About this file
This is a Statement of Work (SOW) for engine replacement services on a 2008 JCB Backhoe Model 3CX operated by Colonial National Historical Park. The contractor must pick up the backhoe from Yorktown Maintenance Yard in York County, Virginia, remove and replace the non-functioning engine (which appears to have a thrown rod), address any unforeseen mechanical issues related to engine repair, and return the equipment to the designated location. All labor, tools, equipment, materials, parts, and supervision are contractor-provided. Work must be completed within 60 business days after award, with delivery and pickup coordinated during the Park's normal business hours (7:30 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays).
The contractor must be qualified and authorized to work on JCB equipment and must submit proof of this qualification, replacement engine specifications, and a complete firm-fixed-price quote including applicable core charge credit with their proposal. The contractor is responsible for obtaining approval from the Contracting Officer before performing any work that exceeds the contracted amount, protecting government property from damage, and repairing any damage caused during performance. All work must comply with OSHA, state and local safety laws, and EPA regulations regarding hazardous waste disposal. The contractor must maintain workers' compensation insurance and liability insurance per state regulations and submit proof to the Contracting Officer. The government will conduct final inspection upon completion, and payment will be processed after confirmation that all performance deficiencies have been corrected. The contractor should maximize the core charge credit for the removed engine and include this credit in their proposal.
