Performance Based Statement of Work Patuxent Research Refuge

General Information Introduction Patuxent Research Refuge (PRR) is located along Powder Mill Road in Laurel MD. The refuge is a unit of the US Fish and Wildlife Service, National Wildlife Refuge System. The refuge has a 38,000 SQFT visitor Center with A NPDES permitted Wastewater Treatment plant.

Background:

The cost of hiring a certified operator to oversee the discharge of approximately 425 gallons of wastewater per day has become cost prohibitive and we believe pumping the wastewater via Septic truck and hauling it to a local wastewater treatment plant is a lower cost option.

Scope In accordance with the work requirements below, the contractor shall provide will call service approximately every two weeks, using a tractor-trailer septic truck to remove 6,000 gallons from the raw sewage tanks of the system.

Work Requirements:

Technical requirements.

The contractor is responsible for:

1. The contractor shall be a licensed Septic hauler in the state of Maryland.

2. Drivers must have valid Commercial Drivers License with tank or hazmat endorsement if required.

3. All waste removed must be hauled to an approved municipal wastewater treatment facility.

4. The truck must be equipped with a meter or to measure the quantity of sewage removed.

5. Septic pumping will be done on a will call basis and the refuge will call 24-48 hours in advance.

6. Pumping will generally be done Monday thru Friday, except in case of an emergency due to excessive rainfall creating risk of tank overflow.

7. The driver must provide a service ticket for each load removed that shows the date, time and quantity removed.

Deliverables:

The contractor shall provide all labor, material, technical knowledge, and expertise to meet the necessary requirements. The contractor shall remove and properly dispose of all septic waste and materials and leave the site without any debris around it.

The contractor must be registered in SAM.gov in order to respond to the solicitation.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) Monthly Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP). “Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions

– Commercial Items included in commercial item contracts. The IPP website address is:

https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: 1. Invoice billed according to contract line items and rates. 2. If final payment is billed, the last invoice shall state “FINAL” The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

Period of Performance:

Base Period of Twelve (12) Months, with up to Four (4) Option Years.

1. Technical / government liaison for this contract is the USFWS Facilities Manager, Mr. Martin Brockman located at the Service Building 12311 Beech Forest Rd, Laurel MD 20708. Contact office phone is 301 497 5584 or cellular 240 374 9350.

2. Normal working hours for Facility Staff are from 7:00 AM to 3:30 PM Monday through Friday except for Government holidays and special events.

3. Building is a working Visitor Center. Drivers must respect 25 MPH speed limit and be observant for Pedestrians in public use areas.

Project Safety.

The wastewater Treatment system contains several tanks which are designated as hazardous confined spaces. No contractor employee will enter the space unless issued a confined space entry permit by the Facility Manager, Or Refuge Manager. Entry to confined space may only be done by properly trained and equipped personnel. The refuge anticipates no need for confined space entry in order to perform the deliverables required by this contract.

The Contractor shall be responsible for strict compliance with all provisions of Occupational

Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during performance of the work.

The approach to the wastewater treatment plant is suitable for access by a tractor trailer septic truck.
