MINIMUM SPECIFICATION SHEET

FIBER CLEAVING SYSTEM

1. Scope:

This specification defines the minimum requirements for a new Laser Fiber Cleaving System for the Electronic Fabrication Division.

2. Application:

The Laser Fiber Cleaving system along with its accessories will be used to terminate optical fiber for fiber optic assemblies.

3. Requirements. The laser fiber cleaving system shall be a bench-top system with the following features and capabilities as a minimum:

3.1 Unit: - The laser fiber cleaving system cabinet shall be of a rigid construction and have any necessary shielding to protect internal components and functions from damage from external forces. And at the same time protect operators and other personnel in the vicinity from any harmful rays or hazards associated from the laser performing the cleaving process.

3.2 Capabilities:

- The laser fiber cleaving system shall be capable of cleave angles ranging from 0 to 45 degrees as a minimum with reproducibility of +/- 0.2 degrees.

- The laser fiber cleaving systems shall be capable of cleave height of 60-90 µm for 1.25 mm ferrules, 80-120 µm for 2.5 mm ferrules and 180-200 µm for MTP ferrules.

- The laser fiber cleaving systems shall support the following Simplex connectors: flat 2.5 mm and 1.25 mm ferrules, pre-radiused or pre-angled APC ferrules and step, cone or pencil Bare ferrules.

3.1.8 Accessories The laser fiber cleaving system shall include adapters for Lucent Connector (LC) And Straight Tip (ST).

3.1.9 Machine Size: The laser fiber cleaving system shall not require a foot print greater than 24” by 24” so that it can be set-up and used on a standard depot work table which is 72”wide x 36” deep.

3.2 Utilities: The laser fiber cleaving system shall operate on 120 VAC, single phase, 60 cycle power. The crimp inspection system shall rely on regular shop air if it has a compressed air requirement. Shop air is approximately 90-

100 PSI.

4. Safety:

The laser fiber cleaving system shall meet all requirements set forth in IEC 60825-1(2002 and comply with CFR

1040.10 except for deviations per Laser Notice No. 50, July 2001 Key Feature #4. It shall also be compliant with CSA/UL/IEC 61010-1 All energy control sources shall have the capability of being locked out and tagged out. The contractor's manuals shall detail the lockout/tag out procedures which are required to bring the soldering machine to a zero mechanical state for maintenance or service procedures. Procedures to return from the zero mechanical state to full operational capability shall also be provided.

5. Documentation:

The contractor shall provide two sets of commercial manuals with the laser fiber cleaving system. This documentation shall be provided at the same time as the machine delivery.

6. Warranty:

The equipment furnished under this specification shall be warranted for parts and labor for a minimum of 1 year from the date of acceptance. IN THE CASE OF ANY COMPONENTS OR SUBSYSTEMS WHICH COME WITH

A WARRANTY FROM THE MANUFACTURE THAT IS LONGER THAN A YEAR, THAT WARRANTY

WILL BE PROVIDED TO THE GOVERNMENT WITH THE OTHER REQUIRED DOCUMENTATION. THE

EXISTANCE OF WARRANTIES FOR COMPONENTS OR SUBSYSTEMS WHICH HAVE A DURATION OF

LONGER THAN ONE YEAR IN NO WAY NEGATES OR DIMINISHES THE RESPONSIBILITY OF THE

CONTRACTOR FOR PROVIDING WARRANTY OF THOSE COMPONENTS OR SUBSYSTEMS FOR A

PERIOD OF ONE YEAR AFTER THE DATE OF ACCEPTANCE. There shall be single contractor accountability to prevent confusion of responsibility if a problem or breakdown occurs.

(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or

(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).

Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.

Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.

Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.

Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.

This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

(c) Exceptions. This clause does not prohibit contractors from providing--

(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(d) Reporting requirement.

(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services, and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services.

(e) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial items.
