About this file

This document is a Statement of Work (SOW) for the rehabilitation of the sand filters at the Craig Brook National Fish Hatchery in East Orland, Maine. The purpose of the project is to remove the existing sand filter media, clean and drain the filter vessels, and recharge them with new gravel, garnet, and anthracite media.

The SOW outlines the scope of work, which involves draining and rehabilitating the six sand filters in two phases to avoid disrupting the hatchery's water supply. The work includes vacuum removal of the existing media, pressure washing the vessels, and recharging them with the prescribed media layers. The contractor is responsible for providing all labor, equipment, materials, and supplies necessary to complete the work, which has a period of performance of 90 days from the notice to proceed. The contractor must follow all applicable OSHA, environmental, and prevailing wage requirements. A site visit is scheduled for July 24th, and the contractor assumes a one-year warranty on craftsmanship and materials.

Statement of Work

Craig Brook NFH Sand Filter Rehabilitation

Craig Brook National Fish Hatchery

East Orland, ME 04431

Project Background Craig Brook National Fish Hatchery is in East Orland, Maine in Hancock County. The hatchery is charged with the rearing and propagation of endangered Atlantic salmon The Service is requiring the rehabilitation of the 6ea. sand filters located in the water treatment plant. The critical water source, whether pumped from Alamoosook lake or gravity fed from Craig Pond, supplies up to 2.3M gallons per day of treated water. The first step in ensuring this vital water supply is safe for the fish at all life stages are the in-place sand filters. As the differential pressure rises between the inlet and outlet pressures greater than 5psi, staff initiate a backwash sequence which is performed using the SCADA panel.

Reversing flow using pump pressure cleans the media, and the turbid water is ejected to the settling ponds. The manufacturer recommends that the media be replaced every 10 years for proper removal of solids prior to the water entering the ultra-violet units for proper viral killing rate with increased light penetration. The previous project for removal and media replacement was performed in 2008, which may contribute to higher levels of phosphorus in the water prior to entering the hatchery, increasing the strain on the UV units, and an affecting the overall decreased performance of the sand filters.

Project Purpose and Scope The purpose of this project is to remove existing sand filter media, clean and drain the inside of the vessel and re-charge with prescribed layers of differing media. The work will be divided into two halves as the hatchery cannot be without water for any length of time. All valves and isolation methods will be performed by hatchery staff only. Water flow will either be isolated to flow through filters 1 through 3 or 4 through 6 at a time while work is performed on the unused filters. All work will be always supervised by hatchery personnel.

The proposed project will include the following scope:

Sand Filters 1-3, 3 ea.

o Allow for hatchery personnel to properly isolate and confirm sand filters are offline:

Drain down one sand filter at a time.

Remove manhole ports to provide access. (see photo 4) Remove all internal media with vacuum.

Pressure wash the inside of the vessel.

Rinse and drain.

Recharge vessel from bottom starting with 30” of 1/8-1/4 clean gravel, followed by

18” of 30/40 Garnet, lastly with 18” of Anthracite. (see photo)

Replace all plugs, access ports and air bleeders. Provide new gaskets or seals, and hardware as needed to include new air bleeders and associated piping if needed.

Inspect for leaks, repair as needed.

Allow staff to bring system back online and check for proper operation before starting filters 4-6.

Allow staff to bring system back online and check for proper operation.

Ensure bottom layer of gravel is to the top of the internal nozzle manifold.

o Perform work as listed above or as determined at the site to provide 100% filtration operations as originally designed by Neptune Benson Inc.

Issues and concerns The water treatment plant provides the sole water source for an endangered species so extreme care must be taken during the project to minimize downtime and excess contamination. Utilize hatchery biologist approved materials and follow on-site protocols for USFWS employees are only authorized personnel to operate valves and direct water flow.

Contractor is required to estimate the proper amount of materials needed based on drawings provided AND site visits.

Some provided valves used to isolate each vessel may not provide 100% shut off so additional control methods may need to be used (inflatable stops) and must be provided by the contractor.

Storage areas are available on-site for tools, equipment, and materials; however, contractor vendor must assume all liability.

Administrative Requirements

• Environmental Protection. All work shall be accomplished in such a manner that all waste materials, pollutants, and potential pollutants shall be completely disposed of in accordance with all applicable Federal, State, and local regulations. At no time shall operations be attempted or permitted where or when such operations present a possibility of fouling the hatchery facility with waste materials, pollutants, or potential pollutants.

• Work Site Safety. The Contractor shall be solely responsible for ensuring that all their on-site activities and equipment conform fully to all standards of the Department of Labor, Occupational Safety and Health Administration (OSHA) 29 CFR 1926 and 1910. Additionally, the contractor shall adhere to all applicable Federal standards, nationally recognized building codes, and nationally recognized safety codes. The contractor shall follow all rules and regulations regarding Confined Space Entry for the tank work.

The Contractor shall notify the Contracting Officer of all accidents that have occurred at the project site. The Contractor shall submit an accident report to the Contracting Officer for any accident that involves lost time by the injured employee regardless of whether professional medical treatment was required or not.

• Pre-Bid Site Visit A site visit is scheduled for July 24th at 10 A.M. Eastern at the Craig Brook NFH, 306 Hatchery Rd, East Orland, ME 04431.

Material Specifications 1/8 – 1/4 gravel

30/40 garnet

Anthracite

Additional Considerations Period of Performance from Notice to Proceed is 90 days.

Contractor shall provide services including but not limited to:

o Supply all labor, equipment, materials, and supplies as required in the provided statement of work.

o Follow all OSHA guidelines of non-confined space entry procedures, ensure hazards are locked out/isolated by hatchery personnel.

o Follow Maine DEP Guidelines on site cleanup and spill prevention and reporting.

o Follow Davis-Bacon Act of prevailing wages.

o Restrooms are provided at the visitor’s center.

o Contractor assumes a 1-year warranty of craftsmanship and materials starting the day of completion.

Onsite disposal of excess filter media material not allowed without prior permission.

Materials and equipment storage may be provided at on-site shop with prior permission.

Deliverables
