Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G. Key personnel are individuals who will have major contract or project management duties.
Professional disciplines required for key personnel are as follows:
Code Description Code Description 05 Archeologist 34 Hydrologist 12 Civil Engineer 42 Mechanical Engineer 15 Construction Engineering and Inspection 55 Soils Engineer 18 Cost Estimator 57 Structural Engineer 21 Electrical Engineer 62 Water Resources Engineer 24 Environmental Scientist (NEPA Specialist ) - Diver 30 Geologist - Geotechnical Engineer 32 Hydraulic Engineer - Seismologist
- Surveyor
Submission Requirements: Complete SF 330 Part I, Section E, for each key person who will participate in this contract. The selected firm must have, either in-house or through sub-contractors, the disciplines listed above, with registration required where applicable. The key sub-contractors listed for the projects shall have resume(s) for at least one of the disciplines identified above.
The prime contractor shall utilize the same sub-contractors for the duration of the contract unless the Contracting Officer approves a substitution.
Resumes are limited to one page each and should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past ten (10) years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract. This factor considers specialized experience and technical competence to support the US FWS Dam Safety inspection program, specific to performing services like those described above in the paragraph titled Project Information.
On the SF 330 Part I, Section F, provide a single page for each project identifying at least five and a maximum of ten projects completed in the past five years preceding the date of issuance of this notice.
Submission Requirements:
Firms are required to submit projects that best demonstrate competencies and specialized experience Section E, Description of Work identified. A task order on an IDIQ contract is considered a project, as is a standalone contract award. Do not list an IDIQ contract as an example of a completed project.

Past performance will be evaluated based on information in the SF 330 package and the Example Projects submitted in Section F with an emphasis on the quality of work, compliance with performance schedules, cost control, efficient use of resources and stakeholder/customer satisfaction. Evaluation will be based on a subjective assessment by the board of the past performance evaluations submitted. Evaluation of past performance may also include information provided by the firm, customer inquiries, Government databases, and publicly available sources provide. Contractor is solely responsible for the accuracy of this information, as the Government will not pursue contact if provided with inaccurate data. Past Performance information may be collected via any other available means, such as CPARS and use of FPDS-NG, in addition to the POC’s provided. Failure to provide requested
5 |2 6 data, accessible points of contact, or valid phone numbers may result in a firm being considered less qualified.

(ii) Summarize your Inspection Team Make-up, Inspection Logistics, Identification of and Response to Critical Safety Issues, Report Preparation, and Other Considerations.
(iii) Provide a broad range of geographical regions in which you have provided services and how these were accomplished Evaluation will be based on the board’s subjective assessment of the firm’s ability to effectively address the project approach as described above. At the end of the 1 hour time period the interview is over, and no time extension shall be granted.
After completing the interviews, the board will select the top four firms, as the highest qualified firms and a Request for Proposal (RFP) will be issued requesting Labor Category Rates and a Subcontracting Plan. The list of labor category rates must at least include those positions the evaluation criteria listed. The A/E firm will have fourteen calendar days to submit their price. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause.
Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the https://www.acquisition.gov/far/52.216-21#FAR_52_216_21

Ordering clause. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(c) The Government’s requirements for each item or subitem of supplies or services described in the Schedule are being purchased through one non-set-aside contract and one set-aside contract. Therefore, the Government shall order from each Contractor approximately one-half of the total supplies or services specified in the Schedule that are required to be purchased by the specified Government activity or activities. The Government may choose between the set-aside Contractor and the non-set-aside Contractor in placing any particular order. However, the Government shall allocate successive orders, in accordance with its delivery requirements, to maintain as close a ratio as is reasonably practicable between the total quantities ordered from the two Contractors.
(d) The Government is not required to purchase from the Contractor requirements in excess of any limit on total orders under this contract.
(e) If the Government urgently requires delivery of any quantity of an item before the earliest date that delivery may be specified under this contract, and if the Contractor will not accept an order providing for the accelerated delivery, the Government may acquire the urgently required goods or services from another source.
(f) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after December 31st 2030.
52.216-22 Indefinite Quantity. (Oct 1995)

The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after December 31st 2030.
