Statement of Work

Rehabilitate Wells #1 and #2

U.S. Fish and Wildlife Service

Dwight D. Eisenhower National Fish Hatchery

1. GENERAL

A. Work consists of all labor, materials, and equipment required to rehabilitate and redevelop two existing water wells at the Dwight D. Eisenhower National Fish Hatchery (NFH). These wells are used to provide water for fish hatchery operations. Also required are well pump replacement, flowmeter installation, manhole installation, and the installation of a variable frequency drive for Well #1. An additional flowmeter will need to be installed at a 10 inch waterline location. To avoid interference with hatchery operations and production, work must be conducted between May 11 through June 9 and must be conducted in sequence with redevelopment of Well #1 first.

1. Well #1 was constructed in 1983 by D.L. Maher Company. According to the construction report, they constructed a 30-inch surface casing to 10 feet; and a 24-inch packed gravel casing to 60 feet. They installed a 12-inch slotted stainless steel well screen (no bottom plate) from approximately 42 - 60 feet. Furthermore, a 6-inch bore hole was drilled through bedrock from 60 - 100 feet [Note: during the last well rehabilitation, this bore hole showed some intrusion from adjacent rock, with no apparent loss to water production]. After step- and sustained pumping tests, the contractor determined Well #1 could safely sustain an individual periodic pumping rate of 700 gpm (individually), or 600 gpm (concurrently with Well #2 operation). The existing 7 HP pump and motor is to be replaced.

2. Well #2 was also constructed in 1983 by D.L. Maher Company. According to the construction report, they drilled a 12-inch well to 145 feet; and constructed a 12-inch diameter surface casing to 58 feet [well report indicates 50 feet]. The casing was grouted with Portland cement-bentonite grout seal. From a 1984 step test and sustained pumping test, Well #2 could then safely sustain and individual periodic pumping rate of 350 gpm; when operated concurrently with Well#1, this pumping rate would drop to 300 gpm. During the last rehabilitation (2023) it was confirmed that the pump serving the well is a Grundfos stainless steel, Type 300S50-1, Model A14B7001-P21246071, 3,451 rpm. The motor is a Franklin electric 6-inch, Model 2343078602G, 5 HP, 3-phase, 3,450 rpm

2. The contractor shall provide a proposal for the work to be performed.

3. SCOPE

A. Principle Objectives:

1. Assess existing wells: The Contractor shall inspect and document the conditions of Wells #1 and #2. As a minimum, this proposal shall evaluate the casings and well screens for damage and for the presence of mechanical blockage, chemical encrustation, and bacteriological plugging. Additionally, the Contractor shall provide the Government with written assessment data and a detailed plan for addressing findings from the assessment, and for restoring the wells to the required design depth and performance.

2. Restore water flow volume and quality: Redevelopment shall include restoring design flow volume, and includes making the wells clean to their original design depth until no traces of gravel, sand, silt, clay or chemicals remain in the pump discharge water. Contractor is responsible for all costs of laboratory testing. For the purpose of the Contractor’s proposal, assume a nominal amount of both mechanical and chemical processes will be required to remove blockage and restore the aquifer’s ability to provide design capacity and water quality.

The Contractor shall provide details on what treatment is included in their bid. However, actual selection for treatment and disinfection shall be based on well evaluation and analysis of the water samples. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the wells, he shall provide a technical and price proposal for Government consideration. Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional treatment.

3. Evaluate condition of components: Remove existing well motors, pumps, shafts, and column pipes, as needed, to assess well and component condition for Wells #1 and #2. Above-ground components shall, at a minimum, shall have corrosion and loose paint removed, and will be repainted per industry standard. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the well components, they shall provide a technical and price proposal for Government consideration. Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional treatment.

4. Commissioning: Reconnect all electrical, control and utilities. In conjunction with hatchery personnel, perform function testing. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the wells, they shall provide a technical and price proposal for Government consideration. Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional treatment.

5. Additional Scope of Work for Well #1

For well #1, the existing pump shall be replaced with a new pump. The pump shall be a 10 HP, 3-phase, 60 hz, 208 volts, 1,800 RPM, 8” submersible pump. Also an observation sleeve shall be installed to enable future monitoring of the well by the operator.

Also, a new 8 inch strap on propeller type flowmeter shall be installed on the waterline, at a location approved by the hatchery manager. The flowmeter shall be McCrometer company model Mc Propeller M03 series or approved equal. Product submittal shall be provided to the Government for approval before the flowmeter is ordered and installed. The flowmeter shall be installed per the manufacturer’s recommended installation procedures. Refer to the Appendix for a sample picture of the flowmeter required.

A manhole cover shall be installed for access to the flowmeter.

All required components shall be installed for a fully functional flowmeter.

All work shall be performed in accordance with the International Plumbing Code.

For Well #1, a variable frequency drive (VFD) shall be installed. The VFD will be installed and controlled at the mechanical room, in proximity to the breaker switch for the well.

A Toshiba company model Q9 Plus or approved equal is required. Refer to the Appendix for a sample picture of the VFD required. All required components shall be installed for a fully functional VFD. All work shall be performed in accordance with the National Electric Code

(NEC).

The new replacement variable frequency drive must be properly matched to pump motor size and amp draw. The controls must be programmed so that they are compatible with the hatchery’s water pump program logic controller (PLC) program.

Contractor is responsible for any programming/configuration for proper operation of the VFD.

Upon completion of the VFD installation, all pumps and controls shall be fully functional.

Perform startup operations with the presence of hatchery personnel. Leave operation manuals with hatchery personnel.

6. Installation of A Flowmeter at 10 Inch Waterline

A new 10 inch strap-on propeller type flowmeter shall be installed on a 10 inch waterline, at a location approved by the hatchery manager. The flowmeter shall be McCrometer company model Mc Propeller M03 series or approved equal.
