GENERAL: The United States Geological Survey (USGS) at the National Wildlife Health Center (NWHC) located at 6006 Schroeder Road Madison, WI 53711 requires repair of cracks, seal coating, and re-striping of the Main Parking Lot.
BACKGROUND: The NWHC was established in 1975 to serve the nation and its natural resources by providing sound science and technical support regarding wildlife disease, and to disseminate information to promote science-based decisions affecting wildlife and ecosystem health. NWHC personnel study emerging and resurging diseases, wildlife and ecosystem health, zoonotic diseases, and environmental health and degradation. The NWHC is located on 24 acres and maintains offices and high security disease laboratories in the Main Building (MB) and the Tight Isolation Building (TIB).
See attached pictures for additional information. The existing Main Parking Lot has significant deterioration and cracking of the pavement. Most of the parking lot striping has deteriorated to the point of not being visible.
The Main Lot is approximately 60,000 sq ft.
WORK TO BE PERFORMED BY CONTRACTOR: The contractor shall provide all labor, materials, supplies, tools, equipment, and transportation to complete the project. Unless otherwise provided herein, this shall include all services necessary to fill cracks, apply sealcoat, and restripe the Main Parking Lot according to all federal, state, and local codes.
DESCRIPTION: Contractor shall perform the following:
Phase I: Preparation: Contractor shall machine clean and sweep all dirt and loose particles. Treat any oil and gas stains. Clean all weeds and vegetation from cracks. Mechanically rout and fill cracks in Main parking lot indicated on site plan. Routed cracks to be blown free of foreign debris with compressed air. Fill cracks with material compatible with GSB 78.
Phase II: Pothole Repair: Fill and repair any potholes with new Hot Mix Asphalt according to manufacturer’s recommendations.
Phase III: Repair Alligator Cracks: Remove all dirt, dust, and vegetation on alligatored area. Heat alligatored pavement area to a temperature between 290°F and 325°F to soften pavement. Scarify heated softened asphalt with an asphalt rake to a depth of 2 to 3 inches. Add an asphalt binder specified for the repair of alligator cracks at a rate of .20 gallon per square yard while pavement material is still soft and workable. Mix binder into heated softened asphalt with the asphalt rake. Level smooth with rake and compact area with either a plate compactor or asphalt roller. Add additional blacktop material as necessary to assure a smooth, flush finish to adjoining pavement surface.
Phase IV: Sealcoating: Seal coat Main Parking Lot as indicated on site plan. All work to be performed in a clean and workmanlike manner according to National Asphalt Pavement Association (NAPA). This Project calls for two coat application at a minimum. Sand additive shall not be required if GSB 78 is utilized for this Project. All edging to be done by hand and main body of parking area to be machine applied.

Blehert, David S To confirm, are you planning for this work to take place after 4 pm and before 7:30 am? If yes, let's first check with Tom about what type of onsite monitoring might be required. Maybe we won't need any since no one needs to enter any buildings.
Blehert, David S The statement we used in the chiller contract was: "All project work shall occur between the hours of 7:00 AM and 5:30 PM during a standard work week.
