However, the Government reserves the right to discuss submissions with any or all offerors submitting a technical and price proposal, if it is determined in the best interest of the Government to do so. In order to be considered technically acceptable, the proposal must be rated Acceptable for each factor. An Unacceptable rating for any one factor or subfactor makes the entire proposal unacceptable.
The quotes will then be ranked by price from lowest to highest. If the lowest priced offeror conforms to the solicitation, and is found to be “technically acceptable” as a result of meeting or exceeding the acceptability standards for the technical factors, and is otherwise responsible and eligible for award, then a recommendation for award will be made for that offeror.
EVALUATION OF PRICE
A price evaluation will be performed to determine the reasonableness of the proposed total price contained in the contract price schedule in comparison to other price proposals received, as well as to the Independent Government Estimate, and any other information deemed useful.
