Statement of Work (SOW) Rescue 1(I02236E) and Rescue 2 (I02236E) Sand Rail Maintenance Summer 2023 The purpose of this procurement is to ensure the following BLM rescue sand rails will remain in service over the 2023-2024 Imperial Sand Dunes Recreation Area season to provide emergency and rescue services.

Although BLM understands there can be unavoidable breakdowns and driver errors that cause damage to the vehicle, the objective of this procurement is to minimize the chance of mechanical failure and ensure vehicles are safe for employee operation. If there is an item on any of the vehicles that vendor believes needs to be addressed to meet the objective of this procurement, and is not addressed below, vendor should notify BLM.

The following is a description of the steps needed to complete this job and receive payment.

Procurement Procedures

1. BLM sends vendor this statement of work (SOW).

2. BLM will coordinate and deliver sand rails to vendor.

3. vendor will review the SOW, each sand rail, and provide an estimate for each vehicle. Each vehicle will have a separate estimate that will match all line items addressed in the SOW. Each estimate will include vehicle license plate number, date, and engine hour meter reading.

4. BLM will complete an internal purchase requisition based on vendor estimate.

5. BLM Contracting Officer will review estimate of work to be completed and notify vendor once purchase requisition contract is awarded. BLM Contracting Officer will authorize work to be completed.

6. In the event that the work exceeds the estimate provided, vendor will notify BLM Contracting Officer and El Centro Field Office so that a modification to the contract can be made.

7. vendor will send BLM (CA State Office and El Centro Field Office) a copy of the final invoice for completed work. Each copy will include at a minimum, but not limited to:

a. Separate invoices for each vehicle for all work completed.

b. Match all of the items addressed in the SOW.

c. An invoice number for each vehicle.

d. Vehicle license plate number.

e. Date.

f. Engine hour meter readings.

g. Clearly understandable notes and documentation for each item in the SOW so BLM can understand what work was completed and the results of work completed.

h. A column for the line-item number that matches the SOW, work description column, parts amount column, labor hour amount column, labor rate per hour, parts total, labor total, and a grand total.

8. vendor will contact BLM to arrange pick up vehicle once work has been completed.

9. BLM will inspect vehicles and compare the SOW to work described in copy of final invoice

10. vendor will submit final invoice through Internet Payment Platform (IPP) for payment.

All removed usable parts will be labeled and returned to BLM to be used in case of emergency during the dunes season.

Specific Known Issues to Be Addressed:

1. Remove Transaxles from Rescue 1 (I02235E) and Rescue 2 (I02236E), and send to Weddle Industries for inspection, service, and repairs. Know issues to be addressed: Rescue 1 (I02235E) Transaxle grinds when shifting from 1st to 2nd and 3rd to 4th gears. Shifting into 4th gear is difficult and transaxle intermittently pops out of 4th gear to neutral position while sand rail is in operation. Reinstall transaxles in Rescue 1 and Rescue 2 once Weddle Industries has completed work.

2. Inspect Radiator Leak on Rescue 2 (I02236E), and repair or replace radiator.

3. Replace muffler exhaust hangers on Rescue 1 and Rescue 2. Inspect exhaust systems and weld/ repair any cracks found on exhaust headers or muffler assemblies. If rubber exhaust hangers are used again, install heat shielding material to increase durability and longevity of exhaust hangers.

4. Add gusseting or replace driver side LP9 light tab on Rescue 1 (I02235E) Light tab has cracked twice and has been welded to repair tab.

5. Install Baja Designs Amber Squadron Wide-Cornering and Driving Lights on Rescue 1 and Rescue 2 front bumper bars. BLM will supply vendor with lights and Axia Alloys Light Mounts. Wire lights into Switch Pros panel by either adding additional switch, or wiring into existing Whip Light switch.

6. Inspect and service shocks.

7. Inspect and replace all airbags as necessary.

8. Drain and replace all engine fluids, and replace all belts and filters.

9. Drain and replace all coolant, brake, clutch, and steering fluids.

10. Replace all hoses (including air, fuel, and coolant) with like kind hoses as needed.

11. Inspect both batteries and replace if necessary.

12. Align front end.

13. Inspect both engines.

14. Inspect and adjust clutch/ shift linkage once transaxle services are completed.

15. Replace air and fuel filters

The following apply to all sand rails vendor will inspect, adjust, repair, replace, or consult with BLM on the maintenance items below. If there are other systems on the vehicle that are in need of maintenance, vendor will consult with BLM for guidance. If there are items that vendor determines will not need maintenance (i.e. recently replaced engine), vendor will advise BLM. At a minimum, vendor will address the following:
