DIVISION 1 GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 – SUMMARY
1.1 DESCRIPTION OF WORK
A. Background: The existing asphalt parking area of the Maintenance Compound is deteriorated and has been temporarily repaired by sealing cracks or applying additional asphalt grader patches on existing damaged area. The thickness of the pad is estimated to be generally 4 inches thick with some areas consisting of 8 inches thick due to temporary repairs. A deep ditch line exists alongside the parking lot area located on both East and West sides that assist in removal of surface moisture and precipitation. Existing basecourse material under pavement should be removed unless composition includes enough aggregate to obtain proper compaction levels. Subgrade soils should be compacted if base is removed to obtain compaction levels before new base course material or asphalt surfaces are applied. This parking area serves employee parking that consists of pickup trucks and cars.
1.2 WORK COVERED BY THE CONTRACT DOCUMENTS:
A. Project Location: Badlands National Park, Jackson County, South Dakota. See Attachment A (parts 1-4) mapping project location and approximate project dimensions.
B. Work consists of: The work for this project consists of removing and replacing approximately 181 cubic yards of asphalt in the maintenance parking area. Existing asphalt will be removed and six to eight inches of 1 ¼ inch base course laid and compacted. Once base course is compacted, the material will be prime coated and cured. Asphalt will be laid in 2-inch lifts with tack coat emulsion applied between layers and on existing vertical cut asphalt faces to project. Asphalt will be 4 inches thick after compressed and compacted. No parking lines are required on this project. Edge of project will have unsupported asphalt edges.

3.8 Soils Investigation Report
A. Soils within the project area vary by specific site. Soils at the Amphitheater developed area are soil types frequently associated with “badland” formations and include clay, clay loam, silty clay loam and fine sandy loam. Most of the soils within the Amphitheater area are easily erodible, have moderate to high shrink-swell potential and a relatively high plasticity index. Soils at the Northeast Entrance Station tend to be mostly silt loam and silty clay loam soils common on upland formations within the Badlands. These soils are also highly erodible, but tend to exhibit low shrink-swell potential, and a moderate to low plasticity index.

Badlands National Park is world-renowned for significant deposits of terrestrial vertebrate fossils of late Eocene and early Oligocene geologic ages. Inventory & monitoring of paleontological fossil resources is a primary task for resource managers at the Park and all surface disturbing activities require close coordination with Park Paleontologists. Significant specimens have been discovered within the Cedar Pass developed area and so all demolition and construction work will be conducted to ensure protection of potential paleontological fossil resource discoveries made during construction activities. The areas of the work may contain cultural/archeological and/or paleontological artifacts of historical or scientific value.
1.1 SUMMARY
A. The work of this section consists of protecting paleontological resources contained in soil deposits and providing the services of a Paleontological monitor to be present at the work site for all construction activities involving excavation.
The National Park Service will provide all Paleontological Monitoring Services during all excavations and earthwork activities within the Park at no cost to the Contractor. Contractor shall provide at least 16 hours of advanced working hours notice when such monitoring services will be needed.
B. Paleontological resources discovered during the work of the contract are the property of Badlands National Park.

3.2 DISCOVERY OF RESOURCES
A. If Paleontological Monitor discovers resources, immediate relocation of the work to a non- sensitive area may be required to allow Monitor to identify and document resources and, if necessary, develop an appropriate mitigation plan.
While Paleontological Monitor is documenting resources, the Contractor shall relocate work. Lost time will not count against the contract time.
B. Immediately report any discoveries to the Contracting Officer’s Representative or his/ her designated contact.

3.1 PREPARATION OF SUBGRADE
A. If used, do not place fabric, geogrid or base course on subgrade until it is dry.
B. Dry the subbase by removing the asphalt and the base course. Keep exposed to the environment until the subbase is adequately dry per the method described below.
C. Verify acceptable dryness of the existing subbase with a dynamic cone penetrometer. An average CBR value of 3.33 is required to advance to construction of the base course . If failure occurs, continue to dry. Working the top six inches with a motor grader (when subgrade can support the vehicle) and/or a tracked vehicle is permitted to speed up the drying time. Compact the disturbed subgrade with a steel drum roller until the average CBR value of 3.33 is achieved.
Alternate test methods compliant with South Dakota DOT specifications may be used to determine if the subbase is adequately compacted to support construction equipment (after the subbase is dry). Subgrade testing shall be conducted by a material testing company.
D. When the subgrade is dried adequately, place the fabric and geogrid if required to gain stability per the manufacturer’s instructions.
E. Place initial base course material in one 12” lift and compact to density requirements. Place additional base course material at appropriate lift depths necessary to achieve final base grade level and ensure final surface is compacted to density requirements.
3.2 CONSTRUCTION METHODS
A. Flexible base shall be provided at a depth of 8 inches to the minimum compacted thickness.
3.3 DENSITY
A. Flexible base shall be compacted to a minimum of 95 percent of the maximum density as determined by the modified moisture density relation ASTM D1557 at -2 to +3 percent of optimum. Field density to be determined by ASTM D1566 or
ASTM D2922.
3.4 FIELD SAMPLING
A. Laboratory Testing and Inspection Services: As specified by Owner.
