Well Redevelopment
PART 1 - PROJECT OVERVIEW
A. NOTICES
1. Project Information
Project Title: Well Redevelopment
Location: U.S. Fish & Wildlife Service
Harrison Lake National Fish Hatchery

B. INTRODUCTION
1. Contract Work:
This Contract is for well redevelopment services. The work consists of well rehabilitation of an 8-inch production well.
Due to hatchery operations, redevelopment of the 8-inch well must begin November 1 and be completed by December 31.
The Contractor shall comply with all industry standard best practices and materials.
2. Hatchery Operations:
Hatchery operations will continue during the performance of this contract. The Contracting Officer
Representative (COR) may require the Contractor to schedule work during a time which would least interfere with the Hatchery operations. The Contractor shall coordinate with the Hatchery Manager and mutually decide on the best time to perform the work. This is the time of lowest water usage and lightest amount of biomass on station annually. The Contractor shall exercise care and shall perform the work diligently. If it becomes necessary to interrupt any function of the Hatchery, the Contractor shall notify the
Hatchery Manager and shall not proceed in such interruptions until such time as the Hatchery Manager makes provisions for and approves such operations. No work shall be performed which could contaminate the water supply or cause harm or death to the existing fish population.
3. Contract Type:
The Government anticipates a firm-fixed priced award of this contract.
4. Completion Date:
The work shall be completed no later than March 1, 2025.
PART 2 – SCOPE OF SERVICES

1. SCOPE

Existing Well Information (Refer to Photos):
• 8” Well: The 8" diameter steel cased well was drilled to a depth of 425 feet during December 1984 and January 1985 by Gammon Well Co. Inc. of Providence Forge, Virginia. A copy of the driller's
Commonwealth of Virginia Water Well Completion Report is available upon request. The well last redeveloped in 2013. The well is equipped with a 25 HP pump and motor. The rehabilitation work shall include the replacement of all associated equipment such as pumps, wiring, electric meters, flow meters, and valves as required.
Well Redevelopment and Testing (Base Bid Item):
The Contractor shall provide including but not limited to:
• Supply all labor, equipment, materials, chemicals, and supplies necessary to clean, and redevelop the 8” well.
• Assess the existing well: The Contractor shall inspect and document the conditions of the well. As a minimum, this proposal shall evaluate the casing and well screen for damage and for the presence of mechanical blockage, chemical encrustation, and bacteriological plugging. Additionally, the
Contractor shall provide the Government with written assessment data and a tailored plan for addressing findings from the assessment, and for restoring the well to design depth and performance.
• Restore water flow volume to original gallons per minute or greater, and of quality and clarity.
Redevelopment shall include restoring design flow volume, and includes making the well clean to its original design depth until no traces of gravel, sand, silt, clay or chemicals remain in the pump discharge water. Contractor is responsible for all costs of laboratory testing.
• Evaluate condition of well components: Remove existing well motor, pump, shaft, and column pipe, as needed, to assess well and component condition for the well. Above-ground components shall, at a minimum, have corrosion and loose paint removed, and will be repainted per industry standard.
• Well Commissioning: Reconnect all electrical, control, and utilities. Perform function testing in conjunction with hatchery personnel.
• For the purpose of the Contractor’s proposal, assume a nominal amount of both mechanical and chemical processes will be required to remove blockage and restore the aquifer’s ability to provide design capacity and water quality. The Contractor shall provide details on what treatment is included in their bid. However, actual selection for treatment and disinfection shall be based on well evaluation and analysis of the water samples. Treatment and disinfection procedure will be approved by the COR prior to work performed.
Evaluate Spare Pump and Motor:
• Evaluate the condition and working order of the spare pump and motor in storage building at the hatchery.

From our records, the last time the 8” well was serviced was in 2013. At that time, a new pump was installed in the well, and the existing one was repaired and put on a shelf as a spare.

2. PROJECT SUBMITTALS
Well redevelopment:
The following information is required from the Contractor, but not limited to:
• Well logs
• Pump test data
• Flow rate data
• Daily records
• Video inspection log
• Written technical approach for well rehabilitation and redevelopment
• Itemized assessment of all well pump material removed from the existing wells, and a fee proposal for performing any recommended additional work. Proposal must be based on original bid detailed breakout. Materials needed after award that is not included in bid breakout must show to be comparable and reasonable items.
Design Submittals shall be emailed to the COR
3. INSPECTIONS AND ACCEPTANCE
The services/work performed under this contract will be inspected at the discretion of the government.
4. Coordination
Any work shall be coordinated with the FWS prior to initiation.
