STATEMENT OF WORK

BUREAU OF INDIAN AFFAIRS, OFFICE OF JUSTICE SERVICES

UNITED STATES INDIAN POLICE ACADEMY

TRAINING RECORDS MANAGEMENT SOFTWARE

1.0 BACKGROUND

The United States Indian Police Academy (USIPA) is required to track detailed records of training across the entire spectrum of knowledge and “hands on” high liability skills such as firearms, baton, OC spray, Emergency Vehicle Operations (EVO), Physical Tactics, fitness and other highly unique variations that require specific and unique grading and weighting mechanisms to track.

2.0 SCOPE

USIPA needs a commercial-off-the-shelf (COTS), web-based single system of entry for the training information and workflow required to track law enforcement training, testing and certification information. Listed below are the required tasks and capabilities that the web-based system must conform to.

2.1 Must conform to Federal Law Enforcement Accreditation (FLETA) Guidelines.

2.2 The system must be able to hold a complete and detailed transcript for each BIA-OJS employee, including training, certifications, class registrations, test scores, employment history, and documents. The system must be capable of recording performance down to the individual run times and utilize these data to perform complex graduation processing, student awards processing and where applicable automatically refer the student to counseling.

2.3 The program also must be able to store test bank questions, online testing, track, and record assigned lesson plans to include assigned instructor for specific blocks of instruction. In addition, the system must be able to record and maintain question data and analysis, to be able to determine and see instructional error and or question error.

2.4 Must meet stringent security standards as identified by BIA IT such as FedRAMP certified and compliant with Federal Information Processing Standards (FIPS) 140-2 encryption.

2.5 Provide a training record for all officers, tracking classroom, range, physical, and online training.

2.6 The software must be able to specifically track Law Enforcement training data. Items such as blood type, firearm make, model and serial numbers, height, weight, Handedness, uniform size are examples of attributes. In addition to storing these attributes, the solution must be able to utilize them to automate complex workflow, resource and instructor scheduling, registration and other functions requiring information specific to the BIA OJS.

2.7 The solution must be capable of capturing field training data without compromising the security of personally identifiable information (PII).

2.8 The system must provide the live data at a detailed level sufficient for the current and future data calls to support policy decisions and monitor training performance. For example, a recent data requiring the average 1.5 mile run time for female cadets between 20-30 years of age, for the past 3 years. If the data is not present and accessible in the system (solution) significant costs would be incurred to compile the information from paper records.

2.9 The system must provide the required data, forms, and complex workflow for counseling and special counseling. Each cadet that fails and is departed represents a significant cost to the Agency from the point of selection to onboarding, uniform issue and training.

2.10 The system must be able to automate scheduling of multi-week law enforcement training programs, manage student housing and dorm capacity planning. Student housing represents a vital asset to the FLETC Artesia campus. By fully integrating housing and registration the campus can ensure sufficient capacity is available for the scheduled courses and track utilization metrics in real time.

2.11 The system must provide training Enterprise Resource Planning (ERP) functions which will integrate student registration, class tracking, resource management, detailed instructor management, certification management and other functions to optimize the use of constrained resources particularly driving ranges, firing ranges, weapons, and instructional staff.

3.0 PERIOD OF PERFORMANCE

The contractor is to install required software within 180 days after award. Software will be needed for a total of 5 years.

5.0 PERSONNEL REQUIREMENT

All employees expected to work on this project are required to be US citizens and maintain Federal Department of Homeland Security clearance.

6.0 GOVERNMENT FURNISHED INFORMATION

The Government will provide the Contractor access to information and documentation in support of the Academy’s mission.

9.0 TRAVEL

Travel will be primarily within the continental United States to include Alaska, Hawaii, and its territories and will not include international travel. Travel must be in support of BIA-OJS USIPA’s requirements. Some positions will require substantially more travel and some positions will require no travel. All travel will be in accordance with the Federal Travel Regulations (FTR). The contractor will be required to be on site at the U.S. Indian Police Academy, 1300 W. Richey Ave, Bldg. 25, Artesia, NM 88210 to complete the User-Training deliverable.

Implementation Planning by Contractor:

· Describe recommended implementation strategy including on-site coordination and support services, best practice consulting options and professional services.

· Describe the skills and time required by BIA personnel for initial installation and implementation of the proposed system.

· Describe the documentation provided with the product along with applicable costs for any additional documentation.

· Describe relevant experience with installations similar in size.

· Provide a typical implementation schedule.

Software Release/Upgrades and Support by Contractor:

· Describe the managing and controlling of software releases and upgrades.

· Describe all available support models and options for proposed software, including response times (Critical and Noncritical) and any escalation procedures for issues.

11.0 SPECIAL CONTRACT REQUIREMENTS

11.1 ORGANIZATIONAL CONFLICT OF INTEREST

Without prior approval or a waiver, in accordance with FAR 9.503, an awardee cannot simultaneously provide law enforcement assistance or similar support and be a technical performer. Therefore, all contractors as well as proposed subcontractors and consultants must affirm whether they (their organizations and individual team members) are providing law enforcement assistance or similar support to any OJS office(s) through an active contract or subcontract.

If the contractor is providing support or anticipates providing support to BIA, OJS, that creates or represents an actual or potential organizational conflict of interest (OCI), the contractor shall immediately disclose this actual or potential OCI in accordance with FAR Part 9.5. The contractor is also required to complete and sign an Organizational Conflict of Interest Statement in which the contract (and any subcontractors, consultants or teaming partners) agree to disclose information concerning the actual or potential conflict with any proposal for any solicitation relating to any work in any task order. All actual or potential OCI situations shall be handled in accordance with the FAR.

All affirmations must state which office(s) the contractor, subcontractor, consultant, or individual supports and identify the prime contract number(s). Affirmations shall be furnished at the time of proposal submission. All facts relevant to the existence or potential existence of organizational conflicts of interest (FAR 9.5) must be disclosed. The disclosure must include a description of the action the contractor has taken or proposes to take to avoid, neutralize, or mitigate such conflict. If in the sole opinion of the Government after full consideration of the circumstances, a proposal fails to fully disclose potential conflicts of interest and/or any identified conflict situation cannot be effectively mitigated, the proposal will be rejected without technical evaluation and withdrawn from further consideration for award.
