SECTION 1.0 BACKGROUND

1.1 Boarding House Park is part of the historic Cultural Landscape of the Boott Cotton Mills complex, located at 40 French St, Lowell MA. The Park is owned and operated by the National Park Service and serves as a focal point for seasonal events attended by municipal, State, and international guests. The current irrigation system was installed in 1987. The valve system is failing and now obsolete and needs replacement.

SECTION 2.0 SCOPE

2.1 The contractor shall provide all necessary personnel, equipment, tools, materials, training, supervision, licenses, and other items necessary to replace outdated irrigation boxes and valves in Boarding house park. Work will include the removal of old boxes and valves, installation of new larger boxes with ballast, installation of new valves and associated fittings, reconnection and/ or repair of existing wiring and pressure testing of the new system with existing remote-control system. There are a total of five boxes and nine valves that will need replacement.

SECTION 3.0 OBJECTIVES

3.1 To promote healthy well-maintained turf, visitor satisfaction with the improved space and a marked reduction in water usage by replacing the antiquated leaking valves with new water efficient models that can be easily replaced.

SECTION 4.0 TASKS SEQUENCED

4.1 All irrigation boxes are to be removed and replaced with larger boxes both taller, and wider; (33*24*15). Boxes shall be sized to provide ample room for repairs and replacement of valves and associated fittings. Existing pipe entering boxes shall be cut, capped, and preserved appropriately for use in newly installed boxes.

4.2 Install ballast; ¾ inch stone for drainage inside each valve box. Minimum of three inches of ballast required.

4.3 All valves shall be upgraded to valves compatible with current Hunter Pro C control system that is in place. Valves shall be normally closed type and must have manual bleed nut and manual flow control.

4.4 Shut off PVC ball valves shall be installed on either side of water line coming in and out of valve controls for easier isolation of control values. New Control valves to be installed with quick connects on either end for easy removal for future repairs or replacement.

4.5 All connections on main line, laterals, valves, and sleeves connections shall be solvent weld with primer and PVC glue. No compression fitting shall be accepted

4.6 Contractor shall use existing wiring for connection to new control valves. Contractor shall make any repairs or replacement to wires necessary at valve box site for the successful operation of the system.

4.7 Following installation, a full head of water shall be used to flush out the system.

4.8 With valves in place, the system shall be brought to 70 PSI and gauged at its highest point for twenty-four 24 hours. If pressure losses occur, the leaks shall be repaired, and the pressure test repeated until no leaks occur. The pressure test must be scheduled with the Park Contracting Officers Representative (COR) present. The COR shall be present after the 24-hour period to validate this and subsequent tests.

4.9 All excavations shall be filled with fine earth materials, free from rocks and large organic matter. Settling shall be corrected so that the excavated areas remain at the same grade as adjacent areas. A premium topsoil and grass seed approved by the park COR shall be spread around all disturbed work area. Any damage to other surrounding areas of turf from equipment or otherwise shall be repaired in this manner.

SECTION 5.0 SPECIAL CONDITIONS/REQUIREMENTS

5.1. Boarding House Park is a high visitation area. Park Operations schedules must be taken into consideration so as to have the least disruption to programming and staff working on site. Park COR will coordinate with contractor.

5.2. All Park visitors and Contractors are encouraged to conduct themselves in a manner befitting the dignified nature of the National Historical Park. Regulations in 36 CFR parts 2 and 5 and prohibit littering, disturbing or damaging natural and cultural resources, engaging in recreational activities, engaging in disorderly activities, and engaging in commercial activities.

5.3. The contractor shall conduct his/her operations in conformance with the rules and regulations of the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent of Lowell National Historical Park.

5.4. No signs or advertisements shall be displayed on the construction site or within the park unless approved by the park COR. Work Safety zones and directional signs will be approved as necessary by COR.

SECTION 6.0 GOVERNMENT FURNISHED PROPERTY

6.1 The Government will furnish an irrigation map of the Boarding House Park (see attachment)

SECTION 7.0 PLACE OF PERFORMANCE

CONTRACTOR’S USE OF PREMISES:

1. Contractor may park vehicles in the public parking areas in a manner which does not interfere with site visitors or site employees within Lowell National Historical Park. Contractor is responsible for costs and logistics of parking in public areas. Discuss parking options with COR prior to commencing work.

2. Public restrooms will be available for the contractor’s employees to use but not specifically between the contracting hours of 7:00 am to 4:30 pm.

Common housekeeping rules apply; note: the use of facilities may be prohibited if determined necessary by COR. An onsite portable restroom is recommended. Location of unit must be approved by Park COR.

3. Special Events: The Park holds special events in the park. If a special event is required to occupy space within any part of the Project Area, the COR will coordinate with the Contractor to minimize impact on the work and avoid delays.

4. All work shall be completed with no damage to the surrounding property, vegetation, and site furnishings. Any on site damage caused by the contractor, shall be repaired at the expense of the contractor.

5. Attendance to the posted site visit for this request for proposals is highly recommended.

Section 8.0 PERIOD OF PERFORMANCE

9.1 PERIOD OF PERFORMANCE

1. All on site work must be accomplished between 10/01/23-11/10/2023 to accommodate park events

2. Work Hours: Work shall generally be performed during the normal business hours of 7:00 am to 4:30pm, Monday through Friday, except when otherwise approved by COR upon request. Early-morning work is not permitted. Work on Saturdays, Sundays, and Federal holidays may not be performed without prior consent from the project COR.

9.0 SUBMITTALS______________

10.1 Division 01 documents: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. Contracting Officer will notify Contractor of tentative date for the Pre-Construction Conference.

1.Letter designating Project Superintendent.

2.Construction Schedule.

3.A comprehensive breakdown of the Schedule of Values.

4.Accident Prevention Plan. (Site specific safety plan) 5.A list of Subcontractors for this project.

6.Written statements from subcontractors certifying compliance with applicable labor standard clauses.

7.Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.

10.2. Technical product sheets for selected:

a. Valves

b. Boxes

c. Associated fittings Products shall be approved before installation.

10.3 Follow submittal process outlined in the solicitation. Further direction will be given by the Contracting Officer at the post award pre-construction conference.

Section 10.0 SAFETY

11.1 All work shall be performed according to the safety guidelines of the following:

OSHA, MA, and Municipal safety work standards and regulations.

11.2 A construction safety zone shall be established around work before commencing.

11.3 In the event of an EMERGNECY call 911, Park dispatch and park COR.

Any unsafe condition shall be reported immediately to the park COR

11.4 COVID-19 safety. All contractors will be required to follow the Department of the Interior, National Park Service current guidelines.

11.5. Accident Prevention Plan submittal. This plan is a site-specific safety plan and shall incorporate on site conditions for safety associated with the tasks and personnel involved with the project.
