STATEMENT OF WORK
(SOW)
Bartlett Cove Internet Access
DATE: (06-2025)
1.0 General. This is a Statement of Work (SOW) for a project known as “Bartlett Cove Internet
Access.”
1.1. Introduction. This SOW describes the need for business-class Internet access at Glacier Bay
National Park and Preserve Campus in Gustavus, Alaska, and the services sought to meet that need.
1.2. Background. The United States Department of Interior, National Park Service (NPS) seeks proposals for high-speed business-class Internet access to the headquarters campus network of Glacier Bay National Park, at Bartlett Cove, in Gustavus, Alaska. NPS seeks innovative ways to deliver Internet access to Bartlett Cove because of the expiration of the current vendor contract.
Since this is a replacement of current service, all infrastructure and links are in place and will be reused by the selected vendor. This includes a tower with line of sight to Hoonah
Mountain that will be available for the selected vendor to mount their equipment to.
There will be no need to dig or trench ground and the fiber links for this are already in place.
The contractor point of system entry is via a dish upon an existing local tower.
Once Internet service is initiated to NPS satisfaction as described in Specific Requirements, the contractor shall relinquish any facilities and equipment installed in Glacier Bay National
Park, except network equipment that needs to be under the control of the contractor. For example, a radio, router, and/or other equipment that connects directly to the contractor’s network or the internet, which may be owned, managed, and maintained by the contractor.
1.3. Objectives. The contractor is expected to supply and install such materials and equipment, and perform such work, as is necessary to establish an Internet connection to the existing
NPS Bartlett Cove Public Side Network, and then to deliver Internet access over that connection.
Scope. This project has three task items.
Task No. 1: Provide all labor and materials necessary to establish an internet connection as described in section 4.0 Specific Requirements in preparation to begin live service on
12/1/2025.
Task No. 2: Provide and maintain full active internet service during all active performance periods as described in section 4.0 Specific Requirements, and begin live service on
12/1/2025.
Task No 3: Respond to any outages for troubleshooting, maintenance and repair of the
Internet service as needed, as described in section 4.0 Specific Requirements.
1.4. Place of Performance/Hours of Operation. To deliver the requested service, NPS expects the contractor must perform work in the Bartlett Cove area in Gustavus, Alaska. The exact locations in Bartlett Cove will depend on the contractor’s technical proposal. Access to NPS buildings is available with PRIOR coordination from 8 am to 4:30 pm on weekdays, except holidays. Access outside business hours may possible if pre-arranged.
1.5. Contractors must be escorted by NPS personnel while in non-public areas.
1.6. Work in roadways, if any, will need to be scheduled in advance to avoid peak traffic times and to minimize impacts to park visitors and operations. Access to other public areas is generally available at any time.
1.7. Period of Performance. Commencement of service preparation is immediate following the date of contract award with Internet service live on 12/1/2025. Internet service shall be delivered for a duration of five years, as exercised by option periods and noted in the schedule.
1.8. Security. This project is “Unclassified.”
1.9. Government Personnel. NPS has identified a Contracting Officer (CO) and Customer
Representative (CR). NPS may also make use of subject matter experts on its staff. The
Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the
Contractor makes any changes at the direction of any person other than the Contracting
Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

2.0. Government Furnished Items. The Government will provide the items listed below. The contractor shall specifically identify in their technical proposal the type, amount, and time frames required for any government resources needed but not listed below.
2.1. Physical premises access as needed to complete the task. See section 1.5, Place of
Performance.
2.2. Electrical power to install, initiate, and deliver Internet service. Power shall be from a standard 120VAC electrical outlet near the equipment rack in the endpoint selected by the mailto:ronald_bunch@nps.gov mailto:john_loggins@nps.gov contractor unless otherwise specified in the contractor’s technical proposal. Power may be available in other locations subject to approval from NPS. Contractor’s cost proposal should include all expenses related to any power connections.
2.3. Rack space in existing standard 19” equipment rack already installed at each of the
“endpoint” buildings shown on the Bartlett Cove Area map, sufficient to install network equipment and/or patch panel(s) as needed.
2.4. Underground conduit owned by NPS exists in certain parts of Bartlett Cove. The conduit already houses fiber optic cable, but may have sufficient space for additional cable, and may be available if needed by this project. Specific locations are available on request; please identify the location of interest. Contractor must name in the technical proposal any NPS-owned conduit that is to be used for this project. Any damage to existing conduit or cabling shall be repaired promptly at contractor’s expense.
3.0. Contractor Furnished Items. The contractor is to furnish all materials, supplies, equipment, and labor needed to connect the upstream Internet access to the existing NPS campus network in accordance with the contractor’s technical proposal. This includes, but is not limited to the following items.
3.1. All communications and power cabling.
3.2. All conduit and raceways. Outdoor cable shall be buried in conduit; see specific requirements in section 4.1, Task Description, Item 1.
3.3. Location of existing underground utilities, trenching, conduit installation, and back-filling as needed to bury outdoor cable.
3.4. Equipment, materials, and labor for all electrical and communications connections and terminations.
3.5. Network equipment such as routers or switches needed to deliver Ethernet to the equipment rack in the “endpoint” building.
3.6. Any other materials, supplies, equipment, and labor needed to initiate, configure, and test
Internet access in accordance with the contractor’s technical proposal.
4.0 Specific Requirements.
4.1. Task 1 Description: Install and initiate Internet access. All work shall comply with the
National Electrical Code (NFPA 70) and structured cabling standards (ANSI EIA/TIA-568C, TIA-
569-B)
4.1.1. Establish a connection to the Internet from the equipment rack at the “Depot”. In this rack, contractor shall furnish an Ethernet connection for NPS use. The Ethernet connection may be copper (100BASE-TX or 1000BASE-T terminated on an 8P8C jack) or fiber optic (single-mode, 1000BASE-LX, terminated on ST connectors).
4.1.2. Furnish, deliver, install, configure, and test other equipment or facilities as needed to connect to the Internet, in accordance with contractor’s technical proposal.
4.1.3. If the project requires outdoor cabling, such utilities shall be buried in conduit in a location and manner acceptable to NPS.
4.1.3.1. Locations of the proposed buried utilities shall be specified in the contractor’s technical proposal. Drawing the location of the utilities on the Bartlett Cove Area
Map is an acceptable way of specifying the locations.
4.1.3.2. The contractor shall ensure all existing utilities are located prior to excavation. NPS and Alaska Communications, Inc. both own underground utilities in the Bartlett
Cove area. NPS will be responsible for locating their utilities. Contractor shall hand-dig within two feet of existing utilities. Contractor shall assure immediate repair he or she causes to any known utilities at its expense.
4.1.3.3. Excavate a suitable trench, install the conduit, and backfill the trench once the conduit is installed.
4.1.3.4. The contractor shall pull any and all needed communication and power cables through the buried conduit and terminate such cables at both ends as needed.
4.1.4. The deliverable from this task is a connection to the Internet capable of providing the
Internet access specified in the next task. This task will be considered complete when the
Government inspects and accepts the full task results, and internet access is fully ready to go-live.
4.2. Task 2 Description: Deliver Internet Access to the selected endpoint in Bartlett Cove, meeting the following minimum specifications:
4.2.1. 100 Megabits per second (Mbps) down + 100 Mbps up dedicated service (committed information rate with no usage caps or “throttling”). This service shall be expandable to
750Mbps upon Government Representative request, for a maximum of 45 days duration each event, two events maximum per contract year, priced into the contract with these maximum parameters.
4.2.2. Latency shall be less than 150 milliseconds (average round-trip ping times to core
Internet sites like google.com with 32-byte packets when network use is low)
4.2.3. Public IPv4 addresses: six usable addresses including one for the provider’s router (/29 subnet)
4.3. Task 3 Description: Timely troubleshooting, maintenance and repair of the Internet service and any contractor-owned equipment. Contractor shall make an initial response to outages within
12 hours of NPS notification, and shall complete repairs as soon as practical. Contractor shall issue pro-rated credit to the monthly service charge for service that is down for more than 24 hours.
4.3.1. Legal Internet traffic shall be neither prioritized nor restricted by source, application, type of traffic, nor any other classification scheme except with permission of NPS.
4.3.2. Once the first task item is complete as in prior to 12/1/2025, delivery of Internet service shall be provided throughout the period of performance.
