About this file

This Statement of Work (SOW) details an aerial feral hog removal contract for the Dale Bumpers White River National Wildlife Refuge in St. Charles, Arkansas. The U.S. Fish and Wildlife Service seeks a contractor to provide aerial gunning services, including pilot, gunner, firearms, ammunition, and ground support to remove feral swine from the refuge's south unit near Mellwood, AR. The contract anticipates paying for 33-40 hours of aerial operations, with work planned for December 2025 - April 2026 or December 2026 - April 2027, contingent on ideal conditions such as leaf-off periods, high water, or snowfall.

Key deliverables include providing spatial information of the area covered and comprehensive records of feral swine euthanized, targeted but not euthanized, and observed but not targeted. The contractor must be available within 24 hours of notice and begin aerial operations close to sunrise with a full fuel tank. The contract, not to exceed two years, specifies that aerial work will occur after hunting season during late winter/early spring, with the US Fish and Wildlife Service establishing operational areas and public enforcement while explicitly stating they assume no liability for potential damages to the contractor's property during operations.

--STATEMENT OF WORK--

AERIAL GUNNING FERAL HOGS ON DALE BUMPERS WHITE RIVER NWR

Dale Bumpers White River NWR St. Charles, AR 72140

May 2025

Aerial removal of feral swine

The contractor shall provide all equipment and labor to aerially shoot feral swine on areas of Dale Bumpers White River National Wildlife Refuge in southeast Arkansas. This includes pilot, gunner, firearms and ammunition, and ground support during the mission.

All aerial activities shall comply with all federal and state aviation regulations. FWS will be responsible for establishing areas of operations and public enforcement. FWS personnel will determine and coordinate the date and location of all control operations that are to occur.

Before work begins, FWS will provide maps and any pertinent spatial information (i.e. refuge boundary) to the contractor.

The primary focal area for aerial gunning operations will be on the south unit of the refuge (south and west of Mellwood, AR) near Alligator Lake, Scrubgrass Bayou and Ethel.

Availability

Aerial operations will be provided during ideal conditions such as leaf off, high water and/or snowfall. Due to the unpredictability of these conditions, the contractor should be available for aerial operations within 24 hours of notice from refuge personnel between December 2025 and April 2026.

Deliverables

The contractor shall provide the means possible to aerially shoot feral swine, including pilot, gunners, firearms, and ground support (including fuel trailer) to successfully remove as many feral swine within the time frame of each mission. The contractor shall provide spatial information of area covered and records of all feral swine euthanized, targeted but not euthanized, and observed but not targeted.

In order to optimize time spent in the air, aerial gunning should begin as close to sunrise as possible with a full tank of fuel. Ferry time cannot exceed one hour.

We are seeking quotes for an hourly charge for the aerial operations described above with the anticipation of being able to pay for between 33 and 40 hours of aerial gunning, depending on the hourly rate quoted.

Performance Period

The life of this contract shall not exceed two years. This contract shall become effective at the time of approval. Due to the nature of the work, weather conditions and flooding can alter plans. Work shall be conducted in late-winter/early-spring during leaf-off and after hunting season. Therefore aerial work will be planned for December 2025 – April 2026 or December 2026 – April 2027.

US Fish and Wildlife Service does not assume any liability to damages that may occur to the contractor’s property during aerial gunning operations. \
