STATEMENT OF WORK

Install Chain-link Fencing at the Bogue Chitto National Wildlife Refuge

BACKGROUND:

The refuge desires to install approximately 211 feet of fencing that will divide an existing fenced space.

This contract will be a 90-day contract and the prescribed work will be located on the Bogue Chitto National Wildlife Refuge, 37358 Lock #1 Road, Pearl River, Louisiana 70452. The Contractor may visit the site with the FWS Project Manager at designated time and date to view the project.

GENERAL DESCRIPTION OF WORK:

General Notes:

1. Work shall consist of the following tasks:

Install a hot dipped galvanized chain link fence, five (5) ft tall nine (9) gauge (0.1508 inches or 3.77 mm) or heavier wire with mesh openings not larger than two inches (approximately 5.1 cm) per side (min. 2.0 oz. Zinc per square foot of wire surface) dividing an existing fended area. Fence shall be supported by top rail and tension wire at bottom between line posts.

i. Fence shall start at the north existing fence and span south to the exiting fence approximately 211 feet in length. See attached image.

1. Fence is to be 5ft tall. Metal line post shall be 2 ½” O.D. schedule 40 hot dipped galvanized with a maximum of 10ft spacing and utilizing 3000 lb concrete mix footings.

2. USFWS will clear path for installation of fence. Contractor will not be required to do any clearing.

3. Install two (2) gates with 12 ft wide total opening. Double swing gates matching the fence on the southern fences on each side of Duplex with latching mechanism.

4. Install one (1) walkthrough 4 foot gate for handicap access as indicated on the reference image. Final gate locations to be determined on sight.

2. Contractor is responsible for all materials and supplies necessary to construct fence.

3. All debris materials will become the contractor’s property and shall be removed from the site and disposed of in a legal manner.

4. The Contractor shall coordinate with the Refuge on appropriate stockpile (Laydown) location for material.

5. Contractor will be required to meet once a week at government specified times for progress meetings for an update status meeting.

6. The Contractor will, without additional expense to the Government, be responsible for obtaining any necessary licenses, certifications, and permits and for complying with any applicable federal, state and municipal laws, codes, and regulations in regards to employment and the use of equipment necessary for the work.

7. The Contractor will provide a competent foreman or superintendent for each work crew. The supervisor must be capable of communication with the COR or designated inspector in English. The supervisor shall be with the crew at all times while they are working on the Refuge.

8. All equipment used in performing work shall be of the proper type, sufficient size, and be in such mechanical condition as to enable contractor to perform the work in accordance with these specifications and OSHA requirements. Contractor shall furnish all fuel, oil, grease, repairs, replacement parts and other expenses incidental to the operation of his equipment.

9. Upon completion of the site and prior to accepting the work as being completed, all trash, rubbish, and debris generated by contractor's operation shall be removed from Refuge land and disposed of in a sanitary landfill or other appropriate location designated by COR. To the extent practical, such trash or debris shall be removed and disposed of daily.

10. Smoking by contractor personnel is permitted only in cleared areas. Contractor will have on site a bucket with sand for the disposal and a 15lb fire CO2 extinguisher. Contractor will be held personally accountable for any fire caused by them.

11. The contractor shall take precautions to prevent pollution of streams, lakes, wetlands and reservoirs by fuel, oil, silt or other harmful materials. All stream courses and wetland areas shall be kept free of contractor generated debris.

12. Project will be completed in 90 days from Notice to Proceed. Any additional time will be submitted one week prior to designated completion date.

13. Structure is in a secured compound. Normal working hours will be from 7:00 am through 4:30 pm, Monday through Friday. There will be no after hour, Federal Holidays or weekend work unless authorized by the COR.
