I. BACKGROUND ON THE GOVERNMENT’S REQUIREMENT:

The goal of this work is to complete exterior and interior building maintenance on five existing buildings located at the MU Ranch within the Carrizo Plain National Monument. Maintenance work includes:

· Painting the exterior of four buildings

· Replacing windows at two residential buildings

· Repairing the tin roof of a large out-building

· Replacing entrance decking

· Replacing four sets of stairs

· Repairing a section of interior ceiling with water damage See Specific Tasks 4 below, Exhibit 1 Maps, and additional site photos in Exhibit 2 Photo Log for more information.

MU Ranch consists of five structures: the White House (House) and Modular Trailer are residential buildings, the Large Barn Shop is a wooden building, the Modular Garden Room (which is attached to the Modular Trailer), the White House detached garage and a small Modular Shed (detached). These buildings are utilized by BLM staff and volunteers for work within the Carrizo Plain National Monument.

II. GENERAL SCOPE OF WORK:

The services in this statement of work include construction services, as defined in the Federal Acquisition Regulation (FAR), for the repair and replacement of exterior and interior features of government owned and occupied buildings.

The Contractor shall accomplish the following services at the individual points identified in Section 4 Specific Tasks including: exterior painting, window replacement, roof repairs, replacement of exterior deck, replacement of exterior stairs, and one section of interior water damage.

Location of Work:

The project sites are all located within San Luis Obispo County, California. MU Ranch is located approximately 12 miles southwest of Maricopa, CA. See attached Site Map and Facilities Maps located in Exhibit 1. All project sites are readily accessible from Soda Lake Road.

Project Site Locations:

MU Ranch, Carrizo Plain National Monument, (34°59'09.4"N 119°28'54.3"W)

· The Carrizo Plain has two major access points. The primary access for this project is from the south via Soda Lake Road off State Route 33/166. This should be considered the primary route to enter the Carrizo Plain. From the north, the access is via Soda Lake Road off State Route 58, however, Soda Lake Road turns to dirt and may be impassible during rain events. Many roads within the Monument have an unimproved dirt surface and become impassable during periods of rain. The dirt sections of Soda Lake Road may become impassable during significant rain events, so it is recommended to enter off of Hwy. 33/166 to avoid dirt roads. Proceed with caution on these roads, especially during winter months, and obey all closed road signs.

Period of Work Performance:

The period of work performance for this contract shall be for 90 days after receiving the Notice to Proceed.

Contract work including the pre-work conference meeting, site visits and planning meetings, mobilization, construction, and de-mobilization must be completed within the Period of Performance.
