STATEMENT OF WORK
1. DESCRIPTION: The National Park Service, Glacier Bay National Park & Preserve is requesting skilled labor, parts, materials, and tooling required to overhaul and test one C9 powered 275 KW Generator set, currently installed, and operating in Glacier Bay National
Park’s electrical power production facility.
a. Engine Model C9, Serial Number S9L02988, Arrangement Number 259-1808
b. Generator Model LC5, Serial Number G6B16643 Arrangement Number 235-1205
2. Location of Work: The engine and generator will be removed from the Parks generator building and taken to a facility off-site. The contractor shall provide all necessary tools, equipment, and personnel, transportation, and housing as necessary to disconnect/remove generator and transport to off-site overhaul facility.
Working in a Federal building or Federally controlled indoor workspaces: In order to take steps to prevent the spread of COVID-19 and to protect the health and safety of all Federal employees, onsite contractors, visitors to Federal buildings or Federally controlled indoor workspaces, and other individuals interacting with the Federal workforce, employees under the subject contract who are required to work on site in Federal buildings or Federally controlled indoor worksites must comply with requirements located at https://www.saferfederalworkforce.gov/overview/.
3. EXPERIENCE NECESSARY: The contractor will meet the following criteria.
a. The primary technician must be a Caterpillar trained, Caterpillar Power Production technician, with a minimum of five years verifiable experience.
i. This generator is used to provide primary power to the developed areas within the Park. Given this is a mission critical piece of equipment to both
Guests and employees, the Park has set this requirement to ensure it receives the highest level of workmanship and reliability.
ii. The primary technician must possess the ability to make electrical connections per the manufacturer’s design specifications and system tolerances.
b. The primary technician must have verifiable experience working with aftermarket generation switching gear and the ability to ensuring the generator is fully operational with existing infrastructure.
iii. The ability to test the system within all load parameters upon completion the project.
4. PROJECT REQUIREMENTS: The contractor is required to remove the generator from a fully installed and operational state at the Park’s power production facility, overhaul the entire unit to Caterpillar’s specifications, re-install the unit in the Park’s power production facility.
a. Passing an operational test of 48 hours run time is a requirement prior to completion.
b. The overhaul must be completed through the installation of OEM new or remanufactured parts contained in the list below (see Section 5). This list contains the minimum required components which will be replaced. If additional parts require replacement due to wear, damage, or failure to pass inspection by the primary technician, the NPS will pay for their replacement (pending CO approval).
i. NOTE: Based on warranty concerns, a major portion of the overhaul will be accomplished by utilizing a fully warrantied Cat Remanufactured long block.
ii. All technical work done during this overhaul will be accomplished in a manner to preserve the factory parts warranty.
iii. During final assembly the generator-set will be completely re-finished with
Caterpillar primer and paint and be free of any workmanship defects.
c. Upon completion of the overhaul, the contractor will be required to transport the generator back to Glacier Bay National Park’s power production facility, re-install the unit, bringing it to a fully operational state, and provide documentation that unit meets operation check specifications set forth in the Caterpillar Maintenance and Operations Manual.
i. At a minimum, these seven operational checks must be accomplished;

6. INSPECTIONS: The Park Service reserves the right to accomplish in-progress inspections to ensure that their minimum quality standards are met. In addition, during the performance period the contractor shall provide periodic progress reports in writing to the government at the government’s request.
7. WARRANTY: The successful bidder will warranty the quality of work performed for 12 months against defects in workmanship. If warranty work is needed, the contractor will incur all related costs including but not limited to, relocation of unit if necessary, Labor, travel, parts, and per-diem.
8. PERIOD OF PERFORMANCE: The anticipated period of performance for the resultant contract is from 12/17/2022 - 4/1/2023. All work must be completed, and deliverables received prior to 4/1/2023. Generator shall be back in operational status and testing completed no later than 90 days from removal. Glacier Bay National Park shall make the generator available within 2 days’ notice after the award of contract. Contractor prior to starting on-site will initiate contact to the site-representsatives to arrange access to the facility not less than 2 business days prior to arrival.
