About this file
This Statement of Work (SOW) is for ground and vehicle fuel delivery to Wheeler National Wildlife Refuge (NWR) in Decatur, Alabama. The U.S. Fish and Wildlife Service (FWS) seeks a service provider to deliver two types of fuel: 6,000 gallons of non-ethanol gasoline and 9,000 gallons of dyed diesel (off-road) annually. Delivery requirements include a minimum order of 500 gallons, with deliveries made Monday through Friday between 8:00 am and 4:00 pm, within 48 hours of order placement, to the refuge's bulk fuel storage tanks.
Pricing will be based on the OPIS Rack Wholesale Contract Average Price, with the vendor's price per gallon calculated as a "loaded price" including the day's rack price, delivery, taxes, and fees. The contract is structured for a base year with four optional years, and the FWS reserves the right to conduct third-party fuel quality testing. The service provider must comply with national fuel quality standards, ensure ultra-low sulfur diesel (15ppm maximum), and provide non-ethanol gasoline. Key obligations include maintaining quality assurance, promptly reporting non-conforming products, and accepting liability for any damages resulting from non-conforming fuel.
