About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for the procurement of two L3Harris AN/PRC-163 handheld radios and supporting equipment. The 133rd Command Post requires these radios for ground-to-air communication at home station and on future Bilateral Tactical Force (BTF) deployments to support Agile Combat Employment (ACE) operations. The justification states that L3Harris is the sole source provider of the PRC-163 radio, which is the only operationally representative SATCOM radio currently used by Combat Air Force fighter squadrons. The PRC-163 has unique capabilities, including NSA Type-1 certification for transmitting top secret information, secure voice and data up to Top Secret, and seamless networking for the Advanced Battle Management System. Market research confirmed L3Harris is the only manufacturer of an acceptable, interoperable radio that meets the 133rd's mission requirements. The estimated cost is redacted. The related federal contract opportunity is a sole source award to L3Harris Technologies, Inc. for the PRC-163 radios under contract W50S7E24PA014 on 2024-09-25.

Text1: Qty of 2 - AN/PRC-163 Radios with supporting equipment.
The 133 Command Post requires the procurement of 2 PRC-163 handheld radios for the sole purpose of ground to air communication both at home station and on future BTF's to continue our ACE (Agile Combat Employment) and enable our deployed operational support. Once awarded, this will be a firm-fixed-price contract.
Text2: 133rd will be soliciting these products through a Single Source: L3Harris Technologies. Harris is the only company that can provide the PRC-163 radios tailored to our mission. The PRC-163 is the only operationally representative SATCOM radio with current use by Combat Air Force fighter squadrons in all AORs. Harris is the only contractor that can deliver the product needed with the requirements listed below:
-Industries first and only tactical radio with NINESuite Bencryption, allowing sovereign nations to securely inter-operate with the U.S., NATO and regional tactical partners -Voice and data are secure up to TOP SECRET through the Sierra II encryption module, which supports JTRS, COMSEC, & TRANSEC requirements -Manpack is 30% smaller & 35% lighter than any other currently in field -Situational awareness is enhanced by an embedded SAASM GPS receiver -Extends communication beyond line of sight (BLOS) with abilities for simultaneous SATCOM voice & data transmission
- National Security Agency Type-1 certification for transmitting top secret classified information
- Secure from AES-256 through NSA Type 1 encryption to include Secret/Top Secret capabilities
- Enable the future of the Advanced Battle Management System’s communications network.
- Simultaneous multi-channel communications
- 30MHz – 2.6GHz, INE, communications relay, satellite communications, UAV controller and GPS for high-assurance communications
- Seamless networking and multiple MANET options including TSM-X, ANW2, Wraith.
Text3: Harris Corp is also the only such radio currently being manufactured that meets our mission needs.
The Department of Defense has widely purchased these radios across varying agencies and they have performed satisfactorily.
Text4: Market research will be performed if new capabilities emerge for the PRC-163. Future sources will be sought out like they were now to determine the best possible product/pricing for the AF to procure.
While performing market research through internet searches, government contacts, & gov databases it was determined that this product can only be obtained through L3 Harris Technologies, Inc. For reasons mentioned above, this is the only product that is capable of performing in a tactical environment that meets the needs of the AF.
In order to be interoperable with other Command Post radios, the PRC-163 from L3 Harris must be purchased. L3 Harris being the only manufacturer of an acceptable, interoperable radio at this time.
