About this file

This is a Statement of Work for the U.S. Fish and Wildlife Service at Erie National Wildlife Refuge in Guys Mills, Pennsylvania, detailing the replacement of a 1,000-gallon above-ground #2 heating oil storage tank with a 500-gallon above-ground #2 heating oil storage tank. The government will furnish the 520-gallon dual-wall tank (FLAMESHIELD brand, UL-listed), and the contractor is responsible for all installation labor, equipment, materials, and supplies. The contractor must supply and install double-wall piping, fittings, valves, wiring, and all components necessary for primary and secondary containment, leak monitoring, spill containment, and overfill protection. The new tank will be positioned on an existing concrete pad outside to supply heat for the shop building. Work completion is required within 30 calendar days of the Notice to Proceed, with an anticipated firm-fixed-price award in August 2026. Refuge operations will continue during contract performance, requiring contractor coordination with the Station Manager.

The contractor must be a certified above-ground storage tank installer in Pennsylvania and comply with all federal, state, and local environmental, safety, and fire regulations, including National Fire Protection Association (NFPA) 780 grounding standards. Key execution tasks include removing and disposing of the existing 1,000-gallon tank and all associated piping and residual fuel in accordance with applicable regulations; setting the new 500-gallon tank; anchoring the tank to withstand hurricanes, tornadoes, floods, and high-water surges; replacing approximately 120 feet of exterior above-ground supply and return piping over a 60-foot distance; calibrating gauges; testing the fuel system for proper operation and leak-free performance; and providing the Station Manager with comprehensive instruction on system operation, maintenance, gauge reading, interstitial space monitoring, and manufacturer documentation. Required contractor submittals include manufacturer's technical specifications, installation instructions, warranty information, piping materials documentation, miscellaneous materials specifications, and tank installer certification, all requiring approval from the Contracting Officer's Representative (Liz Dawson, liz_dawson@fws.gov, 413-800-5136) before work commences.
