Scope of Work
Berm Repair and Fairbanks Spring Outflow Channel Maintenance at Ash
Meadows National Wildlife Refuge
Fairbanks Spring flows roughly north to south beginning just inside the north boundary of the
Ash Meadows National Wildlife Refuge (AMNWR). Prior to AMNWR establishment, outflow from the springs was channelized for irrigation conveyance in the mid 1900’s. In 2010, restoration work was completed to restore some of the natural flow and habitat of the channel.
The restored channel was reinforced with a berm and rock in other sensitive areas to protect against flood damage. Following successive flood events in 2023 and 2024, these channel improvements are in need of maintenance.
Contractor will provide aquatic restoration specialist(s) with equipment operator experience to complete work as directed by USFWS (Refuge Manager, Fish Biologist or Complex Management staff) on site. Operator(s) must be highly experienced in aquatic restoration project design and implementation, including documented success in delicate heavy equipment operation in sensitive wildlife and plant habitats. Must have experience successfully working in systems with
ESA listed plant and desert ESA listed plants including Spring-loving centaury (Centaurium namophilum) Threatened and ESA listed Desert spring fish including Ash Meadows Amargosa pupfish (Cyprinodon nevadensis mionectes). Endangered and Ash Meadows speckled dace (Rhinichthys osculus nevadensis)Endangered.
Use minimal mechanical equipment and fill to close the outflow of water through roughly 50-yard length of berm on the west side of the Fairbanks channel (holes appear to be concentrated in 20 feet area). Equipment (mini-excavator) will stay in dry areas and compact soil on the berm. Holes will be filled and compacted and materials may be placed to improve the structural integrity of the berm and protect it from future damage. Emergent aquatic vegetation will be removed to open channel. Downstream debris dam and sediment will be removed from the west side of the channel by picking up material with mini-excavator and placing it on the west bank several feet back from the water’s edge. This material may also be transported to the adjacent dry ditch restoration area south of the berm to use as fill.
Conduct maintenance and repair work on the Fairbanks Spring outflow channel
(approximately .25 mile). Use government-furnished equipment (mini-excavator and long-reach excavator) to perform sediment, debris, and vegetation removal and improve channel and berm stability. Equipment will be brought in from south end of the refuge or northeast side from the cable road/dry Bagozzi channel. Work will be completed on the east and west sides of the channel, as necessary. Likely at least one channel crossing will be needed to complete work, but possibly two to three if equipment is staged on the west or south side of the channel.
Contractor will repair the berm to close breaches and holes, deepen channel, recontour side channels, fill downstream breach ditch sink, recontour island, remove emergent aquatic vegetation, and completely remove debris dam and areas of sediment deposition if needed.
Armoring of the channel banks in the berm areas may be conducted, with offsite rock delivered by AMNWR staff near the channel via the cable road. Additional scope may include work to recontour and develop catchments in the lower Bagozzi channel where it intercepts the
Fairbank Spring outflow channel. AMNWR staff will be on site to coordinate operations, monitor water quality, conduct fish, wildlife, and plant inventories, fish salvage, and revegetation of impacted areas.
Heavy equipment, fuel and materials that may be needed for the work such as crane mats, sandbags, pumps and hoses furnished by USFWS. DOI equipment training allowing operation of agency equipment will be provided by USFWS.
The period of performance will begin in September 1, 2024 through August 30, 2025.
Additional necessary work may be identified during project implementation. Contract may be modified to include additional project phases.
The contractor shall develop and maintain effective quality control measures to ensure services are performed in accordance with this Statement of Work, including adhering to the schedule. All deliverables will be provided to the Service.

"The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract."
(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:
