Key technical requirements include: a Content Management Interface allowing Installation Administrators to control system variables with role-based access; a public-facing web interface accessible by computer or mobile device enabling user account creation, permit purchases, and lottery entries without mandatory login; permit issuance capabilities for multiple permit types; secure payment processing accepting major credit and debit cards; and customer support via help desk with response within two business days. Premium services vary by installation and include draw/lottery services, check-in/check-out capabilities, reservations, interactive mapping, online surveys, safety briefings with quizzes, and SMS text messaging. The Contractor must provide six hours of initial training to Installation Administrators at each facility and maintain a Quality Control Program with monthly reporting of permits issued, issues resolved, and help desk inquiries. The contract period of performance is twelve months from award plus two optional years, not to exceed three years total. Minimal travel is required, anticipated at one trip per participating installation for kickoff meetings lasting two business days and three nights, with subsequent communication conducted virtually via telephone, email, and internet conferencing. All contractor employees must complete Antiterrorism Level I Awareness Training within ten calendar days of contract start and comply with installation security policies, background checks, and IPv6 compliance requirements. Deliverables include monthly reports submitted within five working days after month-end, final reports for each contract year, and a Quality Control Plan submitted within 30 days of award with three copies to the Contracting Officer and Contracting Officer's Representative.

PERFORMANCE WORK STATEMENT (PWS) OUTDOOR RECREATION ACCESS
MANAGEMENT FOR THE DEPARTMENT OF THE AIR FORCE: RECORD KEEPING,
RECREATION ACCESS, SMALL FORESTRY PRODUCT PERMITS

1.0 INTRODUCTION. This is a non-personal services contract to provide access management, permit issuance, and record keeping for outdoor recreation and wood product harvesting on military installations controlled by the Department of Air Force (DAF). The Government shall not exercise any supervision or control over the Contractor performing the services herein. Contractor employees shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Need. The objective of this Performance Work Statement (PWS) is to provide services to support and manage outdoor recreation access for authorized persons on DAF installations. The Sikes Act (16 U.S.C. 670 et seq.) requires military installations to allow access for hunting, fishing, trapping and other compatible activities to the maximum extent practicable.
Additionally, the DAF requires a system to manage public access to installations to harvest firewood and other forest products on a fee basis. An Outdoor Recreation Access Management System is how the DAF intends to issue and manage permits to individuals for access to installations for the purpose of hunting, fishing, trapping, and other dispersed outdoor recreation activities. The Outdoor Recreation Access Management System shall also provide for safety and accountability for outdoor recreationists on DAF installations and ranges. Record-keeping services required include user registration, permit sales, permit printing, customer support, and access records on ingress/egress by permit holders on DAF installations.
2.0 SCOPE. The Contractor shall create, operate, and maintain an DAF Outdoor Recreation Access Management System for numerous DAF installations. The Contractor shall provide a system to monitor and control access, ensure public safety, and facilitate the collections of permit fees and deposit of fees into the DAF collection accounts by interface into the Department of Treasury Pay.gov network. The Contractor shall assist authorized users of the Outdoor Recreation Access Management System with the following operations: 1) issue hunting/fishing/recreational permits, 2) track recreation user access to installations and ranges, 3) issue permits for attaining firewood or other forest products, and 4) communicate important announcements regarding rules, open and restricted areas, and safety awareness to authorized participants. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to operate the Outdoor Recreation Access Management System and small forest product sales system as defined in this PWS.
2.1 Applicable Installations. The DAF’s current need applies to the following installations:
1. Altus AFB
2. Barksdale AFB
3. Beale AFB
4. Goodfellow AFB
5. Grand Forks AFB
6. JBSA-Camp Bullis
7. Offutt AFB
8. Robins AFB
9. Joint Base Elmendorf-Richardson
10. Little Rock AFB
11. Columbus AFB
2.2 Applicable Policy and Guidance. DAF policy and guidance for outdoor recreation access and permit issuance to the public can be found in Department of Air Force Manual (DAFMAN) 32-7003
– Environmental Conservation. For each military installation, the installation Integrated Natural Resources Management Plan (INRMP) identifies the allowable outdoor recreation uses and allowable participants, and the activities that may require a permit. Small forest product sales permits guidance is also found in DAFMAN 32-7003 and addressed in the installation INRMP.
2.3 Optional Additional Installations. The DAF can add additional installation(s) in base and/or optional years. Each additional installation must include Basic and any additional Premium Services (see section 3.2 below) that are required. The request for additional installation(s) and premium services is provided to the Contracting Officer Representative (COR) for review and cost estimation before submitting change request to the Contracting Officer (CO). Once this is approved, then a funds request is processed through AFCEC for the service agency.
3.0 TECHNICAL REQUIREMENTS.
3.1 Outdoor Recreation Access Management System Service. The following are key components of the required service:
3.1.1 Content Management Interface (CMI). A CMI needs to be integrated within the web-based service that allows Installation Administrators and staff (i.e. natural resources managers, law enforcement) to control all variables within the Outdoor Recreation Access Management System. The management interface will allow authorized personnel differing degrees of access based on security groups. This access must be restricted to each individual installation and may include but is not limited to: accounts, permit data, survey data, modify/update text on web pages, upload maps and reports, apply administrative holds, validate users, create permits with price and rules, customer prompts, notifications via email/text, forms, surveys, duplicate entries, reports, game harvest information, digital signatures and input fields for Body and Subject on notification templates.
3.1.2 Public Facing Interface. All public users, without having to login, shall be able to access each specific installation web page, by computer or mobile device, to view only the specific outdoor recreation information, installation permits, and draw/lottery opportunities that are automatically populated on the web page from the permit and lottery creation tool within the CMI. For example, users wanting to hunt on Grand Forks AFB will go to the Grand Forks AFB outdoor recreation web page and only see information and permits available for Grand Forks AFB without reference or links for permits/lotteries or information at other installations.
3.1.2.1 User Account Creation. Users desiring an account will be required to input required information to create an account, to include their name, address, phone number, date of birth and email before acquiring required permits. A successful account registration email shall be sent automatically after user registration. The system shall prevent duplicate accounts by the same user. Registered account users shall be able to see all the permits and lotteries available without having to login but shall be required to login to add permits to their cart. All users will be able to digitally sign and save permits from the website. To accommodate future administrative changes and new installation security requirements, the service must have the ability to force registered users to update their profile information before the user can execute a new transaction. All pages that users enter information in/on will be protected by a secure socket layer.
3.1.2.2 User Transaction Capability. Users shall be able to purchase single or multiple permits/licenses/products for themselves and other users in one transaction. All users shall be allowed to purchase multiple permits or draw/lottery applications within one session and will be able to add/purchase permits or draw/lottery applications for other user parties (e.g. group hunts) during the single session transaction. Administrators shall have the ability to limit product access based upon the category of user, such as permits issued only to youth, disabled persons or active-duty military only. Returning users shall have the ability to copy, clone or duplicate a prior permit as input into a new permit. For example, the user may create a current year annual permit by duplicating last year’s annual permit. Users shall also have the capability to select online help hyperlinks for assistance with making a payment.
3.1.2.3 Ability to Create a Permit Voucher. For installations that require validation of the eligibility of a user to participate in activities on the installation, the Outdoor Recreation Access Management System shall have the capability for the user to create a voucher in lieu of permit issuance. For this capability, a user will enter all the information required for the permit they seek and be able to display and print that information labeled as a permit voucher to be presented to the Installation Administrator for validation. Upon validation of user authorization, the Installation Administrator shall be able to activate the voucher as a valid permit for the user.
3.1.3 Area Scheduling. The user interface shall provide the areas available to public users for outdoor recreation activities and the access restrictions applicable to those areas. This service is to be available without the use of interactive mapping; the scheduling function will allow narrative description of the area or reference to electronic images of maps uploaded and maintained by Installation Administrators, as directed by the COR.
3.1.4 Permit Issuance Service. Permits shall be made available for public end-users with or without an account. A login account does not have to be required for permit purchase. The CMI will allow installation staff to create any number of permits for either a fee or for free through various methods i.e. first come, first serve sale, lottery drawing, limited quota sale, annual permit sales. The permit service shall allow an individual (account user or non-account user) to buy multiple permits under a single transaction, to include account users or non-account users. Users shall be able to email the permit themselves and/or download the permit. The information collected on permits shall be reported at the back end for authorized Installation Administrators to view and export. The Installation Administrators will supply the Contractor with a permit template for incorporation into the web-based system and for printing. All non-account public users shall be able to retrieve all active permits and lottery tickets anytime by the specific installation they purchased their permit or lottery ticket.
3.1.5 Permit Payment Service. The Contractor shall provide a payment acceptance service for permit purchases. The Contractor shall provide all components and services necessary to allow credit card purchases of permits through the website. This service shall have the following features and capabilities:
3.1.5.1 Secure and encrypted communications,
3.1.5.2 Ability to accept all major credit card and debit cards as payment,
3.1.5.3 Ability to interface with and forward user to the Department of Treasury Pay.gov portal for payment of user fees into the appropriate Pay.gov accounts,
3.1.5.4 Ability to split payments in one transaction such that outdoor recreation fees and forest product fees can be directed to different Pay.gov accounts,
3.1.5.5 Ability to send an email receipt to permit purchasers along with the permit.
3.1.6. Customer Support and Help Desk Service. The Contractor shall maintain a list of primary points of contact for interface with each installation. The Contractor shall provide the designated installation points of contact on the website, for customers to acquire technical assistance and ask questions by telephone and/or email (i.e. Help Desk Service). Customers shall be able to leave messages if support is not immediately available and receive assistance within two work weekdays (Monday thru Friday).
3.1.7 Regulatory, Safety, and Proficiency Controls. The Outdoor Recreation Access Management System web interface shall allow for posting additional criteria concerning installation regulations, safety information, and special controls applicable to permits. These controls shall be integrated into the permit application process and automatically approved at the time of purchase. For example, to obtain a Robins AFB fishing permit, a Georgia fishing license number must be provided before transaction is authorized. Other controls shall establish a notification system to the Installation Administrator and require approval by the administrator before the transaction is authorized. For example: Grand Forks AFB requires an archery proficiency test prior to issuing bow hunting permits; as such, the Installation Administrator would confirm that the applicant has passed the proficiency test before a permit is issued.
3.1.8 Administrative Back-end Interface. Based on the varying degrees of administrative privileges (read/write), the service shall allow access for multiple and simultaneous Installation Administrators. Each designated Installation Administrator shall only be granted access to their own installation information, customers, transactions, lotteries and permits and shall not see other installation customers or information unless another installation manager gives that user administrative back-end permission. With “write” administrative privileges, an Installation Administrator shall grant other Installation Administrators the ability to create permits with diverse procedures, create lotteries with numerous parameters, modify/update web pages in real-time, provide customer service for users needing changes made to information (email, address, phone number) and query real-time data for viewing. If the Installation Administrator needs to change the type of permit held by a customer, the administrator shall have the ability to clear an individual permit from the system and generate a new permit. Some DAF administrators will only require read-only administrative privileges to view transactions. Persons with “read” administrative privileges shall only be able to query and view real-time data.
3.1.9 Installation Administrator Training. The Contractor shall provide a minimum of six hours of training support to the designated Installation Administrator in the use of the Outdoor Recreation Access Management System at each participating installation within the first year of operation. The Contractor shall make training available to each participating installation with documentation explaining the use and functions of the Outdoor Recreation Access Management System.
3.1.10 Ability of Authorized Permit Holders to Sponsor Others. The Outdoor Recreation Access Management System shall allow for a permit to be issued that lists the names of persons to be sponsored by an authorized permit holder. At some installations, as directed by the COR, the Government may limit access for outdoor recreation activities to certain categories of participants such as active-duty military or Department of War (DoW) civilian employees. In these circumstances, the installation may allow authorized persons to sponsor up to two other participants as guests on their permit on the condition that the additional persons will be under the control and escort of the authorized user. Guests shall be prevented from check-in or check-out without the action first being executed by the sponsor.
3.2 Premium Services. The following items are required services by individual installations.

3.2.1 Draw/Lottery Service. The Contractor shall provide a lottery service for permit issuance, with the ability to post lottery results to the public interface. The Contractor shall supply installations with demonstrations of the interface for testing and validation, virtually. The lottery service shall allow users access to purchase lottery tickets. The service shall allow a user to accumulate lottery preference points that may be awarded upon certain conditions specified by the installation. The service shall allow an individual (account user or non-account user) to buy multiple tickets for a “Group” under a single transaction to include account users or non-account users. Winning “Group” users shall receive an email with a code that shall allow them to purchase the associated lottery permit. The group registrant shall also be able to purchase the associated lottery permits for everyone in his/her group. Lottery applicants shall be restricted to one entry per draw/lottery that is offered on specific website permit/lottery page. The contractor shall submit email templates used to send out to lottery winners/losers, to the installation for approval prior to issuing them to the public.
3.2.2 Check in/Check out Service (CICO). The Outdoor Recreation Access Management System shall allow for outdoor recreation users to check-in and check-out of designated recreation areas. Availability and capacity limits, managed by the Installation Administrator, will be added to the CMI. Manageable parameters shall include define unit/areas, timing of availability (both seasonal and daily), and user capacity for unit/area. CICO will be functional without the use of reservations and/or interactive mapping. For safety purposes, the Outdoor Recreation Access Management System shall have the capability to allow outdoor recreation users to check-in and check-out of areas when required by the installation even if the activity does not require a permit. The system shall provide acknowledgement to the user that a check-in or check-out communications has been successfully completed. For installations with reservation or interactive mapping, CICO will be fully integrated into those services.
3.2.3 Reservation Service. A reservation system, managed by the Installation Administrator, shall be added to the CMI at the request of an installation. Manageable parameters shall include defined unit/areas, allowable reservation period, timing of availability (both seasonal and daily), and user capacity for a unit/area. This service shall provide for the user to create the same day and future reservations with the number of reservations allowed controlled by the Installation Administrator. The Installation Administrator shall have the ability to cancel reservations made by a user. For installations with CICO or interactive mapping, reservations shall be fully integrated into those services. A reservation service shall be functional without the use of CICO and/or interactive mapping.
3.2.4 Interactive Mapping. The Outdoor Recreation Access Management System shall allow for an interactive web map to be available on the public interface. Data generated from permit sales, CICO, reservations, lotteries, and on-line surveys shall automatically populate the geospatial database. Accessibility and availability of all data displayed through the public interface shall be controlled through the CMI. The CMI shall offer the ability to add additional data from web-based sources and uploaded sources to the public display. The interactive map shall be optimized for use on mobile devices.
3.2.5 Online Survey Capability. The Outdoor Recreation Access Management System shall provide Installation Administrators with the option to create and distribute online surveys. The system shall have the ability to ask the user up to five custom questions for any permit issued and can ask custom questions of the permit holder on harvest data during a check-out procedure. The service shall allow for both optional and required responses to surveys. If surveys are developed for a mandatory required response, the survey shall be completed by a specified date or each user not in compliance shall automatically not be allowed to purchase that specific permit the following year until that user completes the survey. All survey answers shall be reported in the administrative back end for Installation Administrator viewing.
3.2.6 Safety/Orientation Briefing & Quiz. Specific safety/Orientation briefing for an installation going over specific warnings, and safety information for obtaining a permit. This could be a PowerPoint or video and a quiz for users to complete before they obtain certain permits.
3.2.7 Text Messaging /SMS. This service allows the installation to send (outbound) SMS messages to your users and to also retrieve (inbound) data from your installation portal site or allow check-in/check-out. Examples include automatic check-in/out reminders, messaging users directly for service provider, area closures, or general alerts.
4.0 SECURITY REQUIREMENTS. Contractor employees shall comply with all applicable installation/facility access and local security policies and procedures, which shall be obtained from the Contracting Officer’s Representative (COR). Contractor employees shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. They shall ensure compliance with all personal identity verification requirements as directed by Department of War (DoW), DAF, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor personnel security matters or processes.
4.1 Antiterrorism Level 1 & Antiterrorism Level 1 Awareness Training. All contractor employees, including subcontractor employees, requiring access to Government Installations, Facilities, and Controlled Access areas, shall complete Antiterrorism (AT) Level I Awareness Training within 10 calendar days after contract start date. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. Level 1 AT is available through DAF E-Learning (https://usaf.percipio.com/linked-contents/fc5a88dd-7040-4baa-aff9-fd1b288d14c9/landing) by completing the Force Protection Computer Based Training.
4.2 COMSEC/IT Security. All communications with DoW organizations are subject to communications security (COMSEC) review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoW has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoW organizations. Therefore, the Contractor is advised that any time a contractor places or receives a call they are subject to COMSEC procedures. The Contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoW information. Access to the Government’s computer network is not required nor anticipated as a requirement in this PWS. If access is required, the Contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.
4.3 Government Information Systems (IS). Use of Government IS and access to Government networks is a revocable privilege, not a right. Access to the Government’s computer network is not required nor anticipated as a requirement in this performance work statement. If access is ultimately warranted, the Contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network. Users are the foundation of the DoW strategy and their actions affect the most vulnerable portion of the DoW information technology networks.
4.4 Internet Protocol version 6 (IPv6) Compliance. The requirements of this PWS shall be IPv6 compliant.
5.0 GOVERNMENT FURNISHED INFORMATION. The Government will provide the Contractor with access to the INRMP for each participating installation (and any updates), and all policy information and data necessary to fulfill the requirements of this PWS. The contractor will use this information to the end of the contract at which time will return/destroy this information and send confirmation of this activity to the COR.
6.0 PERIOD OF PERFORMANCE (POP). The PoP for this contract shall be twelve (12) months from date of award plus two options years. The PoP shall not exceed three years.
7.0 PLACE OF PERFORMANCE AND KICKOFF MEETINGS. Upon award, there will be a kickoff meeting for each installation for operational details. The kickoff meeting shall be conducted in-person and onsite at each installation if requested by the installations; however, the majority of tasks in this PWS will be performed virtually at the Contractor’s office location(s). Communication with the Government will primarily be through telephone, e-mail, and internet conferencing.
8.0 TRAVEL. Minimal travel to DAF facilities is anticipated for the purpose of kickoff meetings. For price estimation purposes, the Contractor may assume travel would consist of one trip for the beginning of contract to each participating installation for a minimum of two working days and three nights with virtual meetings for the remainder of the contract.
9.0 QUALITY CONTROL.
9.1 Quality Control Program. The Contractor’s quality control program (QCP) is how the Contractor assures performance complies with the requirement of the contract. The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify and prevent defective services. Quality Control Plan should identify key areas that can cause failures in service including but not limited to help desk response and response times, access issues to outdoor recreation site and mitigations for getting permits to users.
9.2 Quality Assurance. The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan and the Performance Requirements Summary Matrix in section 9.3.
9.3 Performance Requirements Summary Matrix (PRSM)
10.0 DELIVERABLES.
10.1 Monthly Report: The contractor shall provide a Monthly Report, that summarizes daily records of permits issued, issues that arose and how they were corrected, and helpdesk inquiries and mitigations. The contractor shall submit the report to the COR via email within five working days after the end of each month of the period of performance.

10.2 Final Report: The contractor shall submit a Final Report that includes summary of activities noted in monthly reports and number of permits issued during the entire contract. The contractor shall submit the report to the COR via email within five working days after the end of the period of performance for the base year and each option year.
10.3 QCP Plan: The contractor shall submit a QCP Plan in support of the requirements in PWS section 8.1 Quality Control Program. The QCP plan shall be delivered within 30 days after contract award. Three copies of a comprehensive written QCP shall be submitted to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) within five working days when changes are made thereafter. The Contractor shall incorporate any comments on the QCP from the CO and resubmit the QCP. After acceptance of the quality control plan, the Contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to the QC system.
