Further, work on this Contract will require Contract SPED Teacher to have access to Privacy Information.
Contract SPED Teacher shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency privacy rules and regulations and remain compliant with HIPAA.
9.0 KEY PERSONNEL.
The following outlines the key steps and projected timeframes, to onboard and vet each service provider.
The Contractor shall:
a. Present at least one qualified individual in the technical proposal and at time of award. This includes validating the applicant meets the minimum qualifications and educational requirements for the position. Ths includes providing
i. A Resume demonstrating experience requirements.
ii. A copy of the individual’s current teaching certification and licensures.
iii. Letter of Commitment that includes the following: The individual is committed to moving forward upon approval by the BIE. This includes understanding they must undergo the BIE’s federal background check and are committed to working as the service provider minimally through the TDS school year to ensure continuity and consistency.
b. Identify and provide the name(s) of the proposed applicant in the technical proposal and at time of award. A minimum of one candidate must be presented.
c. Present potential applicants to BIE for final approval before proceeding with hiring and placing the applicant. All potential applicants must have the skills, competencies, and experience.
d. Present a complete BIE Background Check Intake Package.
e. Upon BIE’s approval, hire and assign the service provider to perform the respective duties of the position for which the individual is being hired. The Service provider will be under the supervision of the TDS Principal or his/her designee, on day-to-day operations.
10.0 CONTRACTOR REQUEST FOR REMOVAL/REPLACEMENT.
The following conditions for removal or replacements of the individual in the position of SPED Teacher.
1. The contractor shall request government pre-approval to substitute or replace the individual.
2. At least 30 days prior to the contractor voluntarily diverting or replacing the individual, the contractor shall notify the Contracting Officer in writing, and the TDS Principal.

3. The contractor shall submit a justification for the diversion or replacement and a request to replace the individual.
i. The diversion or replacement must be mutually agreed upon between the Contracting Officer and the Contractor, before the existing individual vacates the position and leaves the contract.
ii. The written request for pre-approval by the contractor shall identify the proposed replacement and provide an explanation for how the requested substitutes or replacements’ qualifications, experience and professional certifications are at least equal to or greater than the original candidate provided by the contractor under this contract.
The Contractor shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of newly assigned contract candidate(s).
iii. A copy of the proposed candidate’s resume, certification(s), licensure(s) and a letter of commitment must be submitted with the written justification.
4. If the individual is terminated by the Contractor for cause or separates from the contractor voluntarily with less than thirty-day notice, the Contractor shall provide notice to the Contracting Officer within 2 business days of this action.
5. When feasible, the individual shall commit to staying and continuing services under the contract for a minimum amount of time that allows for (1) the replacement to receive Pre-Employment clearance from the Personnel Security Branch and (2) a transition plan to be created that outlines the transition of services and activities between the existing service provider, and the new service provider.

Contractor will participate in SIT process and gather and store data, process work samples and provide recommendations to team. The documentation package may be forwarded with permission to evaluate to a diagnostician.

Deliverable: Service Provider’s Qualifications, Resume, and Certifications/Licensures. The position of the SPED Teacher is considered key personnel. The contractor shall provide the BIE with the documentation to demonstrate the proposed candidate minimally meets the qualification, licensure and certification requirements. A copy of the person’s resume, certifications, licensures and a letter of commitment must be provided to the COR and TDS Principal within 5-days of award.
Deliverable: BIE Personnel Security Intake Package for the BIE Background Check. The contractor shall provide the COR and TDS Principal a completed BIE Personnel Security Intake Package to initiate the BIE Background Check. A BIE intake package typically includes the following required forms listed below with an *, however, the final intake package, will depend on where the individual has lived, as outlined on their Places Applicant Lived (PAL) form. Each state has different requirements. This list of forms may change once the COR receives the PAL Form. The COR will advise the contractor of any additional forms needed. A Completed Intake Package will include all intake forms including any relevant state check forms, fingerprint cards, and driver’s license (if applicable).

Monthly Invoice The staffing firm will invoice the BIE for Contractor Services monthly.
Invoices shall be accompanied by timesheets for each billed Contract SPED Teacher with the respective billing rate for each Contract SPED Teacher.
It will be important for the Contract to provide a detailed informative, all-inclusive monthly status report outlining all efforts under the Contract that will contribute to the successful fulfilment of services at TDS. The Contractor will invoice by the 5th day of each month through IPP and send a copy of the invoice and supporting documentation to the COR or Principal in writing monthly on the 5th of each month.
Final Report Requirement:
The contractor shall provide a final report to the TDS Principal and Contracting Officer Representative. at the conclusion of the period of performance. This report shall summarize objectives achieved, significant issues, problems, and recommendations to improve the process in the future. In addition, the following information must be included in the Final Report:
• A narrative on work performed and progress made on all tasks levied under the resulting contract.
Including any key accomplishments.
• Recommendations on next steps and ways to improve staffing services at TDS based on the Contract SPED Teacher’s personal experience.
• Final Costs Breakdown for all Contract SPED Teacher and Positions over the lifetime of the contract including outlining the position, total number of days worked, total costs, and billing rate per position.
12.0 TDS RESPONSIBILITIES (GOVERNMENT FURNISHED ITEMS)
TDS will provide the Contracted SPED Teacher with the following:
Classroom Space & Furniture Internet access Laptop or Computer for Student Information Access to NASIS Paper supplies – including paper, pen, pencils, textbooks, notebooks, and other paper products, as needed to perform the duties of the position.
Provide contractor with the pre-requisite training after pre-employment clearance, FISSA, and
IMT.
Upload the contractor training within DOI Learn to activate DOI Active Directory Account.
Work with the Contractor to obtain a PIV Card prior to starting.
Ensure the individual has access to NASIS and other BIE systems within 2-weeks of start date.
Provide necessary training to NASIS and Schoology to support use.
13.0 TDS REVIEW
Oversight and review of the contract will be provided by the TDS Principal and Contracting

Officer Representative.
Certification of necessary reports or deliverables Utilize scope of work as a basis for review and certification.
14.0 TERM AND SEVERABILITY. All contract positions under this SOW are intended to be short-term, and temporary to address the staff shortages and vacancies at TDS.
15.0 GOVERNMENT. Upon TDS selecting and onboarding a permanent full-time BIE employee into the position supported by this SOW, BIE will notify the staffing firm in writing. The Contract staff person will be released of his/her duties from TDS. The contracted staff person will remain in the position for a minimum of one week to allow the transition of activities with the full-time BIE employee.
This overlap is intended to allow a transition period of job activities and duties. BIE will provide a fifteen
(15) day written notice when this occurs, to adequately notify the staffing firm, that the Contract SPED Teacher’s time with BIE will be coming to an end.
