About this file
This document is a Brand Name Only Justification for a federal procurement by the Bureau of Indian Affairs' Office of Information Technology. The procurement involves purchasing Cisco Routers and Firepower appliances to replace end-of-life network infrastructure at the Bureau's Indian Education (BIE) network gateway, with a firm-fixed price contract structure.
The justification for using other than full and open competition is based on the unique technical requirements and integration challenges of the network infrastructure. Market research identified 499 potential Indian Small Business Economic Enterprise (ISBEE) resellers, but the agency determined that full and open competition is impractical due to the specialized nature of the work, which requires tight integration with existing systems. The contracting officer has determined the anticipated cost will be fair and reasonable, using methods like historical pricing, Independent Government Estimate, and commercial benchmarks. The procurement aims to ensure continuity, security, and minimal operational disruption for the agency's critical network systems.
