SECTION 4 – STATEMENT OF NEED
Autonomous Wet-Lab Platform — BAB400 System
The BAB400 is a robotic cell-culture and bioprinting platform built around a six-axis robotic arm that swaps between interchangeable tool "hands" to carry out different laboratory tasks on the same set of plates, without a person physically handling them.
AI-enabled Workflow Orchestration
The platform includes the BioApps Studio software environment, providing browser-based development and execution of autonomous laboratory workflows. The software integrates robotic execution, instrument control, workflow traceability, experiment recovery, and AI-enabled process management into a unified platform capable of supporting continuously learning laboratory operations.
The specific configuration requested includes the following integrated and capabilities:
a) 44-plate incubator
• Provides controlled temperature, humidity, and CO₂ environment for continuous, unattended storage and incubation of up to 44 microplates at a time.
• Plates are accessed directly by the robotic arm, so cultures can be maintained around the clock without manual removal from controlled conditions (which is itself a source of variability in standard manual workflows).
b) Brightfield/fluorescence plate imager
• Captures repeated, non-destructive images of the cells in each plate over time (both standard brightfield images and fluorescence images, which can visualize specific labeled markers).
• This imaging is what feeds the AI models on the GPU server — it is the "monitoring" and "characterization" function referenced in the project description, generating the data the models use to assess growth and cell state at each timepoint.
c) Single-cell (organoid) dispense hand
• A robotic tool-head that precisely dispenses individual cells or small cell clusters into plates.
• Used for standardized seeding of new cultures at a consistent density — important because seeding consistency is a major source of variability between plates and between runs in manual workflows. In Stage 2, this same tool is what enables consistent organoid seeding into ECM structures as the platform scales to organoid culture.
d) Integrated Robotic Liquid Handling
• The BAB400 integrates automated pick-and-place operations together with precision single- and eight-channel liquid handling, enabling fully automated media exchanges, reagent additions, wash steps, assay preparation, and complex multi-step biological workflows while minimizing manual variability.
e) Automated Temperature-controlled Processing
• Integrated programmable thermal control stations enable automated temperature-sensitive workflows including reagent conditioning, incubation, and sample preparation, allowing continuous execution of complex biological protocols without manual intervention.
f) Precision Single-Cell and Organoid Handling
• The Precision One dispensing module utilizes impedance-based detection and piezoelectric fluid control to isolate and dispense individual cells or organoids with minimal shear stress, preserving viability while enabling reproducible clonal expansion, standardized organoid generation, and AI-directed experimental workflows.
g) Automated Quality Control
• Continuous multimodal imaging and workflow traceability enable automated quality assessment of cultures throughout experimental execution, generating standardized datasets suitable for AI-driven analysis and regulatory-quality documentation.
This acquisition will include:
A 3-year warranty for the repair of all parts. Periodic service maintenance is only allowable for a one-year period.
A one-year software maintenance, which will be active upon installation.
Delivery Location:
National Institute of Allergy and Infectious Diseases (NIAID), Building 10/11D15, 10 Center Drive, Bethesda, MD, 20892

The terms “printing” and “duplicating/copying” are defined in the Government Printing and Binding Regulations of the Joint Committee on Printing.
(b) If necessary for performance of the contract, the Contractor may duplicate or copy less than
5,000 production units of only one page, or less than 25,000 production units in aggregate of multiple pages for the use of a department or agency. A production unit is defined as one sheet, size 8.5 x 11 inches, one side only, and one color. The pages may not exceed a maximum image size of 10 3⁄4 by 14 1⁄4 inches. This page limit applies to each printing requirement and not for all printing requirements under the entire contract.
(c) Approval for all printing, as well as duplicating/copying in excess of the stated limits, must be obtained from the COR who will consult with the designated publishing services office and provide direction to the contractor. The cost of any unauthorized printing or duplicating/copying under this contract will be considered an unallowable cost for which the Contractor will not be reimbursed.

(d) If this is an Indefinite-Delivery type contract, a Blanket Purchase Agreement or a Basic Ordering Agreement, the task/delivery order requests that include ICT supplies, products, platforms, information, documentation, or services support will define the specifications and accessibility standards for the order. In those cases, the Contractor shall be required to provide a completed HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an ACR (based on the VPAT see https://www.itic.org/policy/accessibility/vpat), and any other additional information necessary to assist the Government in determining that the ICT supplies, products, platforms, information, documentation, or services support conform to Section 508 accessibility standards. If it is determined by the Government that ICT supplies and services provided by the Contractor do not conform to the described accessibility standards in the provided documentation, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its own expense.
(e) The Contractor shall identify to the Contracting Officer any perceived exception or exemption to Section 508 requirements.
