PROJECT DESCRIPTION
Rehabilitation of Grass Areas at Visitor Center PROJECT Statement of Work (SOW)
NATIONAL PARK SERVICE
03/04/2021
GRASS APPLICATION AND HYDRO-SEEDING
PART 1 GENERAL
1.01 SCOPE OF WORK
A. Project is located at Minuteman Missile National Historic Site – Visitor Center Maintained Landscape, located at exit 131 off Interstate 90. (Attachment A)
a. Address: 24545 CottonWood Rd, Philip, SD 57567
B. Period of Performance will be 45 days.
a. the government expects contractor to complete work within one week’s time once commencing between 19 April 2021 and 3 June 2021 as long as weather and grounds are suitable to support proper grass seeding..
C. The project will consist of the application of 400 pounds native Northern Grassland specific park supplied grass seed. Park staff will prepare the areas that require the application of native grass seed with the installation of topsoil, tilled and smoothed. Contractor will utilize a harrow pulled behind an All-Terrain Vehicle (ATV) to create furrows for native grass seed. Contractor will apply approximately ¾ of park supplied 400 pounds of native Northern Grasslands grass seed mix for the one acre of ground disturbed area by broadcasting the grass seed utilizing hand spreader or ATV mount grass spreader. Once disturbed areas have had the native grass seed applied, contractor will rake the broadcasted seed into the soil. Remaining ¼ of park supplied native grass seed will be mixed for Hydro-seeding application over the one-acre areas.
D. The CONTRACTOR shall furnish all labor, materials, equipment, and incidentals necessary to provide vegetative cover to all disturbed areas as shown on the Drawings (Attachment B) and as specified herein.
a. Limited water souce on site. Closes water is 20 miles away at Wall, SD.
1.02 SUBMITTALS
A. Submit to the COR for review for all materials and equipment furnished under this Section, including seed mixtures and product label information.
B. Mulch Blend for Hydro-seeding application, a hydraulically-applied, erosion control product category of Hydraulic Mulch (HM) – Blend.
C. Tackifier – Nontoxic linear anionic polymer, hydrophilic.
PART 2 PRODUCTS
2.01 MATERIALS
A. Mulch shall be of the following:
1. Fiber Mulch Blend – 70% Thermally Refine Virgin Wood Fibers and 30% Cellulose Fibers
a. Specifies a hydraulically-applied, erosion control product category of Hydraulic Mulch (HM) – Blend. The Blend HM must be 100% biodegradable, non-toxic, made in the United States and composed of 100% recycled thermally refined (within a pressure vessel) virgin wood fibers and cellulose fibers. The HM shall be phytosanitized, free from plastic netting, and upon application form an intimate bond with the soil surface to create a continuous, porous, absorbent and flexible erosion resistant blanket that allows for rapid germination and accelerated plant growth. Product applied at 2,500 pound per acre. Mix and apply following manufactures recommendations. (Profile Blend or equal).
B. Tackifier shall be of the following:
1. Tackifier
a. Non-toxic linear anionic polymer, synthetic, free of weed seed and organic containments, bonding mulch matrix to the soil. (JRM Chemical Hydrobond or equal).
PART 3 GRASS SEED APPLICATION
A. Utilize All Terrain Vehicle (ATV or UTV), with a drag harrow to break soil surface to allow grass seed penetration. Apply 75% of park supplied native grass seed at 4 pounds per 1,000 square feet, utilizing a hand, ATV, Tractor Mounted Drop Seed Broadcast Spreader. Utilizing a hand rake or harrow drag over surface to embed the native grass seed.
PART 4 HYDROSEEDING
A. Strictly comply with equipment manufacturer's installation instructions and recommendations. Use approved hydro-spraying machines with fan-type nozzle (50-degree tip). To achieve optimum soil surface coverage, apply HM from opposing directions to soil surface. Rough surfaces (rocky terrain, cat tracks and ripped soils) may require higher application rates to achieve 75% cover. Slope interruption devices or water diversion techniques are recommended when slope lengths exceed 15 feet (4.5 m). For application on slopes steeper than 4H:1V, slope interruption lengths may need to be decreased based on actual site conditions. Not recommended for channels or areas with concentrated water flow. No chemical additives with the exception of fertilizer (15-25-10 having 50% Neutralene slow release nitrogen applied at a rate of 400 pounds per acres, uniformly mixed in hydromulc slurry.
B. Mixing: A mechanically agitated hydraulic-application machine is recommended:
1. Fill 1/3 of mechanically agitated hydroseeder with water. Turn pump on for 15 seconds and purge and pre-wet lines. Turn pump off.
2. Turn agitator on and load low density materials first (i.e. seed).
3. Continue slowly filling tank with water while loading fiber matrix into tank.
4. Consult application and loading charts to determine number of bags to be added for desired area and application rate. Mix at a rate of 50 lb of HM per 100 gallons (23 kg/380 liters). Contact Equipment manufacturer to confirm optimum mixing rates. Add grass seed mix, applicable to rate application per acre.
5. All HM should be completely loaded before water level reaches 75% of the top of tank.
6. Top off with water and mix until all fiber is fully broken apart and hydrated (minimum of 10 minutes — increase mixing time when applying in cold conditions). This is very important to fully activate the bonding additives and to obtain proper viscosity.
7. Add fertilizer
8. Shut off recirculation valve to minimize potential for air entrainment within the slurry.
9. Slow down agitator and start applying with a 50-degree fan tip nozzle.
10. Spray in opposing directions for maximum soil coverage.
C. Application Rates: These application rates are for standard conditions. Designers may need to increase application rates on rough surfaces. Consult application and loading charts to determine number of bags to be added for desired area and application rate.

PART 5 QUALITY ASSURANCE
A. All material shall be delivered to the job site in unopened containers with the containers label clearly visible. Emptied material packaging is to be delivered to the COR to verify specified rates of material have been applied.
PART 6 CLEANING AND PROTECTION
A. After application, thoroughly flush the tank, pumps and hoses to remove all material. Wash all material from the exterior of the machine and remove any slurry spills. Once dry, material will be more difficult to remove.
B. Clean spills promptly. Advise owner of methods for protection of treated areas. Do not allow treated areas to be trafficked or subjected to grazing.
