OBJECTIVE: The specification for this work is for the outfitting of two 2023 Ford F150 Responder Edition Pickup Trucks for use by National Park Service Law Enforcement Officers at Badlands National Park (BADL). These vehicles will be installed with industry standard police purposed equipment. These vehicles were delivered with no pre-installed Law Enforcement specific vehicle equipment from GSA. The specifications are written to meet the needs of Badlands National Park. Additional guidance is provided by Reference Manual-9, Chapter 34, Law Enforcement Vehicles. BADL is requesting the vendor will procure and install the requested parts for each vehicle.
GENERAL INSTALLATION GUIDELINES: Due to the unique needs and specialized uses of police vehicles it is necessary the selected vendor be experienced with the installation of Police/Law Enforcement and Emergency vehicle components. Standardization of installation amongst both vehicles unless otherwise stated is required. The vendor will install and configure all parts in accordance with Police Vehicle industry standards unless special instructions are provided. As there are variances within such standards, the vendor will establish an open line of communication to fine tune part placement and operations when applicable. Vendor will not disable OEM vehicle components – especially safety features. The vendor will be authorized to select the best parts designed specifically for the vehicle make and model as well as primary function. These parts will not impact or interfere with the vehicle’s safety systems and will be procured and installed by the vendor. When available, standard installation kits will be sent with provided parts. Vendor will otherwise acquire or fabricate any necessary mounting brackets. Items listed below are examples of items requested and are not brand specific.
Equivalent or superior items on the list are required when selecting between brand / function options. Additional items missed or needing installed outside of this contract would be specific to each vehicle and billed separately to the associated vehicle.
DELIVERY OF VEHICLES: Badlands National Park will coordinate the drop-off and pick up of the vehicle at the vendor’s location. The selected company will be notified of the contract award and given a reasonable timeframe to complete the vehicle. Once the vehicles are delivered, the upfit is expected to be completed expeditiously.
LOCATION OF WORK: Selected vendors should be within 250 miles of the administrative area located at 25216 Ben Reifel Road, Interior, SD 57750. Work will be completed at the contractor’s location of choice so long as the location is a secure facility. Vehicles should be secured while the work is being accomplished or waiting for work to begin.
SUMMARY OF WORK: The result of this contract is for the government to have two fully functioning Law Enforcement patrol vehicles. Contractor shall primarily use equipment sourced by the contractor. Limited items will be provided by the NPS. Equipment will be tested to ensure proper workmanship before release of vehicle to NPS. Contractor shall review and demonstrate full functionality of all equipment upon pickup of the vehicle.
WARRANTY: Contractor shall provide a one-year warranty on all labor. Government provided items are exempt from needing warranty and are the responsibility of the government. If installed equipment malfunctions within a year of completion the contractor shall in a timely manner assess the malfunction to determine if there was faulty labor or equipment. If labor is found to be at fault the contractor shall fix or replace the equipment at no cost to the government. If the equipment is found to be at fault, the contractor shall supply a quote to obtain and replace the faulty equipment and replace under factory warranty if applicable. The government reserves the right to obtain a second opinion.
