SERVICE GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 – LOCATION AND DESCRIPTION OF WORK
1.1 Background: The project will include landscape maintenance to include mowing, trimming, edging, trash removal and clearing roads and sidewalks of debris within Brown v. Board of Education National Historical Park.
1.2 Work Covered by the Contract Documents:
A. Project Location: Brown v. Board of Education National Historical Park, 1515 SE Monroe, Topeka, Kansas 66614
1. Work consists of: Landscape Maintenance
2. Mowing of approximately 1.6 acres of fescue grass according to horticultural correct requirements.
3. Trimming of areas around building, parking areas, trees, signs, power poles.
4. Edging of all concrete sidewalks and east front concrete courtyard.
5. Trash removal of all exterior trash receptacles.
6. Clearing of debris from all concrete and asphalt areas.
B.. All work will be performed under a single contract.
Period of performance: Work shall be completed within one calendar year based on season of landscape maintenance.

ITEM 3 - CONTRACTOR’S USE OF PREMISES
3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent. . A. No signs or advertisements (except those specified herein and as required for safety) shall be displayed on the site or within the park unless approved by the Contracting Officer.
B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.
C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.
3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Saturday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.
The following Federal holidays are observed by the National Park Service:

B. Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday;
holidays falling on Sunday will be observed on the following Monday. The specific day that each holiday is recognized for each year can be found at the following site: Federal Holidays (opm.gov).
3.3 Contractor Use of Site:
A. General: Contractor shall have limited use of the site. Limit use of premises to area of service provided as shown on site plan. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Limits: Not applicable
C. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

ITEM 4 - EXAMINATION OF THE SITE
4.1 All interested contractors are urged to visit the job site and examine existing conditions before submitting quotes. Contractors will be expected to complete the work as quoted.
ITEM 5 – SUBMITTALS
5.1 General Submittal Procedures:

B. For submittals specified above, forward submittals to Contracting Officer and COR at least 15 days before need for approval (depends on length of project).

C. After approving submittals, Contracting Officer and/or COR will return one copy to the Contractor.
If submittals are not approved, Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.

STATEMENT OF WORK:
Landscape Maintenance Services
1.0 Objective and Location
This project will consist of landscape maintenance to include mowing, trimming, trash removal, blowing of roads/sidewalks within Brown v. Board of Education NHP by a service contract.
Brown v. Board of Education NHP approximately 1.6 acres of land to mow. This includes the areas around the building and the gravel parking lot.
2.0 Scope of Work
Work includes, but is not limited to, providing all labor, materials, equipment, tools, and services required to provide full professional landscape maintenance on properties. Including (weekly):
debris and trash removal, mowing, weed whipping/trimming, clearing/blowing debris from all sidewalks and paved areas.
A. Descriptions of Types
This contract is based on a weekly scheduled landscape management program, designed to provide the following services:
1. Turf Maintenance: Mowing, edging, blowing and trimming of lawn areas: Mowing height to be based on season and what is horticulturally correct for the fescue turf variety. Cutting shall not be limited to such frequency in the event additional cuttings are required to maintain the lawn in the manner acceptable to the COR and Cultural Landscape Report. (Max. height 3”). Never scalp the lawn or remove more than one-third of the existing top growth in one mowing. Any visible or unsightly clippings which remain on turf shall be removed following mowing. Mow in such a manner that grass clippings are mulched and not bagged.
2. When mowing around the building please be careful not to damage building, downspouts, and trees that are located or within the cultural landscape.
3. Debris Removal: Trash, debris, branches, and grass clippings shall be removed from the landscape during services. All walkways shall be kept clear of debris from the maintenance operation.
2.1 Codes and Standards
The contractor shall be responsible for complying with regulations of all local, state, and federal agencies having jurisdiction over any portion of the work to be performed under this contract.
The contractor, as a minimum, shall meet or exceed the applicable requirements of the latest revision of the following codes and specifications published by the following organizations:
DOT - DEPARTMENT OF TRANSPORTION
EPA - ENVIRONMENTAL PROTECTION AGENCY
OSHA - OCCUPATIONAL SAFETY AND HEALTH ACT
It is not the intent of this specification to restrict the Contractor’s work. The Contractor shall be totally responsible for the work. These specifications are the minimal requirements acceptable.
2.2 Coordination of Work
Contractor shall be responsible for coordinating all work to be performed under this contract with the Contracting Officers’ Representative (COR), POC will be Karen Maraschino 785.354.4273 (Office)

2.3 Professional Qualifications
Contractor and employees shall have a minimum of three (3) years’ experience in lawn care and snow removal.
2.4 Contractor Work Hours
All normal work for this contract shall be performed during normal daylight hours. Any exceptions will require the written approval of the (CO) Contracting Officer.
2.5 Supervision and Labor
The contractor shall provide a competent supervisor satisfactory to the COR, authorized to act for the contractor. The contractor shall promptly remove from the work site any supervisor or employee whose work or conduct is not satisfactory to the COR.
The Contractor’s supervisor shall be on the premises at all times during working hours and in charge of the work on behalf of the contractor.
The contractor shall enforce strict discipline and good order among the Contractor’s employees.
The contractor shall exercise the necessary supervision and control to prevent contractor’s employees from violating any rules and regulations.
2.6 Site Access
Access to the site is open and readily available to contractor, however NPS preference is for services to be performed on Monday – Friday to reduce impact on visitor services when the park is open from 9:00 AM – 5:00 PM. If inclement weather is expected the performance of this weekly service may occur on a previous day(s) Monday or Tuesday, or a day after on Thursday.
2.7 Contractor Care, Custody and Control
Upon commencement of work, contractor shall be fully responsible for the care, custody, and control of the work until it has been completed.
During the period of Contractor’s work, the contractor shall protect the property from all potential hazards or report these hazards immediately to the COR or local police.
Care shall be taken to protect any existing structure, windows, post, tree, electrical lights, and fence posts. If structure or historic item is destroyed or damaged, it shall be reported to the COR for assessment of damages.
2.8 Safety
The Contractor shall be responsible for employee and visitor safety on the worksite and shall establish an effective accident prevention program and provide a safe environment for all personnel and visitors. Report to the COR all accidents or injuries that occur. Place all required protective barriers and take all necessary measures to ensure unauthorized persons do not enter the worksite.
Assure there are no hazards to park visitors during the execution of the work. This safety zone shall be sufficiently sized to prevent damage to others or existing facilities and structures.
The successful Contractor agrees to adhere to and enforce all applicable local, state, federal, and OSHA safety regulations.
2.9 Environmental Protection
The contractor shall prevent hazardous material spills, in case of spill or release of any sort, contractor shall immediately notify the COR.
2.10 Debris
Do not permit debris or unsalvageable material resulting from the work to accumulate on site.
Remove debris, do not dispose of debris in waterways, and provide for off-site disposal areas.
2.11 Maintaining Traffic
Accomplish work with minimum interference to pedestrian and vehicular traffic around the property.
2.12 Underground Utilities

3.0 Contractor Performance
The contractor shall perform all work required as necessary to fulfill the intent of the contract. All work shall be performed in a professional manner, noise kept to a minimum, and work staged from a location on the site as to not interfere with the users’ access to entrances to buildings and parking facilities.
The NPS reserves the right to conduct any inspection it may deem necessary prior to acceptance and approval of payment to assure that all work conforms to the Statement of Work and any applicable standards, regulations, or laws.
3.1 Contractors Responsibilities
Trees, shrubs, flowers, or turf that are damaged or killed due to contractors operations shall be replaced at the expense of the contractor.
Lighting system or structures, both on structures and in the landscape that are damaged due to contractor’s operations must be repaired or replaced by the contractor promptly at no expense to the NPS.
A notice by email should be provided to COR when mowing service have been completed on a weekly basis to ensure satisfaction of work or to provide date of when services were rendered.
By providing notice, this will help identify when mowing services have to be adjusted to due to weather or other circumstance beyond the control of the contractor.
