Scope of Work
Pest Mitigation of Administration Building and Visitor Center:
Rodent Inspection, Exclusion, and Cleanup Florissant Fossil Beds National Monument
1. Summary of Work
The contractor shall inspect the Florissant Fossil Beds National Monument (FLFO) Visitor Center and Administration buildings to identify rodent entry points, restrict rodent entry by sealing these entry points, and safely clean all evidence of rodent occupation of interior space. The contract includes a re-check followed by re-sealing if necessary, 90-100 days after completion of initial sealing.
2. Objective
The objective of this contract is to protect the health and safety of employees and visitors by reducing the risk of the transmission of Hantavirus and other rodent-transmitted diseases through eliminating rodent access to the building interior.
3. Background
The FLFO Administration building is a 2,736 square foot (SF) modular structure manufactured in 2004 and stitched together on-site with a vented, dirt floor crawl space.
There are five oƯices, kitchen space, two bathrooms, a janitorial closet, a conference room and open general purpose space. The access to the crawl space is through a hatch in the floor of the utility room. Working in the crawl space requires navigating in a low height environment around piers and plumbing.
Live rodents and droppings have been found in the Administration building. Rodents are routinely heard above the drop ceiling – this is the primary area requiring cleaning. The park plans to replace the drop ceiling in 2026.
The FLFO Visitor Center (VC) is a 4,633 SF facility constructed in 2012 on a slab with radiant heat. This building has 3 main public open spaces, three oƯices, and a restricted storage area. Rodents have been discovered in the boiler room and caught in sticky traps. There are multiple penetrations to the exterior in the boiler room that will require inspection by the contractor to determine the point of rodent entry.
4. Required Tasks
All tasks below include both the Administration building and the Visitor Center unless otherwise noted.
4.1. Initial Inspection and Set Traps
4.1.1. The contractor shall physically inspect each building and identify areas of possible rodent entry. Any point that would permit the entry of a deer mouse or any other rodent shall be identified. Contractor may mark all points to be sealed using non-permanent marking methods to ensure that all are addressed during sealing. Inspection shall cover points of entry at all heights, including penetrations at the upper height of building walls and at the wall/roof intersection, and utility conduits.
4.1.2. The contractor shall set and bait snap traps in appropriate locations to catch any live rodents in the building. This task shall be performed after entry point sealing (below). NPS will check and dispose of traps between the time the contractor sets the traps and the 90-day check visit. No other type of traps will be allowed. Traps should be baited with peanut butter or other appropriate bait by the contractor and suƯicient traps shall be placed to cover potential rodent areas.
4.2. Entry Point Sealing
This item includes all materials, equipment, labor, etc. necessary to seal all discoverable openings in both buildings allowing rodent intrusion.
4.2.1. Seal all penetrations using appropriate materials to prevent rodents from gaining entry. Use the following materials as appropriate: woven copper mesh, polyethylene ¼ diameter backer rod, insulating polyurethane foam sealant, and elastomeric latex acrylic based sealant. Use commercial grade products, and rodent-specific products where available. The contractor shall include price for all sealant necessary – this item is not quoted on a unit basis.
4.2.2. Take one photograph of each point or area of sealing and provide these photographs to NPS in a document with a label for each photograph describing the type of sealing performed.
4.2.3. Replace door sweeps and weatherstripping as necessary to seal all gaps to prevent rodent entry. Use Xcluder or approved equivalent products for door sealing.
4.3. Rodent Contamination Clean Up
4.3.1. All cleaning shall follow CDC recommended procedures and use CDC recommended disinfectants to ensure safety for the contractor and NPS employees. The contractor is responsible for ensuring the safety of their personnel including proper personal protective equipment.
4.3.2. Contractor shall clean up all areas where signs of rodent activity are present, including removal of dead rodents, droppings, nesting material and appropriately disinfect.
4.3.3. In the Administration Building, the contractor shall remove and clean all drop ceiling tiles. Preparation for this portion of cleaning shall include, but is not limited to, covering all employee workspaces in plastic sheeting to protect all workspaces, storage areas and equipment.
4.4. 90-100 Day Check
4.4.1. Perform follow-up investigation, identify whether additional rodent intrusion is occurring, and perform additional sealing, cleaning, and disinfection as necessary.
