Task Order Statement of Work (SOW) Stewart B. McKinney N.W.R.

January 2025

Project Background The U.S. Fish and Wildlife Service (Service) has decided to contract for the design and fabrication of outdoor kiosk panels and wayside exhibits for the Stewart B. McKinney National Wildlife Refuge that will be placed on refuge units in Norwalk and Westbrook, Connecticut. The panels and wayside exhibits will be an important addition to Stewart B. McKinney National Wildlife Refuge’s interpretation, education, and outreach media. The seven (7) kiosk panels and five (5) wayside exhibits will need to be designed and fabricated by a Contractor, as specified below.

It is estimated that up to 15,000 people may view these wayside exhibits and kiosk panels annually. Visitors will consist of adults and families from local communities, in addition to visitors from throughout the United States and around the world. Most visitors are wildlife enthusiasts. Their interests include hiking, wildlife viewing, birdwatching, photography, hunting and learning about history on the refuge. Our main objective for providing these wayside exhibits is to allow visitors to better understand and create connections to the wildlife, habitats and cultural resources of the refuge.

General Requirements The purpose of this Statement of Work is to design, fabricate, and deliver seven complete kiosk panels (five of which are unique, and two of which are duplicated from those) and five wayside exhibits (three of which are unique, and two of which are duplicated from those) to the Stewart B. McKinney National Wildlife Refuge, 733 Old Clinton Road, Westbrook, CT 06498. All work completed under this contract must be done in coordination with any general contractors involved in this project and must be closely coordinated with any remodel or new construction schedules and constraints.

For the purpose of this statement of work, a kiosk panel consists of a 36” wide by 36” high full-color custom high pressure laminate exhibit panel, with a frame suitable for mounting upright in a wood kiosk. The panels will be placed in existing refuge kiosks.

For the purpose of this statement of work, a wayside exhibit consists of a 36” wide by 24” high full-color custom high pressure laminate exhibit panel, with an aluminum low profile frame and legs painted in the color brown or black. The wayside exhibits will be placed alongside public trails, pathways and other outdoor areas on the refuge. The exhibits and frames provided by the Contractor shall be accessible (ADA compliant) and in accordance with the IDIQ contract guidelines.

Project Purpose, and Overall Messages and Themes The proposed contract will include the most important phases of kiosk panel and wayside exhibit development, from formulating design concepts to fabrication. Specifically, the Contractor will be responsible for designing each exhibit and kiosk panel (in accordance with USFWS templates/standards), fabricating each of the panels, and furnishing all additional components for the five wayside exhibits (including the exhibit frames, legs and hardware). The Contractor will arrange for the delivery of the completed panels and all components, but they will not be responsible for exhibit installation.

Service staff at Stewart B. McKinney National Wildlife Refuge will be responsible for information gathering regarding the panels, and they will provide the Contractor with a theme, text and images for each exhibit panel. The COR and other Service staff will work closely with the Contractor in all stages of exhibit development and will have final approval over the designs before fabrication. Service staff will be responsible for the installation of each completed panel and exhibit.
