SECTION 6 – EVALUATION FACTORS FOR AWARD

Basis for Award: The basis of award will be Best Value to the Government. One Purchase Order will be awarded to the responsible Quote provider whose quote, conforming to the RFQ, will be the most

NPS GWMP

advantageous to the Government. The Quote provider receiving award may not necessarily be the lowest

Price or have the highest Technical rating.

Non-Price Factors 1 and 2 (Technical Capability and Past Performance, respectively) are of equal importance, and when combined, are more important than Factor 3 - Price.

The Government reserves the right to not make an award as a result of this competition if, in the opinion of the Government, none of the submissions would provide satisfactory performance at a price that is considered fair and reasonable and/or economically feasible.

The following Non-Price and Price Factors shall be used to determine the service provider whose Quote represents the best overall value to the Government-

Factor 1: Technical Capability

Subfactor 1A: Technical Capabilities and Approach

Subfactor 1B: Staffing and Organizational Experience

Factor 2: Past Performance

Factor 3: Price

EVALUATION OF FACTOR 1: TECHNICAL CAPABILITY FACTOR

The Government will evaluate the Quoter’s Technical Capability using an assessment based on information provided within Quote’s Technical Volume 1 Section 1.

Factor 1 includes Subfactors 1 and 2, Technical Capabilities & Approach and Staffing & Organizational

Experience, respectively.

Technical Capability will be evaluated on:

• Quoter’s demonstrated technical expertise with respect to each technical requirement of SOW.

• Quoter’s stated approach to meeting each technical requirement (hazardous tree removal, vegetation management, debris removal, and emergency hazardous tree removal) and obtaining safe, timely, and high-quality results.

• Quoter’s personnel and physical resources for meeting each technical requirement.

• Strength of staff experience and qualifications as it relates to tasks identified in the SOW. This includes staffing of an International Society of Arboriculture (ISA) Arborist and Maryland Licensed

Tree Expert.

NPS GWMP

After review of the Quoter’s Technical Capability, the Government will correlate their findings with one of the ratings shown below:

Factor 1: Technical Capability Adjectival Ratings

Adjectival

Rating Description

Exceptional Exceeds specified minimum performance or technical requirements in a way beneficial to the Government.

Acceptable Meets specified minimum performance or technical requirements.

Marginal There is doubt regarding whether an aspect of the quote meets a specified minimum performance or technical requirement, but any such uncertainty is correctable.

Unacceptable Fails to meet specified minimum performance or technical requirements. The quote has one or more deficiencies and is not awardable.

EVALUATION OF FACTOR 2: PAST PERFORMANCE FACTOR

The Government will evaluate the Quoter’s Past Performance using an assessment based on information obtained via any method the Contracting Officer deems necessary. The Government reserves the right to retrieve and evaluate past performance from other sources. Sources may include:

• Using information provided on Attachment A: References

• Contractor Performance Assessment Reporting System (CPARS) – a Governmentwide

Database

• System for Award Management (SAM.gov)

• Other sources as needed

The Past Performance evaluation will consider the following:

• The Quoter’s in-depth knowledge and successful implementation of relevant and recent contracts of similar scope and complexity.

• The lack of recent and relevant past performance information will result in the assignment of a Neutral rating (i.e. neither favorable nor unfavorable) for this factor.

After review of the Quoter’s Past Performance, the Government will correlate their findings with one of the ratings shown below:

Factor 2: Past Performance

Confidence Ratings

Rating Description

High Confidence The Government has high confidence the Quoter will successfully perform the required effort based on the analysis of the Quoter’s past performance record.

NPS GWMP

Moderate

Confidence

The Government has confidence the Quoter will successfully perform the required effort based on the analysis of the Quoter’s past performance record.

Low Confidence The Government has minimal confidence the Quoter will successfully perform the required effort based on the analysis of the Quoter’s past performance record.

Neutral No significant performance record is identified.

EVALUATION OF FACTOR 3: PRICE FACTOR

The Government will evaluate the reasonableness of the Quoter’s Price quote, in part, to determine the overall best value. The Government will evaluate quotes for award purposes by adding the price for all

CLINs (FFP and T&M) to determine total price for the requirement.

The Price quote will be evaluated to:

1) Ensure that quoted prices are fair and reasonable

2) Ensure all CLINs have been quoted and a total for each has been provided

The Price Factor will not receive an adjectival rating. Price will be evaluated based on the Quoter’s price assumptions, an analysis of the overall price and components of the overall price, and for price reasonableness. The price quote will be evaluated separately from the Technical quote.

Award will be made to the Quoter whose Quote represents the best value to the Government in terms of

Technical Capability, Past Performance, and Price.
