1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

To prophylactically treat many of our elm trees on the National Mall and in many of our surrounding memorial parks with the specialized fungicide Arbortect 20-S.

2. Sole Source Justification rationale (Check one and explain below):

Only one responsible source.

Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

X Other- Brand Name (Arbortect 20-S)

Explain: The Arbortect 20-S has an effectiveness rate at over 90% whereby the next best competitor has an effectiveness rate much lower (closer to 10% based on last research). macro-injection of Arbotect 20-S (Thiabendazole Hypophosphite: 2-(thiazol-4-yl) benzimidazole), EPA Registration No. 100-892fungicide under pressure into the vascular system of American elms to prevent or control Dutch Elm Disease (DED). This work shall be conducted in accordance with local, state, and federal pesticide applications laws and regulations. The work shall be completed in conformance with American National Standard for Tree Care Operations - Tree, Shrub, and Other Woody Plant Maintenance - Standard Practices, ANSI A300 (Part 10) - 2016 Integrated Pest Management, ANSI A300 Best Management Practices: Tree Injection, 2015, and ANSI Z133-2017 American National Standard for Arboricultural Operations—Safety Requirements.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

The National Mall and Memorial Parks maintain well over 600 American elm trees on the National Mall alone. We maintain thousands of elm trees throughout our park. We have used Arbortect 20-S with great experiences on elm trees throughout our park for years and do not want to change our recipe for success. Although we are specific as to what product we use, the contractor invitation list is open to the public through SAM.gov.

The US Forest Service published an abstract documenting their attempts to save American elm trees from Dutch Elm Disease. It wasn’t until Arbortect 20-S was developed and introduced to their elm trees on the Glenwood Estate that acceptable levels of Dutch Elm Disease control were achieved. They have been treating the original elm trees there with Arbortect 20-S for nearly 40 years and the trees have nearly doubled in size since the original treatment.
