About this file

This document is a Project Specifications file for the Saint Croix National Scenic Riverway's Lower District Maintenance Shop rehabilitation project (PMIS 344568). The project involves comprehensive renovation of a 40' x 100' pre-engineered metal building originally constructed in 1979, located in Dresser, Wisconsin. The base scope includes replacing the entire exterior envelope (steel siding, roofing, insulation), installing new windows and doors, replacing existing heating systems with new gas-fired radiant heaters and a heat pump air handler split system, and adding exhaust fans.

The solicitation includes two optional renovation scopes: Option 1 focuses on bathroom and breakroom renovations involving demolition and replacement of fixtures, walls, ceilings, and lighting; Option 2 covers office space renovation with similar improvements. The project has a 120-calendar day performance period, with an expectation that on-site work will be completed within 60 consecutive work days. The contract requires a single point of contact with consistent on-site supervision, and contractors must coordinate materials, equipment, and labor prior to construction start. The project is being managed by the Department of the Interior's National Park Service Midwest Region under solicitation number 140P6025B0005.

PART 1 - GENERAL

ITEM 1 - DESCRIPTION OF WORK

1.1 Background: The building is a Star Manufacturing pre-engineered metal building which was originally built by the NPS in 1979. The structure is 40' x 100', with 36'x 40' finished as an administrative space including offices, bathrooms, and a breakroom. The other 64' x 40' is unfinished shop space. The building has had very little maintenance since 1979. Known work includes exterior painting 2003, roof replacement 2009, concrete floor patching 2005 and window and door replacements at unknown time(s). Exterior steel siding and interior Insulation are believed to be original 1979. The building and grounds currently serve as a maintenance facility, multiple divisional storage, as well as the Midwest Region Radio program manager's office space and is not open to the public.
