SECTION 09 91 10 - EXTERIOR PAINTING AND TRANSPARENT FINISHES
PART 1 - GENERAL
1.1 SUMMARY
A. This portion of the project represents the painting of all exterior surfaces of two single family homes and three duplex apartments. Many of the painted surfaces show signs of cracking and pealing. The five structures were constructed in 1993, 15 years after lead based paint was outlawed. Lead base paint is not suspect. See the end of this section for a Color Schedule and the Drawings for colors and locations. Samples must be provided in the field for Contracting Officer’s approval prior to removal of the existing paint and prior to the application of any new paint. Allow maximum time for review, do NOT hold to last minute close to arrival at site.
B. This Section includes surface preparation and the application of paint systems on the following exterior substrates:
1. Steel doors
2. Cedar wood trim
3. Cedar wood lapboard sidings.
1.2 SUBMITTALS
A. Product Data: For each type of product indicated, include manufacturer’s printed statement of VOC content.
B. Samples: Provide drawdown for each finish, each color, and for each texture specified, include formula for each combination. See Color Schedule at end of this specification.
C. Product List: Printout of current "MPI Approved Products List" for each product category specified in Part 2, with the proposed product highlighted.
1.3 QUALITY ASSURANCE
A. MPI Standards:
1. Products: Complying with MPI standards indicated and listed in "MPI Approved Products List."
2. Preparation and Workmanship: Comply with requirements in "MPI Architectural Painting Specification Manual" for products and paint systems indicated.
B. Mockups: Apply benchmark samples of each paint system indicated and each color and finish selected to verify preliminary selections made under sample submittals and to demonstrate aesthetic effects and set quality standards for materials and execution.
1. Contracting Officer will select one surface to represent surfaces and conditions for application of each paint system specified in Part 3.
PEVI – 224362, 224363 09 91 10 - 3
a. Vertical and Horizontal Surfaces: Provide samples of at least 100 sq. ft.
b. Other Items: Contracting Officer will designate items or areas, as required.
2. Final approval of color selections will be based on benchmark samples.
a. If preliminary color selections are not approved, apply additional benchmark samples of additional colors selected by Contracting Officer at no added cost to the Government.
1.4 EXTRA MATERIALS
A. Furnish extra materials described below that are from same production run (batch mix) as materials applied and that are packaged for storage and identified with labels describing contents.
1. Quantity: Furnish additional paint for each material and color as outlined below:
a. P1: Siding, each color – 1 gallon
b. P2: Door, Windows, edge trim each color – 1 gallon
c. P3: Vinyl shutters each color– 1 pint
PART 2 - PRODUCTS

PEVI – 224362, 224363 09 91 10 - 4
B. Maximum Moisture Content of Substrates: When measured with an electronic moisture meter as follows:
1. Wood: 15 percent maximum.
C. Verify suitability of substrates, including surface conditions, and compatibility with existing finishes and primers.
D. Replace decayed cedar trim boards around doors windows.
E. Begin coating application only after unsatisfactory conditions have been corrected and surfaces are dry.
F. Beginning coating application constitutes Contractor's acceptance of substrates and conditions.
3.2 PREPARATION AND APPLICATION
