ROADWAY DUST CONTROL TREATMENT
Spring 2022
WORK REQUIREMENTS
1. GENERAL
1.1. Summary of Work – The work covered by this contract is for the supply and application of 359 tons of a high-grade magnesium chloride dust control product. Contract includes material supply, delivery, and surface application on the roads identified in Section 3.
Prep work will be performed by others prior to the application.
1.2. Schedule – The treatment area consists of six different road segments. Delivery is to be divided into three to four separate trips over a period of three weeks. Tentative delivery window is April 4 – April 29, 2022. Specific delivery dates will be coordinated with
Contracting Officers Representative after contract award.
1.3. Measurement – Dust control product shall be measured in tons. A printed weight ticket showing the date, type of material, and net weight shall be provided for every load.
Contractor shall provide one copy of each weight ticket at the time of delivery and attach one copy of each ticket to invoice submitted for payment.
1.4. Pay Quantity – Payment amount shall be determined by multiplying the bid unit price times the actual quantity delivered. Unit price shall include all costs associated with the supply and application of the material including, but not limited to, product purchase, freight cost, labor, equipment, permits, overhead, and profit. No payment will be made for material in excess of the contract quantity unless a contract modification is approved in advance by the Contracting Officer.
2. MATERIAL REQUIREMENTS
2.1. Dust Control Product – Aqueous solution containing at least 30% magnesium chloride intended for use as a dust control agent and soil stabilizer. Product is marketed under various proprietary trade names such as DustGard and Road Saver.
2.2. Quality Assurance – Supplier must certify in writing that the product contains at least 30%
Magnesium Chloride. Material Safety Data Sheets shall be provided in advance.
3. EXECUTION REQUIREMENTS
3.1. Sequencing and Scheduling: Upon contract award, delivery schedule will be finalized.
Trip breakdown is detailed as follows:
Delivery #1: A total of 127 tons for treatment of 6.2 miles of Kane Creek Road (Blvd).
Truck staging area is large gravel parking lot located just past the end of the pavement. (GPS Coordinates: N 38.532770, W 109.600615)
Delivery #2: A total of 101 tons for treatment three road segments (Fisher Towers Road, Lower Onion Creek Campground Rd. and Onion Creek Rd.) totaling 4.1 miles. Truck staging area for all three segments is large parking area located at Lower Onion Creek Campground. (GPS coordinates:

Delivery #3: A total of 76 tons for treatment of 3.0 miles of Sand Flats Road. Truck staging area is large, gravel parking area located near start of treatment section. (GPS coordinates: N 38.737428, W 109.360428)
Delivery #4: A total of 55 tons for treatment of 1.3 miles of Ken’s Lake Road (BLM/San

Note: Delivery #4 can be scheduled for the same date as Delivery #2 or #3 if vendor prefers.
3.2. Equipment: Material is to be applied by truck mounted spray bar with sufficient pressure, controls, and spray heads to ensure an even application rate over the width being treated,
3.3. Application Rates: Rates vary between 0.3 to 0.5 gallons/square yard over the different road segments. Operator must verify application rate for each of the seven different roads on the day of treatment.
3.4. Special Requirements: There are a few (2 – 4) short sections of Kane Creek Road that lie within proximity to pre-historic rock art panels. There is concern about the potential deleterious effect of the Magnesium Chloride compound on the rock art. Application of the dust control solution must be suspended for a short (100 feet +/-) section of roadway at these locations. Each section will be clearly marked with cones, paint, flagging or similar visual indicators prior to the scheduled application date. Operator of the applicator truck is responsible for ceasing application of product at each identified area. Government representative will physically identify the “no-spray” areas to the operator on the day of application.
