About this file
This Statement of Work (SOW) details paving and repaving requirements for the Blackwater National Wildlife Refuge (NWR) in Cambridge, Maryland, specifically focusing on two primary areas: the Wildlife Drive Parking Area and the Wildlife Drive Causeway Area. The project involves comprehensive asphalt resurfacing, including demolition, removal of existing materials, site preparation, installation of aggregate base layers, and application of hot mix asphalt (HMA) and stone mastic asphalt (SMA) surfaces. Specific technical requirements include grinding existing HMA areas, compacting subbase to 95-100%, placing 6-inch crushed aggregate base layers, applying 4-inch binder courses, and finishing with a 2-inch SMA surface course.
For the parking lot, the work includes creating 22 non-compact parking spaces with two designated handicap spots, while the causeway work involves creating a cohesive road surface with double centerline striping for no passing. The total project area is approximately 15,000 square feet, with the contractor responsible for confirming exact measurements. The SOW emphasizes adherence to industry standards and warns that any intentional attempts to deceive government officials about contract errors may result in contractor discipline or removal from the contract. The work is part of solicitation number 140FC225R0022 under the Department of the Interior Fish and Wildlife Service.

Statement of Work (SOW)
Paving/Repaving Areas of the Blackwater NWR
2145 Key Wallace Drive (mail)
Cambridge, MD 21613
Wildlife Drive Work Site Area
1. STATEMENT OF NEEED:
Blackwater NWR needs paving of an existing parking lot that is paved and partially filled in with a rock subbase. Also, a section of Wildlife Drive needs repaving with areas that are partially filled in with a rock subbase.
Statement of Work for Wildlife Drive Parking Area:
Contractor will demo and remove off site all materials as necessary for preparing the site for Hot Mix Asphalt (HMA) to overlay paved area as needed. This parking lot is paved on the northern end and stoned on the southern end.
Contractor will grind the HMA northern areas down 2 inches around the perimeter and two feet in from the edge along the HMA. HMA grinding around the entrance and exit and at road surface along Key Wallace Drive and Wildlife Drive respectively.
On the southern side the contractor will remove and stockpile excess stone on site or in the maintenance area across the street from the parking lot in a designated area determined at the start of the contract. This material will be used again to raise this section to the appropriate height. Contractor will remove stone down to the subbase and compact subbase with a 10-ton vibrating roller 95% to 100% compaction. Once compaction is completed a base layer of crushed aggregate a minimum of 6 inches will be placed in the area and compacted in two-to-three-inch lifts until the 6 inches is achieved as well as a 100% STD, Proctor is met. Additional aggregate may be needed to get the Southern and Northern sections to meet in the middle. Once the proper aggregate height is met a 4-inch binder (PG64-22) 19.0mm is laid to meet evenly with the northern section of the existing HMA. In between layers of asphalt a prime coat and a tack coat will be put down.
A Surface course of 2-inch stone mastic asphalt (SMA) 9.55 mm will be placed over the entire parking lot including the entrance and exit to make one cohesive parking area.
Line striping for 22 spaces for NON compact vehicles. Two of the 22 spots will be designated for Handicap parking vehicles.
Mark Entrance and Exit areas with MD SHA standard markings.
Industry standards are to be followed during this contract. Any deliberate or intentional act to deceive or not bring to the attention of the government officials’ obvious errors in the contract may lead to the contractor being disciplined or removed from the contract.
Statement of Work for Wildlife Drive Causeway Area:
Contractor will demo and remove off site all materials as necessary for preparing the site for Hot Mix Asphalt (HMA) to overlay paved area as needed. The Causeway is a HMA for most of it. An area on the southwest side of the road has been repaired and the current top layer is compacted crushed aggregate. The southeast side of the asphalt roadway will need some wedging to bring the surface up to the southwest side.
Contractor will grind the HMA abutting seems down 2 inches and two feet in from the edge along the HMA.
On the southwest side the contractor will remove and stockpile excess stone on site or in the maintenance area across the street from the parking lot in a designated area determined at the start of the contract. Additional aggregate may be needed to get the southwest and southeast sections to meet in the middle. Once the proper aggregate height is met a 4-inch binder (PG64-22) 19.0mm is laid to meet evenly with the southeast section of the existing HMA. In between layers of asphalt a prime coat and a tack coat will be put down.
A Surface course of 2-inch stone mastic asphalt (SMA) 9.55 mm will be placed over the entire Causeway as outlined on photo #2. including the abutting seems to make one cohesive Causeway Road.
Double line striping down the center for no passing will be put down.
Industry standards are to be followed during this contract.
